Speech at Management Conference for Branches of CIN, 2021

Distinguished leaders, directors, secretaries general, Dear friends,

Good morning!

The president attaches great importance to today's meeting so he does not only attend the meeting himself, but also will make an important speech later. Now, I would like to share with you my views on the work progress of the sub-committee since the beginning of this year and the requirements for its future work. Regarding the work deployment, you can take the president's speech as basic compliance. And now I'm going to talk about our achievements, problems, and future work. 

 

Ⅰ. Achievements and Problems

In the first half of this year, all branches carried out a series of effective work in organizational construction, business activities, member development and other aspects, with both exploration and innovation, and reached great achievements. And there are much practices and experiences that are worthy of sharing and learning from each other.

The first one is that the branches effectively improved the organizational construction following the regulations and rules of CIN, thus strengthening the standardization of our organization. One of the important aspects is the re-election. Water Transport Planning and Technical Economy Committee, Maritime Salvage Committee, Marine Psychology Committee and Inland Maritime Committee and other four professional Committees completed the re-election in the first half of the year. On the base of that, Ship Pollution Prevention Committee, Committee of Experts on the Transport of Dangerous Goods, Committee on Inland Navigation and Navigational Charts Committee finished their preliminary construction.

Second, we organized a bunch of academic exchanges and targeted science and technology services around the hot spots in an innovative approach. Several committees like Marine electromechanical Committee, Communication and navigation Committee, and Marine Psychology Committee are responsible for hosting the theme forum of Navigation Conference this year, and Committee on Inland Navigation  for Inland Navigation Development Construction Forum of China Maritime Forum 2021.

In just half a year, the branches have held many seminars and forums. The Ocean Ship Navigation Committee held an arctic navigation exchange meeting and a seminar on seafarers and navigation security. The Shipping Management Committee held the symposium on international container liner market and 2021 high-end shipping development forum of Lingang. The Ship Pollution Prevention Committee held a seminar on vessel waste management. The Container Transport Committee held an Expert Forum on the development of yacht industry in Hainan.

In addition, Committee of Experts on the Transport of Dangerous Goods  organized a lecture on MARITIME TRAFFIC SAFETY LAW OF THE PEOPLE'S REPUBLIC OF CHINA; the Maritime History and Culture Research Committee jointly organized the academic seminars on "The Great Lecture of China Maritime Museum" and "Tracing: The Maritime Silk Road in the Perspective of Cultural Heritage" with its supporting unit, China Maritime Museum; Shipping and Technical Economy Committee held a seminar on the innovation and development of port and shipping industry under the new situation. Polar Committee held a seminar on new materials for polar ships and a technical exchange meeting on the design and construction of "Xuelong 2"; Ship Finance Committee held a salon on "On the solution of shipping risk from the perspective of shipping insurance We have also made some significant achievements: Polar Committee and Inland Ship Navigation Committee jointly carried  out the 2021 recommendation of major problems in science and engineering of CAST, two of the selected topics were summarized and further perfected by experts of the Institute as "How to break through the difficulties of deep and high  sea navigation equipment manufacturing and safety assurance" and recommended to CAST, which was then selected as a major engineering problem in 2021. The Maritime Regulations Studies Committee actively organized experts to make full preparation, providing vital support for the Institute to propose suggestions for legislation amendments in transportation to the Finance and Economics Committee of the NPC.

Third, we have actively carried out the work of science popularization, so its form and effect has been greatly enhanced. Committee on Inland Navigation held a series of activities during the eleventh International Day of the Seafarer , and many media such as CNR FM94.8 and Hubei Water Transport followed up in full and receive great enthusiasm. Marine Electromechanical Committee conducted online lectures sharing ship electromechanical knowledge and Maritime History and Culture Research Committee held many activities like the Shanghai Marine Modeling Competition.

Fourth, it could be seen that some branches have made new attempts in improving the development of member units and membership services. For example, the Marine Psychology Committee opened a series of mental health workshops to provide psychological counseling for related workers, which was reported by China Transport News.

In addition to the above work, those branches had all played a vital role and made great contributions in a series of work such as organization, recommendation, compilation and research of the Institute’s standards, the Asia Navigation Conference, the annual academic conference this year, the editing and publication of the journal, the scientific and technological development report, and the compilation of the history of water transportation. 

 

Ⅱ.Major Issues Concerning the Work

Dear Comrades! In the past six months, we have achieved solid and effective results in work, which should be fully affirmed. But at the same time, we need to realize that there is still much for improvement, especially in achieving the requirements of the 10th National Congress of CAST and the goals of “Double-First Class” construction of CIN.

First, the development of different branches is unbalanced. From the questionnaires submitted by the branches and their work report of 2020, it is clear that there are huge differences in their work and development, and some of them have a large gap in accurately finding the niche of the Society to fully play their functions.

