Creating a New Pattern of Modernization, Striving to Write a New Chapter of High-Quality Development of Shandong Maritime Affairs

The 20th National Congress of the Communist Party of China (CPC) has drawn a new blueprint for the development of our country in the next five years and even longer, It serves as a a guide to action guide for forging ahead on a new journey and creating new glory. General Secretary Xi Jinping has emphasized that pursuing high-quality development is our first and foremost task in building a modern socialist country in all respects. This is the first year for putting the guiding principles of the 20th National Congress of the Communist Party of China fully into effect. Faced with new circumstances, new requirements, and new opportunities, Shandong Maritime Safety Administration adheres to the unified thinking, will, and action based on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We heighten a strong sense of "leading role", accurately grasp the nature of maritime work  in a distinctively political-conscious, people-centered, economic, international, and holistic way, and implement the decisions of the Ministry of Transport, the Shandong Provincial Party Committee and the provincial government and the work requirements of the Ministry of Maritime Safety Administration. We focus on promoting high-quality development, set clear goals for the leadership team's term, identify the principles, methods and key tasks for creating a new pattern of maritime modernization development, and strive to create a new era of Shandong maritime modernization development in three ‘leading in’s. This effort aims to write a new chapter in the acceleration of building a country with great transport strength and serving the construction of a strong maritime province in the new Journey of the New Era.

Governance leads the way and build a solid foundation for high-quality development.

     To improve the level of water traffic safety governance and do a good job in water traffic safety work, the key is to establish the core concept of “safety first and prevention-oriented”, and to implement safety as the top priority in maritime affairs.

     We should build a strong “protagonist” consciousness, be good at integrating resources, effectively identify and evaluate, monitor and govern risks and hidden dangers, and improve the precision level of prevention and control, using a systematic approach of “five cannots” to ensure water transport safety. We need to grasp the dialectical relationship between the stock and increment of safety risks, intervene early to fundamentally reduce the new risks brought by new formats of the shipping industry while continuously innovating, pooling wisdom, and actively resolving existing risks; we need to grasp the dialectical relationship between the present and the future, adhere to medium and long-term planning and systematic thinking and maintain the correct direction and determination, achieving “long-term stability and safety” of water transport in Shandong; we need to grasp the dialectical relationship between safety and development, give full play to professional advantages, strengthen inter-departmental collaboration, and provide suggestions on overall maritime safety and development, promoting industrial upgrading to drive the improvement of safety governance; with the dialectical relationship between self-development and coordinated governance in mind, we need to adhere to both internal and external lines—— accelerate a comprehensive water-based traffic management system internally, and implement a three-year action plan to enhance maritime safety governance externally. We should deepen coordination and linkage with maritime police, the Bohai Sea Bureau and provincial departments such as transportation, emergency management, agriculture and rural areas, deepen the joint efforts of all parties to build and govern a “safe sea area”, promote local governments to improve the coordination mechanism for maritime transport safety, enhance the initiative of maritime safety work, actively build a large maritime safety pattern, and jointly safeguard maritime safety in Shandong. Highlighting the main responsibilities and focusing on the management of ships entering and leaving ports, passing ships, and registered ships, we should push the maritime safety management mode from post-event supervision to proactive prevention. With the support of the Shandong Provincial Party Committee, the Provincial Government, and relevant departments, we should strive to achieve full coverage of all waters, integration of all data sets, collaboration of all business, and management of all elements through the construction of a comprehensive water-based traffic management system. We need to implement a cross-regional and cross-departmental mechanism for reporting and law enforcement cooperation of ship violations, establish a regular evaluation mechanism for safety supervision measures, promote the application of advanced supervision experience, continuously improved the efficiency of supervision, and improve the “closed-loop” governance mechanism of safety supervision. We should improve the regular air patrol mechanism and vigorously promote the construction of an integrated land-sea-air-space water transport safety guarantee system. We should continuously improve the scientific supervision system for maritime transport safety and effectively enhance our ability to control the jurisdictional supervision rules: ensure passenger safety and improve the essential safety level of maritime passenger transport; we should improve the mechanism for the safety supervision of ships carrying dangerous goods, and promote joint governance measures; we should deepen the “Shipping in the Blue Sea and under the Blue Sky” action, guiding green development of shipping; we should firmly grasp the regular characteristics of severe weather conditions such as strong winds and heavy fog in our jurisdiction, actively promoting long-term warning and prevention mechanism; we should effectively improve the full-chain and full-cycle management level of registered ships, supporting the renewal of old ships, and the large-scale and intensive management of shipping companies.

     We should enhance digital empowerment, improve technological support and guarantee capabilities. We should firmly establish the concept of “technology-driven security” and “equipment-driven security”, comprehensively promote digital reform and vigorously promote the application of new technologies such as artificial intelligence, big data, and blockchain in the full life cycle management of ships and the full career cycle services of crew members. We need to promote the integration of resources for dynamic maritime supervision, deepen the interconnection of data between maritime and port, transportation, and fishery units and promote the application of new technologies in maritime supervision, building the unified dynamic maritime supervision system of Shandong. We should deepen the application of automatic monitoring technology for abnormal ship behavior, strengthen the use of big data analysis, and improve the level of intelligent warning and prevention.

     We should track the development trend of intelligent shipping and build a crew training and examination model and maritime service guarantee system that adapt to it. Also, we should optimize and adjust the mechanism of strategic research work, gradually form a new integrated mode of strategic guidance, planning guidance, and plan implementation, and build an integrated platform for government, industry, academia, research, and application.

