On September 8, a mobilization and deployment meeting was held for the sixth round of inspection work of the Leading Party Members’ Group of the Ministry of Transport. Yang Chuantang, Secretary of the Party Group of the Ministry and Head of the Leading Group for Inspection Work of the Leading Party Members’ Group, attended the meeting and stressed that we should thoroughly study and uphold Xi Jinping’s important Thought on Socialism with Chinese Characteristics for a New Era and his statement about the inspection work, implement the spirit of the Fourth Plenary Session of the 19th CPC Central Commission and National Inspection Work Conference, improve political standing, strengthen political responsibility and take finding problems as the starting point and solving problems as the end point, continuously enhance the sense of responsibility, mission and urgency, and do a good job in inspection work with high quality, so as to provide a strong political guarantee for accelerating the construction of a powerful country in transportation and making people satisfied with transportation. Yang Chuantang pointed out that we should profoundly understand the important role of inspection work in promoting "the Two Upholds", enhancing the Party's political ability to govern and manage the Party, and promoting the modernization of the governance system and capacity, We should take learning and upholding Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a long-term political task. We should learn deeply and understand thoroughly his important statement on inspection work, and conscientiously enhance the consciousness of doing a good job for inspection work in terms of thinking, political orientation, and actions.
Yang Chuantang stressed that it is necessary to consciously follow the CPC Central Committee's inspection work, comprehensively implement the inspection work policy, accurately grasp the key points of political inspection and supervision, unswervingly deepen political inspection, and build a model institution.
First, we should pay close attention to the implement of the Party's theory, lines, principles and policies, as well as the major decisions and arrangements of the Party Central Committee and urge to achieve the "Two Upholds". We should focus on the implementation of General Secretary Xi Jinping's important instructions on transportation, working hard to identify and solve major problems in acting on the new development philosophy. Second, we should pay close attention to the functions and responsibilities of the inspected Party organizations, especially the core functions, by taking into account both domestic needs and the international context, and urge them to perform their duties. We’ll focus on the Party Central Committee's major decision-making arrangements such as regular epidemic prevention and control as well as economic and social development and understand the political responsibilities of the inspected Party organizations. At the same time, we must be ready to fight, build our ability and take the effective rectification of formalism and bureaucratism as the key content of inspection and supervision. Third, we should ensure fulfillment of the "two responsibilities" to implement full and strict governance over the Party and improve the mechanism of checks on and oversight over the exercise of power. We should focus on the performance of the primary responsibility of Party Organizations of units affiliated to the Ministry for comprehensively governing the Party with strict discipline, the implementation of the supervision responsibility by the discipline inspection institutions, the construction of a clean Party and governance and the clean administration of leading cadres, so as to promote full and rigorous governance over the Party. Fourth, we should pay close attention to the implementation of the Party's organizational line in the new era, and promote the solution of the problems such as the inadequate implementation of the responsibility system for Party building, and the weakness and laxity of grass-roots Party organizations. We should focus on understanding the building of leadership teams, cadre teams, the selection and employment of personnel, and the construction of grass-roots party organizations. Fifth, we should keep an eye on the implementation of rectification of problems discovered by supervision, such as inspections and audits, and the inspection of thematic education, and continue to promote and clarify the responsibility for rectification. We should focus on the implementation of principle responsibility for rectification and its supervision responsibility, as well as the effectiveness of the rectification and the establishment of a long-term mechanism, so as to promote the formation of a benign interactive situation in which the "two responsibilities" are implemented in one.
Yang Chuantang stressed that we should constantly improve the system and mechanism, firmly grasp the key of the principle responsibility of the Party Group (Party Committee), and constantly improve the pattern of joint inspection and supervision. We should do a good job in the second stage of the inspection, and play an important role in seeking both temporary and permanent solutions. We should strengthen the standardization and team building, lay a solid foundation to promote the high-quality development of the inspection work of the Party Group of the Ministry.
Li Xiaopeng stressed that we should seriously study, deeply understand, resolutely and firmly grasp the essence of the important speech by General Secretary Xi Jinping at the National Commendation Conference on the fight against the COVID-19 epidemic. We should be closely united around the Party Central Committee with Comrade Xi Jinping as its core and adhere to the guidiance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and his statement about inspection work. In order to do a solid job in this round of inspection work, we should adhere to problem orientation, seek truth from facts, be precise and scientific, carry out political supervision in accordance with rules and discipline. It is necessary to step up "the four consciousness”, strengthen "the four confidences", ensure "the two upholds", promote the great spirit of battling the COVID-19 epidemic, make consistent efforts without loosening regular anti-epidemic response measures, serve well in stabilizing the six fronts and guaranteeing the six priorities, and take the lead in accelerating the establishment of a "dual circulation" development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement. We should ensure the achievement of the country's mission of ending poverty and building a moderately prosperous society in all respects, and speed up the building of a powerful China in transport. We should make unremitting efforts to build China into a strong modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful.
Song Fulong, head of the Discipline Inspection Team sent by the Central Commission for Discipline Inspection and the National Supervisory Commission to the Ministry of Transport, member of the leading Party members’ group, deputy head of the Ministry's Leading Party members’ Group for inspection work, attended the meeting and announced the authorization and assignment of the leaders of the sixth round of Inspection Groups of the Ministry. Liu Xiaoming, member of the Leading Party Members’ Group of the Ministry, vice minister and member of the Ministry’s Leading Group for inspection work, attended the meeting. During the current round of inspection, the Leading Party Members’ Group of the Ministry sent three inspection teams to carry out routine inspection on seven Party Organizations, including Guangdong MSA, Zhanjiang MSA, Shantou MSA, Nanhai Rescue Bureau, Guangzhou Salvage Bureau, Shanghai Salvage Company and Donghai Navigation Safety Administration.
