Ages and seasons are changing. As the year 2024 is approaching, China Institute of Navigation would like to express its heartfelt thanks and sincere New Year wishes to the members of the China Institute of Navigation around the country, many maritime scientists and technologists, crew members and all the shipping workers on the front line, as well as leaders at all levels and people from all walks of life, who have always cared for and supported the development of the CIN!
All good principles should adapt to changing times to remain relevant. The year 2023 is the opening year of comprehensively implementing the spirit of the 20th CPC National Congress, the recovery and development year of the economy after the transition of the three-year Covid-19 epidemic prevention and control, and the year of tackling tough problems for the Chinese Institute of Navigation to create a first-class Institute with Chinese characteristics. Over the past year, under the correct leadership of the Chinese Association for Science and Technology, under the guidance and strong support of the Ministry of Transport, CIN, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, has focused on the target, upheld fundamental principles and break new ground, deepened the reform and integrated the opening up, and deeply carried out the party building to promote the construction of the Institute and made the foundation of party more solid. CIN has continued to deepen the integration of science and technology and the economy to help the innovation and drive development, made the brand name cards of groups brighter, and comprehensively implemented the strategy of strengthening the country with talents in the new era, so that the talents of practical groups has been gathered for better cooperation. CIN has also accelerated the enhancement of science and technology popularization capacity to promote the improvement of the quality of all the people, then the results of the groups for the people will be more refined.
Bad times make a good man, and flowers in spring come to fruition in autumn. Over the past year, we have deeply carried out the thematic education, thoroughly implemented the spirit of the General Secretary Xi Jinping 's important instructions, strictly guarded the ideological front, and continuously created a positive political environment. Efforts have been made to demonstrate our responsibility in strengthening political convictions and uniting widespread powers. We have also continuously enhanced the series activities of China Maritime Week, upgraded the Nautical Academic Annual Conference of China Institute of Navigation (CIN), organized branches to hold open academic events in high standard, and created a brand for maritime academic exchange in partnership with local governments and institutes of navigation. Positive implications have been brought to serve the central concerns and empower the transformation and development of the shipping industry through scholarship. We have consistently identified and published significant scientific issues and major engineering challenges in the maritime field, held the Navigational China Summit, and centered around the maritime science and technology innovation platform, extensively integrated innovation resources, and actively took advantage of the Guangdong-Hong Kong-Macao Greater Bay Area, the Hainan Free Trade Port, and major water conservancy projects. Thus, a prominent role has been played in serving the national and regional high-quality development strategies. We successfully organized the first World Conference on Maritime Science and Technology and the 11th China International Rescue & Salvage Conference. Further consensus on values have been fostered in openness, trust and cooperation. Professor Li Ying was recommended and honored in the third New Century Excellent Talents. We have introduced the first group of members of CIN, appointed ambassadors for maritime science popularization, and continued to receive support from the Young Elite Scientists Sponsorship Program by CAST. A dual-level model for youth talent cultivation has been established in collaboration with CAST and an attractive talent ecosystem has been built, drawing interest from both near and afar.
Continuing efforts will enable great expectations for the future. 2024 marks the 75th anniversary of the founding of the People's Republic of China and a crucial year for fully implementing the spirit of the 20th National Congress of the CPC and carrying out the 14th Five-Year Plan. We must accurately grasp the overall requirements of deepening reform, always center around serving national strategic needs, unite and lead maritime workers in science and technology to enhance their political awareness and the national perspective, strengthening cohesion and forging the Party's soul with the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must adhere to the Four Aspects, focus on strengthening innovation drivers in science and technology, promote high-quality development of green and low-carbon intelligent shipping, enhance research breakthroughs, promote achievement transformation, and fast-track toward independent innovation and strengthening of science and technology. We also need to anchor the overall goal of building first-class academic institute with Chinese characteristics, continuously improve membership service systems, make efforts to enhance academic exchange, actively create high-end think tanks for maritime affairs, expand science popularization work in depth, strengthen world-class journal construction, deepen international cooperation, and promote the scientific spirit and new era spirit of maritime affairs, continuously enhancing strategic support, academic leadership, international influence, organizational cohesion and social credibility.
Advancing with triumphant songs, we do feel no great distance between mountains and seas; climbing with unstoppable momentum, we do not limit ourselves to wherever we can reach, even the moon or the sun. A new journey has already started, let us entrust our struggle to the future, entrust the multitude of boats to the rivers, take on the mission of overcoming difficulties, stand proudly with the courage at the forefront, and forge ahead with the spirit of daring to be the first, making new and greater contributions to the construction of a strong nation in science and technology, transportation, the ocean, and shipping!
