Notice on Application for 2026 Technical Invention Award and Scientific and Technological Progress Award

To all relevant entities,
The Science and Technology Award of the China Institute of Navigation (CIN) is a comprehensive, national-level award specifically established for the maritime sector. It has been duly registered with the national science and technology award administration authority (Registration No.: Guoke Jiang She Zheng Zi No. 0045). Since its inception in 2002, the award has steadily gained influence and recognition across the industry.
In accordance with the Measures for the Science and Technology Award of the China Institute of Navigation and the annual work schedule, the application process for the 2026 CIN Technical Invention Award and Scientific and Technological Progress Award (both under the CIN Science and Technology Award framework) is hereby launched. The relevant matters are notified as follows:
I. Award Categories and Requirements
(1) Technical Invention Award
Scope and Eligibility:
The award recognizes major technological inventions in the maritime sector achieved through the application of scientific and technical knowledge in the research and development of products, processes, materials, devices, and systems. Eligible inventions must be previously unknown or unpublished, demonstrate progressiveness, creativity, and technical merit, have achieved tangible economic, social, or ecological benefits through implementation in the maritime field, and exhibit broad application prospects.
Award Levels:
The Technical Invention Award is divided into First Prize and Second Prize.
(II) Award for Scientific and Technological Progress
1. The award shall be conferred on project achievements satisfying the following requirements:
(1) Technology development projects. Projects featuring outstanding innovations in theory or technology, with their overall technical level and core technical and economic indicators reaching advanced international standards among comparable technologies. Achievements shall be transformed, applied or practically verified, yielding remarkable social, economic and ecological benefits, and demonstrating strong exemplary, leading and radiating effects.
(2) Public welfare projects. Projects that have delivered innovative outcomes and generated significant social, economic, safety and ecological benefits, making important contributions to basic and forward-looking scientific and technological undertakings as well as progress in areas including industrial safety, environmental protection, evidence-based decision-making and modernized management.
(3) Major engineering projects. Projects that have advanced interdisciplinary and cross-professional technical collaboration and the integrated application of advanced maritime science and technology. Projects shall be completed to a high standard, get statutory acceptance, and reach an advanced international level as a whole, exerting a significant impact on the overall improvement of national economic development, social progress, scientific and technological capacity and the development level of the maritime industry.
(4) Standard research projects. Projects whose key technical contents actively incorporate and translate advanced and mature scientific and technological innovations, promoting the interactive development of standardization and technological innovation. Standards implemented shall produce remarkable social, economic and ecological benefits and effectively supported the high-quality development of maritime undertakings. Eligible standards include international standards (issued by ISO, IEC, ITU and other international bodies), national standards, industrial standards, group standards, local standards and enterprise standards, all of which shall be officially promulgated, implemented for at least one year and formally published.
2. Award levels: The Award for Scientific and Technological Progress consists of First Prize, Second Prize and Third Prize.
The core technologies of applications for the Technology Invention Award and the Award for Scientific and Technological Progress must be validated through application and practice for more than one year. A Grand Prize may be awarded as appropriate for projects with exceptionally outstanding technological innovation, extraordinary economic and social benefits, and an exemplary role in advancing scientific and technological progress in the industry.
II. Timeline
The deadline for submission is October 15. Applications received after this date will be processed in the following year. Applicant organizations are requested to make proper arrangements for the preparation of application materials and adhere to the specified timeline.
III. Application Requirements
Applications shall be submitted via the Science and Technology Service System of the Chinese Institute of Navigation at http://kjfw.cinnet.cn. The system operation manual is attached hereto.
IV. Other Matters
1. In accordance with the Regulations on National Science and Technology Awards and the Measures for Science and Technology Awards of the Chinese Institute of Navigation, the same technical achievement shall not be applied for the same award category in different forms or under different names to different awarding institutions in the same year. Any violation discovered will be disqualificated from review and revocation of any awarded prizes.
2. Applicant organizations and individuals shall uphold scientific ethics and academic integrity, follow the strict, rigorous, prudent and serious principles in scientific and technological innovation, and advocate a scientific, rational, equal and down-to-earth work style. Applications involving false innovation, pseudo-innovation, or inflated evaluation of scientific and technological achievements are strictly prohibited.
