How time flies! As the year 2022 is approaching, on behalf of the Party Committee and the Board of Directors of the China Institute of Navigation, I would like to extend my high respect and sincere New Year wishes to the members of the China Institute of Navigation, the marine science and technology workers, and the friends from all walks of life who care about and support the development of the China Institute of Navigation.
The year 2021 is the milestone in the history of the Party and the country. This year marks the centenary of the Communist Party of China (CPC). “Two Centenary Goals” meet, the “14th Five-Year Plan” is steadily implemented, and China has embarked on a new journey to fully build a modern socialist country. In the year 2021, under the correct leadership of the Chinese Association for Science and Technology and the guidance and strong support of the Ministry of Transport, CIN focused on the main business, and gave full play to the role of the Institute's science and technology platform, to start the family through activities, strengthen the family through organizations, warm the family through service, and enhance the family through the spirit. Organizations at all levels of the Institute and the majority of nautical science and technology workers stayed united with innovation and vitality. They have actively built a career around the center, adhering to the “four services” responsibility around the core duty, actively joining into building an innovative country and a strong country of science and technology, a marine power, a transportation power and a shipping power, and helping the construction of a first-class institute with Chinese characteristics.
In the past year, the Institute has been promoting the construction of the Society by party building, highlighting ideological and political leadership, carrying out in-depth study and education activities on the history of the Party, promoting the socialist thought of Xi Jinping with Chinese characteristics in the new era into the brain and heart, perceiving the great power of thought in practice, sublimating political awareness in perception, turning the theoretical armament into endogenous power, continuing the great spirit of building the Party, and inspiring the majestic power to advance into the new era. Also, we have effectively promoted the “trinity” driving force of think tanks, academics and science popularization and the construction of world-class science and technology journals, as well as the quality development of effective services. Last year, we won the Science and Technology Rewards for the first time, interpreting the spirit of Chinese scientists in the new era; we proposed nautical spirit in the new era, inheriting the blue gene of nautical culture. The Institute kept organizing, researching and raising major scientific issues and engineering technical problems in the field of navigation, and to gather wisdom across disciplines to solve the “containment” risk. The Institute has been making efforts to the construction of nautical science and innovation platform and to integrate the innovative development of industry chains and supply chains. In addition, the Institute won the support of “Youth Talent Promotion Project”, which is very conducive to the growth of talent; vigorously expanded international exchanges and cooperation to gather the consensus of openness and trust; deepened the reform and improve the governance system of the Institute. Also, we accomplished the establishment of “Home of Marine Scientists and Technicians”, the membership working committee, and the nautical science popularization working committee to expand the coverage of the Institute’s organizations towards specialized fields.
Remain true to our original aspiration and keep our mission firmly in mind! The year 2022 is the year of the 20th National Congress of the Communist Party of China and it is also the key year for CIN to comprehensively promote the construction of the first-class institute with Chinese characteristics. We should study and implement the spirit of the 19th National Congress of the CPC and the 19th Plenary Session under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, enhancing the "four consciousness", "four self-confidence", and the "two Upholding". In order to achieve the goal of creating a first-class institute with Chinese characteristics, we should fulfill our main responsibility of bridging the gap, focus on the main task of “four services as one”, closely follow the theme of “four orientations”, and keep working on the organizational change. Specifically, we should strengthen the Institute through the construction of the Party focusing on politics; we should lead and unite the staff with progress in academics; we should enhance the effectiveness of services by optimizing the layout; we should help to progress with the integration of industry, education and research; we should enhance international mutual trust with open cooperation; and we should improve the governance system by deepening reform. At the same time, we will unite and lead the majority of nautical science and technology workers to achieve a high level of self-reliance and self-improvement of nautical science and technology and complete the construction of a strong country of science and technology, a marine power, a transportation power and a shipping power. We will make greater contributions for it so that we can welcome the 20th National Congress of the CPC with excellent results.