Second, problems exist in the construction of the leadership lineup and the staffing of the secretariat. Some branches do not arrange the successors in time due to the work changes or delayed approval of persons in charge, so it may cause the work stagnation.

Third, membership development and related services still need to be strengthened. In some cases, the branches only make some adjustments or supplements at re-elections, and do not develop members as a regular work. In general, there is little contact between branches and members, and few services are provided to them.

Fourth, the achievements in academic exchanges, scientific and technical services, and science popularization still have to be improved. These are the issues that we must pay great attention to and be seriously addressed.

 

Ⅲ. Requirements to the Following Work

1. Further strengthen the organization of the branches. 

First, to complete the re-election of some committees which are to be expired by the end of this year, and try to complete the preparatory work for the establishment of new committees, so that they can be set up as early as possible to play their roles. The work involves five committees. Second, to strengthen the leadership lineup. On the one hand, we should jointly evaluate the work of the president and the secretary general with the supporting units and take necessary organizational measures on the base of the evaluation. And make necessary adjustments to the personnel  without the desire to contribute to the work of committees through requisite procedures. For those already retired but still take part-time work as directors or deputy directors and secretaries-general who preside over the work of committees, we studied to decide that they should follow the related opinions of the Ministry of Transportabout interim measures for part-time staff of authority units and their subordinate units on allowance expense in associations. On the other hand, we need to take directors and secretaries-general into the evaluation of the branches, and make clear of basic indicators. Third, to strengthen the staffing of the Secretariat. If the Secretary-General does not have sufficient time to carry out the work of committee, a young cadre with political reliability, high enthusiasm and strong coordination ability should be selected to serve as Deputy Secretary-General. Fourth, to fully implement the contact system of the Party construction in the committee. These tasks are fully dependent on the supporting units to implement, so I hope receiving strong support from them.

 

2. Effectively strengthen member development and service work.

First, we should clearly realize that the population of the membership is the biggest obstacle in the process of “double first-class” construction, and the development of membership must be regarded as one of the most important tasks of the “double first-class” construction of CIN. Second, within this year, the members of the branches previously developed respectively will get fully transferred to the membership of CIN. And I must point out here that according to the past policy, some committees exist independently as artificial persons with their own members which were never included in the membership list of the Institute. Now it is very clear in the policy, the branches of CIN are not independent artificial persons that can develop their own members, so from now on they can only develop members in the name of CIN. Third, we need make active movements on developing new members while keep maintaining the old ones, and these work should be included in the assessment of branches. Today, as proposing of the strategy of marine potestatem and maritime transport power, there are a larger population of scientific and technical personnel working in the field of navigation, and more and more units are enthusiastically supporting and participating in this field. We need to make more efforts in attracting these experts and scholars, young scientific and technical workers, and enterprises and institutions to CIN, jointly serving for the development of navigation science and technology. Each branch has their unique advantage and foundation in developing members, so they should put more focus on that as a major issue. Fourth, there are six things concerning member services that we need to implement. And to make a brief clarification here, our brand-new member service system is in upgrading, and it will be open to test run at the fourth quarter. Fifth, we need to make some exploration in the construction of the house to scientists and technicians in navigation with the support of supporting units. The Institute is studying the guidelines or guiding management for the construction to make the House warm, convinent and with characteristics. And I suppose that if there are several branches under one supporting unit, one house is enough. Truly, the house is not exclusively open to scientists and researchers in navigation but all the technicians in this field, including those working in the great navigation era. Sixth, to complete the establishment of the membership working committee.

3. Strengthening the inspection, guidance and assessment of branches.

Firstly, make sure the directors in the secretariat can have the centralized contact with all the branches. Second, to organize and carry out visits to the supporting units led by the leaders of the Institute and random inspections and guidance of the work of branches, and study with the supporting units the solution of relevant problems and implementation of tasks. Third, put the assessment method into use and keep improving it, and finally make a selection of annual advanced units and give recognition combined with the centralized contact, visits and spot-check for comprehensive evaluation. Fourth, establish an exit mechanism. For the unqualified or just basic qualified branch in two consecutive years in assessment, we should adjust their leadership lineup, or even make adjustments of their supporting units or withdraw the committee if necessary.

4. Strengthening the functional display of Branches.

CIN aim to promote the development and popularization of science and technology in navigation, as well as the navigational knowledge. We give full respect to knowledge and talents, and advocating the spirit of “dedication, innovation, pragmatism, and cooperation”. We can use “four services” to describe our duties, which are, to serve the scientists and technicians in navigation, to serve the innovation-driven development, to serve the improvement of national scientific quality, and to serve the decision-making by our Party and government. We will unite and mobilize the majority of navigational workers to innovate and strive to be the first, thus promoting the prosperity and further development of navigational science and technology, the popularization and promotion of relative knowledge, and the growth and improvement of talents in this field, so that they can become the bridge and link to unite and contact the majority of navigational workers under the leadership of the Party. In this case, we will make contributions to the Chinese nation’s bright prospect on the road to revival. The evaluation criterion of our work is whether the “four services” are performed well. The evaluation criterion of the work of the Society is whether the functions of the four services are performed well. Branches are of vital importance to the Institute, and they are also the CIN's carriers for seeking to professions, connecting with grassroots, members, and the society and meeting demands. If the branch can not fully perform its functions, the Institute will also be the same. Therefore, the committees must get full understanding of the connotation of the “four services”, and find the focal points, starting point and working forms of their performances, exploring and practicing with bold. I believe that after several years of sustained efforts, we will definitely achieve some positive results.

