On October 9, the Ministry of Transport held a meeting to promote the construction of model institutions, to summarize the pilot work and exchange experience and practices. Liu Xiaoming, vice minister and secretary of the Party Committee of the department directly under the Ministry of Transport, attended the meeting and stressed that: we must adhere to General Secretary Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, and normalize the inspection in the construction of model institutions, solve problems when found. We will make solid progress in building model institutions by matching standards and tablest to improve the Party building and accelerate the construction of a country with strong transportation. Wei Zengbo, vice minister of Publicity Department of the Central Working Committee, attended the meeting to give guidance.
Liu Xiaoming pointed out that in the previous stage, units directly under the Ministry of Transport always regarded the construction of model institutions as a major political task, an important carrier to promote central work and strengthen party building as well. In the meantime, they actively carried out the creation work, which further improved the political stance, strengthened the organization and explored effective carriers. New progress has been made in the construction of model institutions. However, there are still problems such as imbalanced development and unsound processes.
Liu Xiaoming stressed the following: firstly, we must understand the internal logical relationship between the benchmark of following of the Party Central Committee and meeting the people’s requirement and acting politically, disciplinarily, responsibly and efficiently; secondly, we must promote the construction of model institutions under the guidance of scientific theory and always maintain the integrity of political institutions; thirdly, we should resolutely maintain the core position of General Secretary Xi Jinping in Party Central Committee and the entire Party and maintain the authority and centralized leadership of the Party Central Committee; fourthly, the rules must be firmly established and enforced thoroughly. Only in this way can we be responsible to the Party and the people, improve work effectiveness and work efficiency.
Liu Xiaoming also put forward five guiding principles. The first one is to set the target standards, and enhance the sense of direction and effectiveness of work. The second is to promote construction and reform creatively and focus on the problems. In the process of building model institutions, we should achieve these progresses: solving problems, tempering our team, changing working styles and promoting development. The third one is to promote the integration of party building and business deeply and strive for building a strong Party and cultivating abilities. The fourth one is to be open-up. We should place people’s opinions at the top of our agenda to crack down on formalist or bureaucracy. The fifth one is to focus on cultivating model workers, model Party members, model cadres, model offices, model branches and other key models. In the meantime, we should make them be the leading role to build a new work brand.
Relevant comrades in charge of the Party of 6 pilot units, including the Ministry of Highway Bureau, Water Transport Bureau, Comprehensive Emergency Command Center, Highway Institute, Communication Information Center and Vocational Qualification Center, exchanged opinions. The responsible comrades of the Party committees of the State Railway Administration, the Civil Aviation Administration of China and the State Post Bureau (directly affiliated), the responsible comrades of the departments, bureaus and ministries of the Party in Beijing and the comrades responsible for the model institutions building attended the meeting.
