Notice on Reporting the 2026 Open Academic Activities Plan

To all Professional Committees of China Institute of Navigation:
Recently, China Association for Science and Technology (CAST) issued the Work Reminder on Further Strengthening the Standardized Management of Forum Activities and the Letter on Carrying Out the Reporting Work of Forum Activity Lists of National Societies, putting forward clear requirements for the standardized management and plan submission of forum activities. In accordance with the spirit of the above mentioned document, the institute is required to submit its annual activity plan to China Association for Science and Technology (CAST). Therefore, we are now initiating the collection of open academic activity plans for 2026. Each specialized committee should organize at least one open academic activity in 2026. These activities should focus on cutting-edge maritime technology, national strategic needs, and key issues in industrial development, emphasizing practical outcomes and enhancing the quality and influence of academic exchanges. The specific requirements are as follows:
I. Implement the requirements of CAST regarding the continuous streamlining and standardization of festival, exhibition, and forum activities to ensure the healthy and orderly conduct of academic activities.
1. Adhere to management norms: The themes and content of activities must not exceed the business scope specified in the charter. Activities should not be held in the name of party and government organs or jointly organized with them. International conferences should go through the approval procedures in accordance with relevant regulations, while domestic conferences should undergo the filing process with the Institute. It is strictly prohibited to award plaques or titles in violation of regulations during activities.
2. Develop meticulous organizational plans: Enhance the planning of activities, formulate scientific plans, avoid "rushed conferences" and the phenomenon of concentrated conference-holding at the end of the year, and minimize disruptions to the normal order of scientific research work. The submitted plans should be practical and feasible.
3. Strive for practical outcomes: Focus on academic content with scientists and technologists as the center of participation. When inviting guests, prioritize those with actual contributions and refrain from forcibly inviting specific experts merely to "enhance prestige." Promotional coverage should highlight academic value and popular science significance, avoiding excessive emphasis on the scale of the event or listing guests.
4. Ensure risk prevention: Strengthen risk assessments related to ideology, public opinion, etc., and formulate emergency plans. Strictly review the qualifications of speakers and the content of exchanges to ensure that all speeches, reports, materials, etc., and do not involve state secrets, work secrets, business secrets, or internal sensitive information. Be prepared for the handling of emergencies.
5. Strict budget management: Adhere to the principles of diligence and frugality, efficiency, and pragmatism, and strictly control expenditures. All expenses shall be used in a standardized manner. Strictlyprohibited the lecture fees, consulting fees, etc. paid beyond the prescribed standards, and eliminate all banquetting/eating and drinking at public expense.
II. Fill in and submit the plan form as required; no activity may be carried out without prior submission
- Each specialized committee is requested to carefully complete the “2026 Summary Form for Planned Open Academic Activities” (see attachment) and submit it to the Secretariat of the Institute before the end of the workday on March 6, 2026. After review by the Secretariat, the 2026 Open Academic Activity Plan will be formulated, submitted to the executive meeting for approval, and then published.
- For international conferences and forums that have been included in the 2026 Open Academic Activity Plan, a written application must be submitted to the Secretariat of the Institute at least 3 months in advance. The Society will then uniformly report the application to China Association for Science and Technology for approval procedures. Only after receiving the official approval may the event be organized and implemented.
- For domestic conferences and forums that have been included in the 2026 Open Academic Activity Plan, a written application must be submitted to the Secretariat of the Insititute at least 2 months in advance. Only after receiving the official approval may the event be organized and implemented.
- Each specialized committee shall make advance plans for, and secure, the special funds required for the activities, ensuring that funding sources are compliant and expenditures are reasonable. The use of activity funds must strictly comply with the relevant financial management regulations of the Society, ensuring that funds are earmarked for designated purposes, used economically and efficiently, and managed in an open and transparent manner.
- At the end of the year, the Insititute will conduct a comprehensive evaluation of all activities based on the implementation of the plan, and the evaluation results will be incorporated into the annual performance assessment of branch institutions.
