Decision-making and consultancy is an important responsibility of the CAST; CIN is the main body in decision-making and consultancy of the CAST; and strategic experts are the key to decision-making and consultancy. CAST organized and implemented the construction of decision-making and consultancy expert team, in order to strengthen the construction of strategic talent team for decision-making and consultancy, enhance the ability to gather wisdom and resources for politics and serve the Party and government in scientific decision-making with high quality.
Recently, the CAST announced the approval results. Our institute was officially listed as a pilot unit for the Construction of the Decision-making and Consultancy Expert Team of the CAST in 2022. Moreover, CIN was also approved as "Decision-making and Consultancy Expert Team for Navigation Intelligent of CIN", "Decision-making and Consultancy Expert Team for Navigation Safety Emergency of CIN", and "Decision-making and Consultancy Expert Team for Green and Low-carbon Shipping of CIN".
The Decision-making and Consultancy Expert Team for Navigation Intelligent of CIN is led by Zhang Baochen, executive vice president of CIN and chief expert of Water Transport Scientific Research Institute, Ministry of Transport, and Sun Yuqing, vice president of CIN and president of DMU. It aims to promote the research of key technology library of core elements of intelligent shipping, key technology development and industrialization capability assessment, intelligent navigation governance, traffic safety risk prevention and control of intelligent navigation, and traffic safety risk identification and assessment of intelligent navigation, which will make leading contributions to the industry development in this field.
The Decision-making and Consultancy Expert Team for Navigation Safety Emergency of CIN is led by Xu Zuyuan, former vice minister of the Ministry of Transport, and Liu Gongchen, former safety director of the Ministry of Transport. It will mainly comb laws, regulations, standards and norms, and policy system related to the Ro-Ro transportation to analyze and study the safety management of the Ro-Ro transportation at current stage. Base on the safety risk characteristics and safety management elements of the Ro-Ro transportation, the team will systematically study the composition of safety management system of the Ro-Ro transportation, study and build up a whole chain and full link of the safety management system of the Ro-Ro transportation with source management, collaborative management, system management, and technology management as the content. By doing so, the team will serve as strong technical support and institutional guarantee for the relevant legislation and industry safety supervision.
The Decision-making and Consultancy Expert Team for Green and Low-carbon Shipping of CIN is led by Yan Xinping, academician of CAE and professor of Wuhan University of Technology, and Zhu Jianhua, vice president of China Waterborne Transport Research Institute. By analyzing the requirements of domestic and foreign situations, it will study China's low carbon development of water transportation and carbon emissions status and the challenges faced by the low-carbon development of water transportation. It will construct a carbon emission list of China's water transportation industry, predict the peak time and peak value of carbon emissions in the water transportation industry, and propose the policy suggestions for decision-making and consultancy on China's water transport development strategy under the goal of “carbon peaking and carbon neutrality”.
Next, in accordance with the unified deployment of the CAST, based on the organizational structure of the Nautical Think Tank in China, our institute will carefully perform the main responsibility of the construction and management of the decision-making and consultancy expert team. We will incorporate the pilot expert team construction into the annual work priorities of the institute, further improve the annual work plan of the expert team construction pilot, refine the tasks and initiatives, and give protection and support to the expert team for decision-making and consultancy. We strive to unite a number of strategic talents in decision-making and consultancy, create a number of influential brands of decision-making and consultancy, explore and shape a number of new experiences, new models and new mechanisms that can be replicated and carried out in decision-making and consultancy, and enhance the ability to gather wisdom and information for politics and high-quality services for scientific decision-making of the Party and government.
