On November 3, the first meeting of the CIN Standardization Committee (hereinafter referred to as the "Standardization Committee") was held both online and offline. The meeting was chaired by deputy secretary general Liu Shun and Zhang Baochen, executive vice chairman of the CIN, attended the meeting and delivered a speech. More than 30 members of the Standardization Committee attended the meeting online and offline at the same time.
The working rules and the list of Standardization Committee members are presented on the meeting. Liu Shun, deputy director of the Standardization Committee, reported on the group standard work that the Institute carried out in the past two years, including the domestic development, the Institute progress and the recent planning of Institute. The meeting also examined and adopted the proposed list of the second group standard in 2022.
As the leader of the Institute and the director of the Standardization Committee, Zhang Baochen, the executive vice president, gave recognition to the early group standard work of the CIN and put forward requirements for future work. He pointed out that the Standardization Committee should focus on the actual and industrial needs and strengthen the work of the following aspects: first, we should improve the positioning of the group standard work, fully reflect the responsibility of social groups, give play to the features of group standards such as its flexibility, advantages, effectiveness in order to serve the national major strategies and further promote scientific and technological progress and equipment upgrade in the navigation field. Second, we should accelerate the improvement the framework of the group standard system and carry out "research on group standards in the navigation field". By doing so, we can clarify the two workflow lines of group standard work establishment and review, innovate the work form of the standard committee, give full play to the work attributes and expert attributes of the standard committee. Third, we should set higher group standards for the future and comprehensively improve the number, quality, applicability and influence of the group standards and at the same time, we should properly handle the relationship between the group standards and international standards, national standards, and industrial standards, so as to better serve the application of new technologies and self-reliance of science and technology. Fourth, it is necessary to strengthen the work of publicity, training and promotion of group standards, focus on the knowledge updating of the committee members and the communication and implementation of the organization units to promote the application of group standards on a wider range and platform, and conduct regular standard review and revision work.
Shi Shiwu, executive deputy director of the Standardization Committee and former vice president of the China Waterborne Transport Research Institute, Chen Zongwei, deputy director of the Standardization Committee and director of the Standards and Metrology Research Center of the China Academy of Transportation Science, attended the meeting, and made speeches on topics such as the top-level design and system establishment of the Standardization Committee in the future, and the suggestions of the Ministry of Transport on the standardized development of group standards.
