Recently, the second meeting of the 10th Committee of the Navigation Mark Professional Committee of CIN (hereinafter referred to as the Committee) was successfully held in Tianjin. The meeting was presided by Deng Zhusen, Chairman of Navigational Mark Committee and Secretary of Northern Navigation Service Center. Yang Zhe, Director of Northern Navigation Service Center, attended the meeting and delivered a welcome speech. Hu Wei, Deputy Director of Maritime Safety Administration of the Ministry, and Liu Shun, Deputy Secretary-General of CIN attended the meeting to give guidance and deliver speeches. A total of 36 members and representatives from relevant units attended the meeting. The meeting reported the work of the Committee since its establishment, conveyed the policies of and spirit of CIN, commended outstanding contributors and outstanding academic papers. It successfully achieved the expected results.

First, it further boosted the spirit of commitment. The meeting systematically summarized the outstanding achievements made by the Committee in the past two years, and thought that the Committee had achieved comprehensive improvement in the construction of academic exchange platform, scientific and technological innovation and scientific popularization, especially in 2021 and 2022, which were evaluated as excellent in the assessment of branches of CIN for two consecutive years, and were widely praised by CIN and relevant units. By commending advanced models and excellent papers, people are inspired. Confidence and determination of navigation support scientists and technicians to strive for first-class are strengthened.

Second, it furthers innovation and development. By studying the policies of CIN and the spirit of the Sixth Council of the Ninth Session, it provides basic compliance for the future work of the Committee. Deputy Director Hu Wei and Deputy Secretary-General Liu Shun respectively put forward the guiding opinions and specific requirements of creating "three new patterns" and strengthening "four services", such as serving scientific and technical workers, to improve innovation-driven development, to advance the scientific quality of people, and the scientific decision-making of the party and the government, which pointed out the direction for the Committee to create a new situation in its work.

Third, the concentric circles of cohesion are further drawn. The meeting deeply discussed the measures to strengthen the functions of the Committee, and conducted exchanges and discussions on outstanding academic papers. Members and representatives expressed their opinions and brainstormed ideas, and put forward many useful opinions and suggestions on the development of members of the Committee, academic exchanges and cooperation, the role of bridges and ties under the new situation, as well as serving intelligent shipping, emerging maritime activities and telling good stories about aviation insurance, etc., reaching a general consensus on promoting the high-level development of the Committee, and bringing together a strong synergy for the Committee to build industry-specific brands and help the high-quality development of navigation insurance.

"As the supporting unit of the Aids to Navigation Committee of the China Institute of Navigation, since the establishment of this committee, the Northern Navigation Service Center has closely focused on guiding principles of the 10th CAST National Congress and the goals of building a first-class institute with Chinese characteristics set by the China Institute of Navigation. It has actively collaborated with a wide range of industry units to promote the significant development of the committee, receiving unanimous recognition from the Maritime Safety Administration and the China Institute of Navigation. In the next step, the committee seize the opportunity provided by this meeting to continuously strengthen its service functions, actively build a unique academic organization brand with industry characteristics, and strive to provide strong support for the goals of building a first-class institute with Chinese characteristics and the high-quality development of maritime safety.
