From November 30 to December 2, 2023, the Inland Navigation Conference 2023 and Symposium of Inland Ship Navigation Committee (ISNC) was held in Zhenjiang, Jiangsu Province. 66 committee members or representatives of member units from 10 provincial-level administrative units, including Beijing, Shanghai, Chongqing, Liaoning, Anhui, Jiangsu, Zhejiang, Guangdong, Guangxi and Hubei Province, attended the conference. Yan Xiaobo, Secretary General of China Institute of Navigation(CIN), Xu Xinzhong, Level I Bureau Rank Official of China Jiangsu Maritime Safety Administration (MSA), Zeng Fanwen, Level II Bureau Rank Official of China Changjiang Maritime Safety Administration (MSA), Wang Ribin, Deputy Director-General of Guangxi Maritime Safety Administration (MSA), Zhang Junping, Deputy Director-General of Changjiang Waterway Bureau, Yan Songyin, Vice President of Beibu Gulf University, Hu Ya'an, Academician of Nanjing Hydraulic Research Institute, Liu Zhengjiang, Former Vice-President of Dalian Maritime University, and Xia Jiangjing, Deputy Secretary of the CPC Wuhan University of Technology Committee, attended the opening ceremony.
On the morning of December 1, Professor Guo Guoping, the executive deputy director of the Committee, presided over the opening ceremony. The conference released the historical materials compilation of Inland Ship Navigation Committee of CIN - Forging Ahead Together After Forty Extraordinary Year, and some former directors and secretaries of the Committee sent congratulatory videos, expressing their hopes and requirements for the Committee to play a better role under new circumstances and conveyed good wishes for the successful convening of the conference!
Yan Xiaobo, Secretary-General of the China Institute of Navigation, delivered a speech and expressed warm congratulations on behalf of the China Institute of Navigation for the convening of the conference. He fully affirmed the achievements of the Committee, and made three suggestions regarding the work of the committee: First, the committee should deepen the theoretical and political guidance, maintain and strengthen the Party’s overall leadership over the work of the committee: Second, the committee should conscientiously carry out the resolution and the annual work plan of the CIN Council; Third, the committee should to conscientiously strengthen its self-improvement and standardize operations. Xu Xinzhong, Level I Bureau Rank Official of China Jiangsu MSA, made a welcoming speech, extended his warm congratulations on the convening of the conference in Zhenjiang and a hearty welcome to the attending committee members and representatives. He gave full recognition to the committee’s work in recent years and expressed hope for further deepening cooperation and exchanges in scientific research and other aspects in the future. On behalf of the host unit, Xia Jiangjing, Deputy Secretary of the Party Committee of Wuhan University of Technology, welcomed all the leaders, committee members and experts attending the conference. He thanked the representatives who have been caring for and supporting the committee’s work over the years and promised to care as always about the work of the committee, and provide due guarantees.
Professor Liu Jingxian, Director of the Inland Ship Navigation Committee, made a Report on the Work of the Inland Ship Navigation Committee of CIN 2021-2023. Hu Ya'an, Academician of Nanjing Hydraulic Research Institute, Professor Liu Zhengjiang of Dalian Maritime University, Gu Ligang, Director of Zhangjiagang Maritime Safety Administration, Ma Xiaocong, Director of Nanjing Pilot Station at Changjiang Pilotage Center, and Professor Liu Kezhong, Dean of the School of Shipping of Wuhan University of Technology, made keynote speeches respectively on inland high-grade waterways, water traffic safety, maritime regulatory service guarantee, modernization of Changjiang shipping, and navigational school-enterprise cooperation in educating students.
During the conference, nearly 180 papers collected in the thesis collection over the past three years were selected and exchanged. Meanwhile, the Third Session of the 10th Standing Committee of Inland Ship Navigation Committee of CIN was held.
On December 2, the attending committee members took the marine patrol boat 0603 for a research trip along the route, visiting the Liuwei River Estuary Rapid Response Center and the Liupu Water Green Comprehensive Service Area.
Inland Ship Navigation Committee is a branch of the China Institute of Navigation responsible for the activities in the field of inland shipping. The Committee was established in 1982 and affiliated with Wuhan University of Technology. Due to the impact of the pandemic, the Conference 2021 and 2022 could not be held as scheduled. The conference 2023 received strong support from Jiangsu Maritime Safety Administration and Changjiang Pilotage Center.
