In order to continuously promote the branch office rectification, standardize the branch management, and give full play to the active role of the branches in our work, CIN held the 2021 Management Conference for Branches on the afternoon of September 10 online and offline. President He Jianzhong and executive vice president Zhang Baochen of the standing committee, as well as leaders in supporting units for branches and directors and secretaries general of branches attended the meeting presided over by Yan Xiaobo, secretary general of CIN.
President He affirmed the work and achievements made by the branches in their respective fields for the development of the industry. He stressed the need to take practical and effective initiatives in response to the tasks deployed at the conference. Also, he put forward three suggestions about the branch work. The first one is to aim at their own niches. All the branches are important parts in the internal governance system, platforms for the Institute to carry out its work, and supports for the Institute to contact with and serve its members. We should adhere to the " three in one " of organizational structure, developing force and basic support, and continuously improve the governance structure of the Institute, which includes political construction of the Party Committee, decision-making of the Board of Directors, supervision of the Supervisory Board, implementation of the administrative bodies and coordination of the branches. The second one is to grasp the overall requirements. In the work arrangement, we should implement the overall work deployment of the Institute; in the work emphasis, we should focus on promoting the " three in one " driving force of think tanks, academics and science popularization; in the way of work, we should build a collaborative innovation platform with government, industry, research, learning and application to pool resources, be built by all and enjoyed by all and gather momentum; in our own management, we should work strictly in accordance with the law and disciplines, restraining ourselves to implementation. The third one is to carry out quality and influential activities. We need to effectively improve the five major abilities in organization, academy, strategic support, cultural communication and international influence. The branches should give full play to their professional strengths and specialty advantages, strive for major projects registration, carry out academic exchanges and theme forums at international level, thus forming influential academic brands. In addition, we should carry out quality business training and expert lectures, build a common base for science popularization in China, and create a standard nautical science education base and create a high-level authoritative think tank. At the same time, we also need to do member service innovations to create impressive member service. He said that the Institute should do a concrete job in the management and construction of branches, and strive to improve the servicability, so as to realize the communication between branches and the Committee and support each other. Also, we hope that all branches and supporting units can continue to support the work of CIN.
The executive vice president of the standing committee Zhang Baochen also made a review on the work of the branches in this year from different aspects including organizational construction, academic exchanges, scientific and technological services, scientific popularization, and membership development. He also deployed further work of the branches in organizational construction, membership development, inspection, guidance and assessment for the branches, and their functional performances.
At the meeting, five excellent professional committees, including Ocean Ship Navigation Committee, Inland Ship Navigation Committee, Lock Committee, Maritime History and Culture Research Committee, and Polar Navigation and Equipment Committee, made presentations over its considerations, characteristics, experience and perception in 2020.
