Zhang Baochen, the Executive Vice President of China Institute of Navigation, attended International Forum on Ship Technology and Safety, 2021 China

On September 28, 2021, the International Forum on Ship Technology and Safety was held in Nanjing, Jiangsu, China. The forum was sponsored  by China Institute of Navigation, Kunming Municipal People's Government, China Waterborne Transport Research Institute and China Communications Construction, and was organized by t Huayang Maritime Center and Shanghai Zhenhua Heavy Industries Co., Ltd.

With the theme of “New Technology and New Ideas Help the Construction of A Shipping Power”, nearly 300 guests from maritime authorities, maritime regulatory and inspection agencies, classification societies, famous shipping enterprises home and abroad, ship management companies and other fields gathered together to have in-depth communication and seek common development.

The Executive Vice President Zhang Baochen was invited to attend the forum and delivered an opening speech. He mentioned that the shipping industry, as a form of transportation which was responsible for more than 90% of the global international trade freight volume, had increased its share in global carbon emissions in recent years. The “Double Carbon” targets (carbon peaking and carbon neutrality goals)were written into the government work report for the first time in this year's National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC), and the actions and measures taken by countries under the framework of decarbonization development of the shipping industry had promoted the effectiveness of the current global shipping industry's emission reduction actions, also showing that the shipping industry had great potential to practice decarbonization and deal with climate change.

Zhang Baochen pointed out that although all parties in the shipping industry actively contributed their thoughts and force to decarbonization and emission reduction, they still faced many challenges and problems, such as how to balance the economic and environmental benefits in the development of the shipping industry, how to achieve the green development and intelligent innovation of communication, which had become a major issue faced by the global shipping industry, and also a major change faced by the global communication industry.

Zhang Baochen expressed that he hoped the experts and scholars from various fields and industry elites could express their own views freely and offer good suggestions on this mutually beneficial and sharing exchange platform of the International Forum on Ship Technology and Safety, so as to realize the goal “Promoting development in the exchange and promoting win-win in the development” and open a new chapter of shipping industry and communication development together.

The Forum also invited important guests such as Wang Shiming, deputy director of Jiangsu Maritime Safety Administration; Yang Zhenglong, engineer of typhoon and marine weather forecast center of China Meteorological Administration; Mei Hua, ecretary-genera of tanker specialized committee of China Shipowners’ Association and executive deputy director of domestic shipping department; Xie Chunlin, Chairman of China Merchants Energy Shipping Co. Ltd; Cui Yuwei, director of science and technology information division of China Classification Society, etc. to attend the forum and deliver speeches. Zhang Shouguo, executive vice president of China Shipowners’ Association and other experts attended the forum and participated in the dialogue, and Zhu Jianhua, vice president of China Waterborne Transport Research Institute, delivered the closing speech.

The guests and delegates made a full exchange and sharing on the current opportunities and challenges, cutting-edge technology and innovative management of the shipbuilding industry, and received good results from the forum, which promoted the transformation of technical achievements of the industry, advanced the concept of innovative development and boosted ship safety management, while also promoting win-win development for all parties.
