Notice on Organizing Recommendations for Candidates for the 2025 China Institute of Navigation Young Talent Cultivation Project

To All Relevant Entities:
         In order to thoroughly implement the national deployment and requirements for the construction of young scientific and technological talent teams, and in accordance with the Management Measures for the China Institute of Navigation Young Talent Cultivation Project*, it has been decided to initiate the work of recommending candidates for the 2025 China Institute of Navigation Young Talent Cultivation Project. Relevant matters are hereby notified as follows:
        I. Objectives
       Leverage the strength of the Society in convening high-level experts, strengthen the early discovery and focused cultivation of young scientific and technological talent, and promptly identify and support a group of outstanding young scientists and technologists with significant development potential in the field of navigation science and technology. By providing support measures such as research funding and mentorship, favorable conditions will be created for them to concentrate on their research, helping young talents seize their prime research period, solidify their professional foundation, and facilitate their early growth and success. The aim is to cultivate a group of leading talents in navigation science and technology who possess both integrity and professional competence and are courageous in innovation.
      II. Recommendation Criteria
      Recommended candidates must simultaneously meet all the following conditions:  

1. Be an on-the-job employee of the recommending organizations and an individual member of the China Institute of Navigation.

2. Be under 32 years of age (born after January 1, 1993); the age limit may be extended to 34 years for female candidates.

3. Have achieved relatively good performance in fields related to navigation science and technology, especially in key disciplines, cutting-edge technologies, emerging interdisciplinary areas, or nationally critical and in-demand disciplines, demonstrating strong development potential.

4. Have a clear research direction or be engaged in an ongoing research project.

5. The candidate's employing organization or team must be able to provide corresponding policy support and commit to providing matching funds at a ratio of no less than 1:1 with the Society to jointly promote the candidate's development.
     III. Successful selectees will receive special funding provided by the Society, with a standard of no less than RMB 10,000 per year, for three consecutive years (subject to passing annual assessments). The funding is primarily intended to support young talents in independently conducting research topic selection, project research, participating in high-level international academic exchange activities, and holding positions in important international scientific and technological organizations.
      IV. Recommendation Method and Procedure  

1.  An organization-based recommendation approach shall be adopted. Each member organization of the China Institute of Navigation may recommend candidates based on merit, with a maximum of three candidates per organization.

2.  Candidates must obtain recommendations from three discipline leaders or technical principals in their field who are from different institutions than the candidate's own.
     V. Requirements for Material Submission
    All recommending organizations and candidates are requested to log in to "China Institute of Navigation Young Talent Cultivation Management System" by November 17, 2025, to complete and submit the recommendation materials online. The system URL is: https://yess.cinnet.cn. For detailed operational instructions, please refer to the "System Operation Guide" (attached). Paper-based materials will not be accepted for this application.
