China Nautical Think Tank Held Its Second Seminar

On 29 June, the second symposium of China Nautical Think Tank 2022 was held in Beijing online and offline, with the theme of "Accelerating the application demonstration of intelligent navigation technology achievements of China's ships". This conference was hosted by He Jianzhong, president of China Institute of Navigation. More than 130 experts and scholars, including Xu Zuyuan, former vice minister of Ministry of Transport(MOT), Liu Gongchen, former chief safety officer, Li Yi, deputy director of the Second Department of Equipment Manufacturing Industry of Ministry of Industry and Information Technology, Wang Yongsheng, inspector of Law Department of MOT, Yi Jiyong, deputy director general of Water Transit Authority, Lin Qiang, deputy director of the Department of Science and Technology, Li Guangyu, deputy director of the International Department, Cao Desheng, former director general of Maritime Safety Administration (MSA), Zhang Feng, division chief of the Department of Strategic Development of China Association for Science and Technology, Xu Qing, academician of Chinese Academy of Engineering, and other experts and scholars from government, industry, education, research institute and application department, conducted exchanges and discussions around the theme.

The conference, organized by China Institute of Navigation and supported by Maritime Safety Administration of MOT, Water Transport Scientific Research Institute of MOT and the China Classification Society, aiming  to further deepen the understanding of the necessity, feasibility and urgency of the application demonstration of intelligent navigation of our ships, propose ideas, approaches and measures to resolve the problems and difficulties in the development of smart navigation, as well as gather consensus, clarify thinking, make clear steps, and highlight focus through discussions to provide high-quality think-tank advice for government decision-making.

He Jianzhong pointed out that important consensus reached in the seminar were as follows: firstly, the acceleration of the application demonstration of intelligent navigation technology achievements on ships is important to serve national strategy, promote the transformation and upgrading of traditional shipping industry to realize ecological reengineering, and seizing the commanding height of international intelligent shipping development to realize the self-reliance and self-improvement of high-level navigation technology; secondly, the opportunity of digital economy and new technology development should be seized; thirdly, the conditions for the application demonstration of intelligent navigation in China are already available and should be vigorously promoted.

He Jianzhong stressed that the ship’s intelligent navigation faced four outstanding problems yet to be solved: first, regulations and standards are applicable ; second, supporting infrastructure needs to be strengthened; third, the market players’ enthusiasm needs to be further mobilized; fourth, top-level design planning needs to be improved.

He Jianzhong put forward six suggestions for the application demonstration of intelligent navigation technology in China’s ships: first, on the basis of the Guidance on the Development of Intelligent Shipping jointly issued by seven ministries and commissions including the MOT, further study and introduce China Intelligent Shipping 2035 Action Plan; second, deeply study and formulate the comprehensive regulations for ship’s intelligent navigation; third, accelerate the promotion of ship-shore coordinative navigation support and maritime supervision infrastructure; fourth, establish a research project for MASS rules and put forward countermeasures and suggestions; fifth, speed up the industrial application demonstration; sixth, further play the role of the Institute's nautical science and innovation platform to promote the development of China's intelligent shipping.

At the meeting, Zhang Baochen, chief expert of Water Transport Scientific Research Institute of MOT, Sun Feng, president of China Classification Society, Yuan Zongxiang, director of Shandong Maritime Safety Administration, and Chai Jinzhu, director of Northern Navigation Service Center of the Ministry of Transport, respectively made a speech on The Development Trend Of Ship’s Intelligent Navigation Technology and The Basic Idea Of Accelerating The Application Demonstration, Intelligent Navigation Ship’s Inspection And Licensing, Adapt To The Development Of Intelligent Navigation Technology and Improve The Level Of Maritime Management And Service, and Thinking About The Navigation Support Of Intelligent Navigation Of Ships.

During the meeting, experts and scholars discussed in depth the key issues and construction paths of the application demonstration of our ship’s intelligent navigation technology, and considered that innovative mechanism, strong support, long-term planning and appropriate methods should be used to provide strong theoretical and practical support for promoting the application demonstration of ships’ intelligent navigation technology.
