Ministry of Transport Level II response to defend typhoon “Bavi”

This year’s No.8 typhoon “Bavi” would land on the coast of eastern Liaoning Province on the morning of August 27, with the Beaufort scale up to 12 to 13. In order to prevent the transportation industry from typhoon comprehensively, the Ministry of Transport (MOT) decided to upgrade the level of defense response to Level II at 8:00 on August 26.

On that day, MOT held a video conference on typhoon defense. Liu Xiaoming, vice minister of MOT, presided over the conference and stressed the necessity to conscientiously implement the spirit of General Secretary Xi Jinping’s important instructions. He emphasized that great importance and attention shall be attached to the actual situation in accordance with the instructions of MOT leadership, and the defense goal of “no death, less injury, and less loss” shall be achieved with efforts by minimizing the damage and loss caused by the typhoon and ensuring the safety of people’s lives and property as well as the stability of the transportation industry. 

Liu also pointed out that it is necessary to have a deep understanding of the extreme importance of flood and typhoon prevention, adhere to the principle of putting people and life first, resolutely prevent paralysis and slack thinking, and pay close attention to flood and typhoon prevention and rescue and disaster relief work based on the prevention of strong wind, heavy rain and major disasters, so as to ensure the safety of people’s lives and property.

He stressed that all units should take flood and typhoon prevention as the most urgent work at present, effectively strengthening organization and leadership, and establishing a full-scale responsibility system. The principal person in charge should step out to command and dispatch related work. Meanwhile cadres at all levels should be brave to take responsibility, go deep into the front line, strengthen supervision and guidance to subordinate units, enterprises and institutions, and assign tasks to the basic level and the work field, and to each post and personnel respectively, so as to ensure that the responsibility, organization, deployment, inspection and implementation are in place.

According to Liu’s request, maritime sectors and emergency rescue departments as well as management departments of highways, water ports, road transport, engineering construction should refine the implementation of various defense measures, the key areas and weak links of typhoon prevention should be clearly identified. And in order to ensure the absolute safety of personnel, the transportation lines and projects in the areas affected by the typhoon shall be decisively stopped or properly avoided. It is necessary to give priority to danger prevention and avoidance, strengthen communication and consultation with meteorological departments, and intensively release early warning information in a variety of ways timely, so as to strive to achieve full coverage of information, danger avoidance for vehicles and ships, reinforcement of important facilities, availability of rescue forces, and full-time communication of emergency command. Besides, emergency duty and information reporting shall be effectively strengthened.

Li Tianbi, safety director of MOT, attended the meeting, at which relevant superintendents  from the transportation departments of Liaoning Province and Jilin Province and Maritime Safety Administrations of Liaoning Province and Shandong Province reported on their defense situation. Responsible comrades of relevant departments and bureaus of MOT also joined in the meeting.
