Notice on Declaration for Science and Technology Progress Award, or Technology Invention Award, or Science and Technology Outstanding Contribution (Team) Award of CIN in 2020

In order to do declaration work for Science and Technology Awards of China Institute of Navigation, according to the relevant requirements of the national science and technology awards and relevant provisions of newly revised Criteria for Science and Technology Awards of China Institute of Navigation (referred to as "Criteria for Awards"), the declaration work is as follows.
Ⅰ. The time for declaring Science and Technology Progress Award, Technology Invention Award, or Science and Technology Outstanding Contribution (Team) Award of CIN in 2020 is from May 30 to July 31 (judged by the date of receipt of the declaration materials). Overdue declarations will be processed next year. The requirements of the declaration work and related appendixes can be inquired and downloaded through the website of CIN: www.cinnet.cn. Each recommending (or declaring) unit, please do check the recommended materials carefully.
Ⅱ. Requirements for recommended projects or teams.
1. Recommended projects for Scientific and Technological Progress Award
For a project, its achievements should be innovative with independent intellectual property rights, which have already achieved prominent economic or social benefits and the overall technical application must have been completed by December 31, 2019.
2. Recommended projects for Maritime Technology Invention Award
For a project, its achievements should be authorized with the intellectual property rights, which have not yet been declared or disclosed by the previous applicants, but must be advanced, creative and technically valuable, and have achieved prominent economic, social or ecological benefits with promising wide applications. In addition, no more than six people should be involved in the project and the first three persons shall be the inventors with the intellectual property rights mentioned in the "List of Proofs of Major Intellectual Property Rights" in the recommendation paper. Each of them should have independent inventions respectively. The overall technical application must have been completed by December 31, 2018.
3. Recommended teams for Maritime Science and Technology Outstanding Contribution (Team) Award
For an innovation team, it should be productive in promoting the development of maritime science and technology and implementing the innovation-driven strategy, with its dominant figure having repeatedly won the first prize and/or science and technology awards at the provincial or ministerial level or even higher. For an organization, it must have created significant economic or social benefits in the process of transformation and industrialization of its high technology. And the overall application of the achievements must have been completed by December 31, 2019.
Ⅲ. Recommendations of Science and Technology Progress Award, Technology Invention Award, Science and Technology Outstanding Contribution (Team) Award of CIN in 2020 (See Appendix 1, 2 and 3). Please fill out the declaration forms in strict accordance with the relevant requirements of Criteria for Winning Awards. The specific requirements for submission of materials are as follows.
(Ⅰ) Three paper copies (including one original) of the project recommendation are required, and the supporting materials for the relevant evaluation of the recommended project should be bound with the recommendation.
(Ⅱ) 30 paper copies of the brief form for evaluation of the project declared for Science and Technology Progress Award, or Technology Invention Award are required. (see Appendix 4)
(Ⅲ) All relevant technical documents (including Recommendation for each award), project summary report, technology reports, application reports, economic and social benefit analysis reports, project evaluation forms, project basic information forms (see Appendix 5), and other evaluation and supporting materials should be made into electronic files and copied into USB (three copies for each award) respectively. The contents should be consistent with the paper materials and the declaration materials will not be returned after being evaluated.
Ⅳ The scientific and technological achievements of the recommended projects or teams must have been certified, tested or approved by the third-party evaluation authorities. The relevant materials must be accurate and sufficient.
Ⅴ. According to the requirements of National Regulations on Science and Technology Awards and Criteria for Science and Technology Awards of China Institute of Navigation, the same project with the same technology content shall not be repeatedly declared for the similar awards in the same year, and the offender shall be disqualified from the assessment once found.
Ⅵ. Participants in the project, no matter individuals or teams should be ranked according to their real contribution and approved by the technical evaluation (acceptance) certificate. If there is any dispute over the completers, for any completion units or intellectual property rights, declaration for China Maritime Science and Technology Award will not be made until the dispute is resolved.
Ⅶ. Declaring for the "First Prize" or above, the participants or the teams must prepare for on-site defense after their projects have been reviewed, selected and confirmed by experts from the Award Review Committee of CIN. The time and place of defense will be notified to the first completer or team 10 days earlier before the meeting.
CIN adopts a system in which the first completer present himself in for defense, and the top three candidates in the ranking list are allowed in to be questioned by the expert judges.
Ⅷ. Recommendation materials shall be sent to the Secretariat of CIN.
