The 9th Session of CIN Holds its Sixth Council Meeting

The Sixth Council of CIN's 9th Session was held in Cangzhou, Hebei Province on July 10. The session finalized the candidates for the first batch of members of CIN, elected vice chairpersons and Party Committee members, and discussed various administrative changes like the change of the deputy secretary-general, chairpersons of branches and directors. Zhang Baochen, executive vice chairman of CIN, made a work report, and He Jianzhong, chairman of CIN, gave a concluding speech.

      Zhang Baochen stated in the work report that in the first half of 2023, the Institute urged efforts to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthened theoretical and political guidance, gave full play to the role as bridges connecting the institute and the people, and deepened the reform of the Institute. Significant progress is considered as a result of policy effects and they are as follows:

  • Solidly carried out the theoretical study program, promoted the political theory learning on a regular basis and implemented party building tasks. All these has laid a solid foundation for our organization governance;
  • Continued to display our unique features during China Maritime Week 2023, organized annual conference on navigation science and technology of CIN and created a diversified platform for academic exchanges, held special rectification activities. We have made great achievements in the progress of navigation science and technology;
  • Built a forward-looking research and judgment system for science and technology, promoted the construction of group standards, carried out consulting services and scientific and technological evaluation, etc. We have made new progress in serving the transformation and upgrading of the shipping industry;
  • Built the brand of maritime sci-tech journals, strictly managed editing and ideology, strengthened the combination of journals improved our institute’s fame by the high quality of the journal. We keeps making progress in the construction of first-class journals;
  • Innovated the methods of popularizing science expression and maritime culture communication, built a multidimensional work pattern through coordinated action. The national science education has been steadily improved;
  • Implemented the training program for 15 participants of the first batch of Youth Talent Support Program, started the candidates recommendation for “Academician of Chinese Academy of Sciences and Chinese Academy of Engineering”, which involved 6 nautical science and technology experts. We have made new progress in serving the construction of sci-tech talents team.
  • Prepared World Conference on Maritime Science and Technology (WCMST) 2023, promoted International Association of Institutes of Navigation Academic Conference 2023 and World conference 2024 and held the 11th China International Rescue&Salvage Conference. We have deepened international exchanges and cooperation;

Issued and implemented the Administrative Measures for Ambassadors of Popular Science by CIN, completed the assessment of branches in 2022, and issued and implemented seven measures to do practical work for members in 2023. We are committed to promoting pragmatic and effective construction of first-class institute with Chinese characteristics.

 In the second half of 2023, the Institute will focus on the overall goal of “building a first-class institute with Chinese characteristics” and strive to break new ground for the Institute’s work.

He Jianzhong stressed: Firstly, it’s of great importance to use Party building initiatives to propel the Institute building and enhance the sense of mission, responsibility and urgency of boosting China’s strength in shipping. When it comes to achieve above objectives, the Institute should handle several key points. First, the Institute should constantly improve political comprehension, judgment and execution by studying ideology, and lead the majority of nautical science and technology workers to focus on the party; Second, the Institute should better perform its functions and responsibilities as a functional party committee, and make great efforts on the “Five Supervisions”, namely, to make good development planning of the overall situation, to make good use of the people with both talent and moral integrity, to make good guidance for academic research, to make good interests for institutional reform and to make good supervision on the integrity of the leading cadres; Third, the Institute should face up to the mission in the process of promoting the self-reliance and self-improvement in high-level nautical science and technology, and further improve the maritime science and technology talent nurturing and recommendation mechanism, evaluation system and management methods, and clean all obstacles and set up a platform for maritime technicians who are willing to act and ready to deliver good results.

       Secondly, the Institute will continue to insist on promoting the brand to become first-class, and constantly improve the academic leadership and strategic support of “nautical science and innovation”. Therefore, first, we should gradually build the “China Maritime Week” into a brand with value and influence, so that it can better reflect the brand requirements of “prominent navigation theme, appropriate combination of government, industry, academia and utilization, moderate scale and adequate form and content”; Second, we should strengthen the construction of China Navigation Think Tank, It should be based on the goal of “the enterprise is the questions designer” and rely on consulting experts and academicians to support the team, relieve the stranglehold which has been tightened on them, and give full play to the role of boosting China’s strength in transportation, marine and shipping; Third, we should accelerate the construction of first-class journals, promote the integrated development of nautical science and technology journals, and explore the international development mode of journals; Four, we should stick to the value orientation of the Nautical Science and Technology Progress Award, and make it become a “baton” for nautical science and technology innovation, a “wind vane” for nautical science and technology innovation talents, and a “booster” for realizing the self-reliance and self-improvement in high-level nautical science and technology.

      Thirdly, we should capitalize on foundation and boost the vitality, and strive to strengthen the cohesion and service effectiveness of the Institute. First, it’s essential to strengthen the Institute’s grass-roots organizations, give full play to the supporting role of the branches, select  the appropriate directors of each committee, and establish the contact system for the party committee; Second, we should improve the member-centered service and protection measures, and explore to establish a well-knit member mechanism between council members and relevant individuals; Third, we will solidly promote the construction of the “smart” Institute, accelerate the development of digital transformation, and continuously improve the service efficiency; Four, we will spare no efforts to improve the management efficiency and service level of the Secretariat, in order to lay a solid foundation for achieving the goal of building a first-class institute.

     It is reported that the session elected Deng Renjie, Sun Feng, Liu Shubin and Li Shixin as the vice chairman of CIN; added Sun Feng, Liu Shubin and Li Shixin as the party committee member of the 9th session of CIN; elected Liu Ying as the deputy secretary-general of the CIN; and considered and approved the first batch of 44 CIN members.

     The session also reported the change of the chairman since the Fifth Council of the 9th Session of CIN, and approved the application proposed by eight member units for adjusting their candidates as the councilor and standing director of the Institute.
