Enhance the macro guidance and regulation. We will formulate and implement the development policies and plans of marine economy, and strengthen policy support and fund coordination, push forward the establishment of the marine economic demonstration zone and strengthen the supportive system of development and utilization of sea areas and inlands. At the same time, we need to advance the sustainable development and innovative growth of the marine economy, and extend the international cooperation of the Blue Economy and push ahead with the Belt and Road Initiative.
Attract diversified capital to support the development of marine economy. We will strengthen the policy guidance and project implementation, launch the financial policy to boost the development of marine economy with related departments and also launch the financial policy of “the 13th Five-Year ” Plan and agricultural policy-based finance to promote the development of marine economy, extend the strategic cooperation with the Commercial Bank, lead the ocean industry blending in the multi-level capital market, hold the roadshow activity for small and medium-sized enterprises to invest and finance in diverse industries and fields, build up public service platform for investment and finance of marine industry and promote its on-line operation.
Improve the monitoring and evaluation system. We will enhance the monitoring and evaluation system of the marine economy operation and team building, improve the network of marine economy information network, meanwhile, build up the sharing mechanism of marine economic data between departments and advance the related regulations and standards to ensure the operation of the monitoring and evaluation system of marine economy.
Advance the ability of monitoring and evaluation. Continuously improving the business directories of provinces and cities to promote the key enterprises to report their data directly and expand quarterly and monthly evaluations and municipal accounting, at the same time, strengthen the ability of analysis and evaluation of marine economy development of diverse areas and industries and research on the marine information product, make full use of guiding function of social expectation and participation and service determination.
Push forward the establishment and promotion of think tank. Build up the national marine economic think tank system covering all fields of marine economy and a set of scientific and standard management systems and operation systems of think tank, promote the capability of management of marine economy and technical personnel, at the same time, boost the talents exchange of marine economy between units and coastal regions. Enhance the promotion and make full use of varied media to publicize the marine economy.
The “Main Work” put forward that we need to complete the compilation and distribution of the essential task assignment of the development of the national marine economy of “the 13th Five-Year Plan” and carry out the national marine economy to develop the “the 13th Five-Year” Plan and provincial program, and step up the tracking monitoring and evaluation to formulate the annual assessment report.
