On January 15, 2024, He Jianzhong, Chairman of the China Institute of Navigation, and Zhang Baochen, Executive Vice Chairman, attended the expert consultation and evaluation meeting on promoting the integration of maritime supervision and service guarantee in the Yangtze River Delta organized by the Zhejiang Maritime Safety Administration in Hangzhou, Zhejiang Province.
To thoroughly implement the gist of General Secretary Xi Jinping's important speech at the Symposium on Deepening Integrated Development of Yangtze River Delta, and implement the work deployment of the Ministry of Transport of PRC and the Maritime Safety Administration, Zhejiang Maritime Safety Administration has actively strengthened communication and cooperation with Shanghai, Jiangsu and other maritime safety administrations, fully promoted the integration of maritime regulation and service guarantee in the Yangtze River Delta, and made efforts to serve the high-quality development of regional shipping economy, help build a strong transport country in the maritime system, and serve the national strategy for integrated development of the Yangtze River Delta.
He Jianzhong made three suggestions at the expert consultation and evaluation meeting. First, we should understand the overall requirements, thoroughly act in accordance with the gist of General Secretary Xi 's important instructions, and follow the top-level design and work deployment related to the integrated development of the Yangtze River Delta by the Central Committee of the Party and the State Council, and focus on the hard, soft, and people-to-people connectivity in the maritime integration of the Yangtze River Delta as stipulated by the relevant plans and implementation opinions of the state. Second, we should find out breakthroughs and roles, refine and deepen the innovation of maritime regulation mode, accelerate the digital maritime transformation, make border ports and harbors more convenient, and strengthen collaborative border control. Third, we should orderly promote implementation, and thoroughly sort out issues that hinder integration and high-quality development, in accordance with the principle of establishing the new before discarding the old, breaking and establishing simultaneously, and advance pilot programs;. Fourth, we should ensure the fundamental support of high-quality development, follow the new trend of green and low-carbon intelligent shipping development, cultivate innovative navigation professionals, and establish a sound and reliable institutional mechanism.
