The Inaugural Meeting of the Chart Professional Committee of CIN and the First Plenary Meeting of the First Committee were Held in Shanghai

On July 15, 2021, the Chart Professional Committee(hereinafter referred to as the “the Chart Committee”) of China Institute of Navigation(CIN) held the inaugural meeting and the first plenary meeting of the first committee in Shanghai. Yan Xiaobo, secretary general of CIN, Xie Qunwei, director of Eastern Navigation Service Center, Maritime Safety Administration, deputy director Liu Jiahua, and more than 40 committee members and representatives from Beijing, Tianjian and other 7 provinces or municipalities attended the meeting.


     

The Chart Committee is a professional organization under CIN. It is also a cross-regional, cross-departmental, and cross-industry national group voluntarily formed by units, organizations and individuals related to hydrographic survey and nautical books and materials. The supporting unit is the Eastern Navigation Service Center, Maritime Safety Administration, and the secretariat of the Committee is set up at the Shanghai Chart Center of Eastern Navigation Service Center. The establishment of this Committee aims to build a platform to form close ties among government departments, industry systems, scientific research institutions, universities, enterprises and institutions, to strengthen coordination and linkages of all parties and industry exchanges and operation, and to promote the development of China’s hydrographic survey and chart technology.

   The meeting was presided over by Wang Liangyu, secretary general of the Chart Committee. Xie Qunwei, director of the supporting unit Eastern Navigation Service Center, Maritime Safety Administration, delivered a welcome speech. He expressed his warm congratulations on the establishment of the Chart Committee in Shanghai, and said that in the future, Eastern Navigation Service Center would do a good job in supporting units in accordance with CIN’S system , and make efforts to ensure the implement of the work of the Chart Committee. 

Then, Yan Xiaobo, secretary general of CIN, delivered a speech. He expressed warm congratulations on the establishment of the Committee and stressed the importance of Marine surveying and mapping for building a maritime power. and then put forward three requirements for the future work of the Chart Committee: First, strengthen political guidance; Second, seek the development goal of the Institute; Third, continuously strengthen capacity-building.

After that, Zhang Xiangwen, a member of the Preparatory Group of the Chart Committee, reported to all members the process of the preparation of the special committee. He introduced the background, purpose, organizational structure, preparations and business development of the Committee, and called on all members to work together to create a new situation in the national marine surveying and mapping work under the leadership of CIN.

Then, all members examined and approved Regulations on Work of the Chart Committee of China Institute of Navigation (Draft) and Detailed rules for the Implementation of Regulations on the Work of the Chart Committee of China Institute of Navigation (Draft). Liu Jiahua, deputy director of Eastern Navigation Service Center, was elected the chairman, and Dong Jiang, director of Tianjin Maritime Surveying and Mapping Center, the vice chairmen. The secretary general and deputy secretary general were also elected during the meeting.

Finally, liu Jiahua, the chairman of the committee, delivered the inaugural speech. He put forward three requirements for the future work of the Chart Committee: do a good job in the combination of tradition and modernity, international and domestic, and long-term and short-term. He said that the newly established Chart Committee would actively carry out academic exchanges, science popularization, scientific and technological consultation, achievement exhibition, commendation and awards in accordance with the requirements of CIN, unite the vast number of colleagues engaged in marine surveying and mapping to work together and make contributions to the development of China’s charts.

After the inaugural meeting, the Chart Committee held the first Technical Exchange Meeting, and 9 experts from the field of marine surveying and mapping made keynote reports.