Service leads the way and stick to the correct direction of high-quality development.

     The strategy of serving the country and economic and social development are connected to the political maritime work on the one hand, and to the economic one on the other hand. We need to proactively improve the initiative in ensuring maritime safety and developing by service, actively integrated into the overall situation and promoting development.

     The maritime affairs are for the people. Wherever the ships sail and wherever the crew is, the maritime services should be there. We must adhere to the original intention of serving the people, firmly establish the development ideology centered on the people, promote the culture of investigation and research, and focus on improving maritime supply capacity. We should use practical measures to solve the most concerning, direct, and realistic issues of the people.

     We should enhance service awareness, supporting the construction of Shandong Demonstration Zone for building a powerful transportation country, Shandong Pilot Free Trade Zone, and world-class port cluster in Shandong Province. We should serve the ecological protection and high-quality development of the Yellow River Basin, supporting the restoration of the Xiaoqing River and river-sea intermodal transport, and the construction of “China Hydrogen Port” in Qingdao Port. We should optimize and adjust the government service work mechanism, improve the government service model and bridge the “last mile” of government service. Also, we should optimize the business environment at ports, and provide integrated services for ship trading centers and shipping enterprises. We need to actively serve key projects such as offshore oil development and Yulong Island petrochemical integration and explore safe maritime transportation modes for lithium batteries and new energy vehicles, ensuring the orderly development of new formats such as offshore wind power and offshore photovoltaic. We need to promote the selection and planning of key ports and anchorages in key waters, explore the establishment of route protection mechanism, promote the integrated development of maritime supervision and navigation security, and create a maritime highway. We need to optimize the environment for seafarers’ development, safeguard the legitimate rights and interests of seafarers, promote the construction of a high-quality seafarer team, and enhance the influence of the Shandong Seafarer brand. What’s more, we need to improve the construction planning of provincial and municipal maritime search and rescue and oil spill emergency response capabilities, improving the emergency response capabilities for maritime accidents and incidents.

Ability to perform duties leads the way and ignite the vitality and dynamism of high-quality development.

     To create a new pattern of modern maritime development, we need to pay attention to four different relationships including carrying forward tradition while promoting innovation, connecting with high-level strategy while staying grounded, designing from the top while implementing at the grassroots, and making overall progress while focusing on key breakthroughs. In terms of job performance, we should scientifically apply these four relationships in our work methods to stimulate the vitality of high-quality development.

     We should put people first and enhance the ability of talent-driven development. We need to implement the Party's route of organization in the new era and the spirit of the Central Conference on Talent Work, deepen the construction of Shandong maritime talent team, coordinate the construction of the “four teams” including leaders of the Party and the government, maritime law enforcement talents, comprehensive management talents and professional and technical talents, and build a revolutionary, standardized, professional, and specialized talent team.We must apply the criteria for judging competent officials in the new era, set up sound systems for quality cultivation, knowledge and talent identification, selection and appointment, strict management, and positive incentives. We must maintain the correct orientation in the selection and appointment of personnel, ensure that strong and competent leadership teams are put in place at subordinate units, and vigorously employ promising young officials. We must systematically promote the “Qinglan Project” (a project to provide further study for green teachers by learning from the trained ones) to serve the growth and development of young talents. We must help young officials grow politically, practically and professionally and help to ensure that officials become more capable of pursuing high-quality development, serving the people, and guarding against and defusing risks. We also must build a systematic training platform for talent and adhere to hierarchical management and differentiated teaching with the aim to improve mechanisms for talent selection, training, assessment, and incentive guarantees. We must strengthen personalized and in-depth training, carry out the open competition mechanism to select the best candidates in key projects, major initiatives, and important research topics, and cultivate influential and competitive high-end leaders and international talents within the industry.

     We must deepen the rule of law and enhance our comprehensive ability to carry out administrative functions in accordance with the law. We must thoroughly study and implement Xi Jinping Thought on the Rule of Law, integrate the rule of law into all aspects and processes of maritime work, and promote the high-quality maritime development in line with the rule of law. We must coordinate the intensity and approach of maritime administrative law enforcement, focus on subjectively malicious violations that damage maritime safety, emphasize law enforcement in key areas related to the vital interests of the people, enrich content of persuasive law enforcement, law enforcement + law knowledge popularization, etc., and increase public trust and public satisfaction of maritime law enforcement. We must improve and implement norms and standards for maritime law enforcement, accelerate the formation of a new maritime regulatory mechanism. We must actively participate in the revision and improvement of domestic laws, regulations, and technical standards to promote local legislation in key areas and emerging industries such as coastal tourism and marine ranching. We must strengthen law enforcement supervision, strictly implement the administrative law enforcement responsibility system, establish and improve a mechanism for law enforcement risk prevention, and enhance the effectiveness of supervision over maritime administrative law enforcement.

     In the new era, Shandong Maritime Safety Administration (Shandong MSA) is striding towards high-quality development with a robust and determined pace. The land of Qilu is full of vitality and prosperity, and the development landscape is inspiring and boosting with confidence. In the first year of fully implementing the spirit of the 20th National Congress of the Party, Shandong MSA will adhere to three ‘leading in’s, enhance political stance, clarify responsibilities, and set a clear direction. With unity of one heart, one strategy, and one implementation, we have fostered a powerful collective force for promoting high-quality development and leave great achievements in pioneering a new pattern of modern maritime development. We must continuously redouble our efforts to build a country with great transport strength, to accumulate more building blocks for and adorn Chinese modernization.
