A teleconference was jointly organized to promote the integrated development of passenger transport, cargo delivery and postal express in rural area by the Ministry of Transport, the State Post Bureau, the National Rural Revitalization Administration and China Post Group on June 28. Xu Chengguang, vice minister of the Ministry of Transport, Dai Yingjun, vice director of State Post Bureau, Huang Yan, vice director of National Rural Revitalization Administration, and Liu Aili, chairman of China Post Group attended and addressed the conference.
It was pointed out that paved roads were unprecedentedly built to provide access to bus and post services in towns and incorporated villages where possible in recent years. In those above-mentioned areas, the integrated development of rural passenger-cargo-postal services was regarded as an important approach to further alleviate poverty and comprehensively implement revitalization strategy. By way of active exploration and practice, great progress has been made in promoting the intensive development of rural transportation and delivering the benefit and convenience to people's production and life. Up to now, more than 50,000 passenger-cargo-postal service stations have been built nationwide, more than 8,000 integration routes of passenger-cargo-postal services have been opened, and nearly 30,000 buses have been put into operation to transport express packages, with more than 7,000 rural freight shuttles, and more than 200 million pieces of mail and express mail delivered.
At the conference, it is emphasized that promoting the integrated development of rural passenger-cargo-postal services is an important initiative to implement important instructions of General Secretary Xi Jinping, a livelihood project to settle the difficulties and practical things for the rural masses, also an important channel to smooth the flow of urban and rural elements, and an important support for the development of rural industries. Pushing the integrated development is of great significance to accelerate the construction of a country with strong transportation network and a strong agriculture, to serve comprehensive revitalization of the countryside, and to enhance the people's sense of fulfilment, happiness and security.
At the conference, we were asked to thoroughly study and carry out the spirit of the General Secretary Xi Jinping 's important instructions, fully implement the guiding principles of the 20th CPC National Congress, seriously carry out the decision deployment made by the CPC Central Committee and the State Council, solidly promote the integration of rural passenger-cargo-postal services, and speed up the improvement of the rural transportation system. We were supposed to guarantee the alleviation of poverty, comprehensive rural revitalization strategy, and acceleration of modernizing agriculture and rural areas. We should take measures to adjust to the local conditions to boost the construction of a functional, intensive, convenient and efficient development model of rural passenger-cargo-postal services so that we can stimulate unimpeded flows in the last link of the logistic chain within three aspects of happy transport, logistics and postal delivery. We should establish a cooperative work mechanism with a coordinated working pattern of government-guided departments. Moreover, we should strengthen overall planning to build a scientific and rational development system, enhance the sharing of station resources to establish an infrastructure network that can facilitate and benefit the people and improve the sharing of transportation resources to form an efficient and convenient transportation service network. In addition, we should strengthen the exchange of information resources to build a network with accurate information of supply and demand, the expansion of upstream and downstream industries to enhance development of pillar industries, the coordination of policies to better stabile system of security for a long term.
Addresses were delivered by some delegates from transport sectors, post office departments and rural revitalization departments in Jiangsu, Anhui, Shandong, Henan, Hubei, Hunan, Sichuan Provence. The comrades in charge of the relevant departments and bureaus, such as Ministry of Transport, the State Post Bureau, the National Rural Revitalization Bureau, the relevant bureau and department of China Post Group, the scientific research units under the Ministry of Transport, the department of transport, postal service and rural revitalization at levels of provinces and regions and cities and the Xinjiang Production and Construction Corps, attended the conference. The heads of companies of China Post Group at the provincial level also attended the conference.
