Shandong Strengthens Independent Innovation in Transport to Increase Effective Supply and Integrates Industrial Chain, Supply Chain and Innovation Chain as a Whole

Recently, Transport Department of Shandon Province and Provincial Department of Science and Technology have jointly published Suggestions on Accelerating the Construction of Shandong Demonstration Area of Transport Power Driven by Scientific and Technological Innovation, to encourage scientific research units in transport sector to aim at the national and provincial major strategies, the technology which is critical common and prospective technology in the key projects, as well as modern establishment, management and maintenance of transport infrastructure, long-term observation and enhancement of the safety and performance, traffic transport equipment, green and smart transport, transport safety, and to continuously enhance the effective supply of scientific and technological innovation.

Transferring from investment-driven to innovation-driven

Since the 13th Five-Year Plan, the innovation-driven development strategy has been applied to the transport system in Shandong Province by continuously increasing investment in science and technology. As a result, major breakthroughs have been made in applying key-technology to construction and maintenance of transport infrastructure, smart transport, and green transport. The transport system in Shandong Province has set up a total of 647 self-financing projects, mobilized enterprises and institutions across the industry to invest more than 1 billion yuan in scientific research, and won more than 200 science and technology awards at the provincial and ministerial levels.

In the coming period, Shandong will highlight the industry demands and strengthen the effective supply of science and technology. It will focus on enhancing research foundations and promoting the independent innovation of transport. Besides, Shandong will also highlight the promotion and application, strengthen the upgrading of the transport industry, highlight the branding, strengthen the standard system construction, with the aim to guide the industry's development turning from the factor-driven and investment-driven to innovation-driven, and eventually accelerate the construction of Shandong Demonstration Area of the transport power.

Focusing on industry demands, Shandong transport will seize the scientific and technological innovation overall planning and carry out the mid-term evaluation and adjustment of the traffic transport science and technology innovation development plan around Shandong during the 14th Five-Year Plan. By leveraging major projects of Jinan-Qingdao Mid-Line Smart Expressway, Smart Port in Qingdao Port, Jibin High-speed Railway Intelligent construction and management, and Jinan Smart Airport, significant efforts will be made to conduct research and development on key technologies such as road collaboration and intelligent construction. Furthermore, pilot demonstrations will be strengthened, and various technological pilot demonstration projects, including the intelligent shipping pilot application of coastal containers and the "Five-in-One" Smart Port and Navigation Logistics System in the Xiaoqing River, will be fully implemented and advanced.

At present, Shandong has established 23 key research platforms at the provincial and ministerial levels, such as the Smart Transportation Key Laboratory, boasted 40 research platforms in the provincial transport industry, and set up the Jinan Subcenter of National Center of Intelligent Transportation System (ITS) Engineering & Technology (ITSC) and the first research institute of civil aviation industry--the Shandong Development Research Institute of Civil Aviation Industry.

In order to enhance the capacity of independent innovation, Shandong will make efforts to improve the construction of new research and development institutions and the layout of innovation platforms in the field of transport at provincial level, encourage and support transport research platforms to take the lead in undertaking major national innovation tasks. Focusing on building a transport innovation platform system with cutting edge, reasonable layout and development leading, Shandong will support Smart Transportation Key Laboratory, the Smart and Green Harbor Technology Innovation Centre, etc., striving for creating a state-level research platform.

Shandong will also accelerate the technical integration of transport and energy, information, materials and manufacturing to provide technical reserves and solutions for the development of the modern transport industry; support the Modern Logistics Innovation and Entrepreneurship Community of Shandong Province and other communities to give full play to the advantages of gathering resources for innovation and capability of mobilizing innovation, which will promote integration of the industrial chain, the supply chain and the innovation chain. In addition, Shandong will comprehensively drive the innovation development in the transport and upstream and downstream industries, empower the transport and related industries, and promote innovation in modes, modes of operation, products and services.

Accelerating the Effective Transformation of Technological Achievements into Standards

The Tai'an to Zaozhuang section of the Jing-Tai Expressway, the longest smart highway in the country, has been completed and opened to traffic. The smart highway demonstration project of the Weifang to Qingdao section of the Jinan-Qingdao Mid-Line Expressway is progressing rapidly. Qingdao Port in Shandong Province, has independently developed an automated terminal single-machine operation system that has broken the world record in efficiency for similar systems nine times. Driven by technological innovation, new infrastructure of Shandong transport is comprehensively accelerating, with the completion and implementation of the second phase of the intelligent port brain platform and cloud ecosystem that integrates logistics, supervision, and services.

In the future, Shandong will expedite the effective transformation of technological achievements into standards in fields such as smart highways, near-zero carbon service areas, and automated terminals. It will promote intelligent manufacturing of high-speed railway track panels, research and development of smart construction technologies and equipment, and foster leading enterprises in the industry chain. Shandong will also accelerate the construction of a new transportation infrastructure network, ensuring the smooth opening and operation of the Jinan-Qingdao Mid-Line Smart Expressway by the end of this year. Additionally, it will speed up the implementation of the One Network, One Cloud, One Security System in Shandong's ports and the digitization of the Xiaoqing River waterway project.

Currently, Shandong has initially established the framework for standard systems in fields such as smart highways, smart ports, and green roads. The next step is to study the establishment of the Shandong Province Transportation Standardization Management Commission, which will promote standardization work across highways, waterways, rail transportation. The focus will be on strengthening, bridging gaps, and introducing new standards. Research will be conducted to publish standards that leverage Shandong's transportation advantages and characteristics, thereby facilitating transportation throughout the province to transform from "having standards to rely on" to "having high-quality standards to rely on".
