The China Institute of Navigation Held a Review Meeting for the 2022 Maritime Science and Technology Award

     

From December 3 to 4, the China Institute of Navigation(CIN) organized the review meeting of the 2022 Maritime Science and Technology Progress Award and Technological Invention Award (hereinafter referred to as the “Maritime Science and Technology Award”). The meeting lasted for two days. All the members of the evaluation committee attended the preliminary and final evaluation, and some invited experts participated in the preliminary evaluation.

A total of 130 projects have been submitted for the Maritime Science and Technology Award in 2022. After the formal review, 119 projects entered the formal review process. On the 3rd of December, the evaluation committee were divided into four professional groups to carry out the preliminary evaluation, listened to part of the project defense, and formed the preliminary evaluation opinions. On the 4th of December, all the members of the evaluation committee collectively listened to the defense of the candidates for the first prize and the special prize and the explanation of the preliminary evaluation results of the professional evaluation group, and voted to produce the final evaluation results on the basis of serious and strict evaluation. In line with the Science and Technology Award Measures of the CIN, the final evaluation results will be officially publicized in the near future.

The review of this year’s Maritime Science and Technology Award overcame such difficulties of tight schedule, heavy workload and epidemic. The collection and sorting of application materials, formal review, and expert preliminary review were conducted online and offline. The secretariat took the initiative to contact with the declaration units in time to ensure the evaluation procedures in place and the evaluation effect. The introduction of the commitment mechanism of evaluation experts further standardized the evaluation discipline, avoidance principle, information confidentiality as well as other procedures.

The development and application of the expert voting system improved the evaluation efficiency. The evaluation committee also discussed how to further optimize the evaluation work, and put forward suggestions around online declaration, procedure optimization, expert selection, etc.