First, we will strengthen the collaboration and connection between the Institute and its branches. For activities that are large-scaled, influential and rich-contented or those both comprehensive and fundamental, the Institute will continue to host, with the support of relevant branches and member units. For activities that are in medium scale but professional, the branches can be the main contractors under the guidance of the Institute. The Institute will offer guidance, support and assistance to branches in carrying out major activities and important work, so as to further improve their organizational abilities and ensure the quality of activities.

Second, we will provide more opportunities for branches to fully play their roles. Branches have the most abundance of knowledge and understanding of the disciplinary development in their profession, so they should be oriented to the problems and needs, and vigorously carry out work that are strategic and fundamental to promote the quality development of the industry. For example, the scientific and technological services for enterprises, and those services of their specific professions, the tasks of Nautical Think Tanks in China, the evaluation of scientific and technological achievements and the preliminary review of awards; also, they carry out training for updated professional knowledge; participate in the project declaration of CAST, the standardization and assessment organized by the Institute, and the talent nomination organized by CAST, the Ministry of Transport, Ministry of Science and Technology, etc. All of these work will also be considered as indicators in assessment of the branches. Here I invite you to think about how to improve the participation of members in all kinds of activities, for example, can we give more opportunities for members to show themselves in the Navigation Conference.

Third, we will encourage the scientists and technicians in navigation to offer advice and suggestions. Decision consulting is the basic task of scientific and technical societies and workers which includes science and technology workers providing advice and suggestions. Therefore, it is the important work of the social groups and experts, and the social responsibility and due contribution of the Institute and scientists and technicians. There are really gaps but also great potentials in this regard in each branch. We hope that each branch can organize experts to put forward opinions and suggestions on discipline development, smart shipping and the construction of nautical culture every year, really giving full play of their roles as experts in branches.

Fourth, we will promote the navigational scientific popularization. General Secretary Xi Jinping pointed out that the innovation of science and technology and scientific popularization is of vital importance for achieving innovation and development just like the two wings of a bird, so scientific popularization should be placed on the same level of importance as the innovation of science and technology. The popularization cannot be carried out without the strong support of branches. We hope that the branches can uphold the purpose of carrying forward the spirit of navigation in the new era and popularizing nautical knowledge, and actively hold popularization activities on the base of various academic activities, theme days and commemorative days of the Institute and the industry. The Institute should also promote the synergistic cooperation between branches and popular science bases as well as the Cooperative General Assembly.      

Dear comrades!

The work of the branches is extensive and requires the joint efforts and active cooperation of the Institute, the supporting units and the branches themselves. On behalf of the Institute, I’d like to say today that we will continue to adhere to combine our support and cultivation with guidance and management, and provide support and assistance in all aspects for the construction and management of branches. Also, we will implement the reforming measures actively and steadily, that is because we can continuously improve the activities of the Institute, improve the comprehensive strength, and its social influence only in the process of reforming. And only in development can we form the methods and organizational forms in line with our special characteristics, thus truly promoting our governance capacity and the modernization of the governance system.

The work of branches is certainly inseparable from the strong support of the supporting unit. As the supporting unit of the branch, the most important aspect is to provide full-time staff who are enthusiastic about and familiar with navigation with solid foundation and the spirit of pioneering and innovation. And we will provide them with personnel, wages and welfare to ensure that the branch activities can get support and convenience in all aspects. Secondly, we will be concerned about the daily work of the branches and help solving the problems they encountered.

The most important thing of branches in their work still depends on the efforts of themselves. We must keep raising our awareness, enhance the sense of mission and responsibility to build and manage the branches well. We should give full play to the roles of branches in organization, channel and platform, and offer timely services that more active and have better quality for government departments, enterprises, public institutions, members and navigational scientists and technicians through standardized management and effective work. At the same time, we should continue to strengthen our foundation, cultivate core businesses, and establish service brand to win social recognition, so as to attract the majority of nautical practitioners to join the Institute, and constantly improve the influence and attractiveness of the branches.

Comrades, let us work together, concentrating our efforts to explore and innovate, to keep promoting our Institute to have a big leap towards the first-class institute. Also, we have to unite the majority of navigational scientists and technicians and lead them to contribute to the construction of a modern socialist country in an all-round way.
