The year 2020 is a year of milestones in the development of the Communist Party of China and the state, and also a year in which China Institute of Navigation has pressed forward and made fruitful achievements. Over the past year, under the correct leadership of China Association for Science and Technology and with the guidance and strong support of the Ministry of Transport, China Institute of Navigation has focused on the centre and worked for the general situation, united and led its members, nautical and technological workers and nautical enthusiasts to join the main battlefield of economic construction and consciously serve the national strategy, and the members have contributed their wisdom and strength in the practice of promoting the high-quality development of the industry to promote the scientific and technological progress of China's nautical field.
In the past year, in the face of the sudden COVID-19 outbreak, China Institute of Navigation has taken the initiative to respond to the pandemic, changed its development thinking, innovated its work, implemented integrated promotion of pandemic prevention and control, effectively performed the positioning of duties of the “Four Services”(To serve the work of the leading organs of the central party, government and military, to serve the country's international contacts, to serve the development of science, technology and education, and to serve the improvement of the lives of the people), and pragmatically promoted the construction of a “Double first-class” institute. Besides, China Institute of Navigation has promoted the building of the institute through the building of the Party, and continuously studied, publicized and implemented the spirit of the Nineteenth National Congress and the Second, Third, Fourth and Fifth Plenary Sessions of the Nineteenth Central Committee. China Marine Think Tank and China Marine Technology Development Report have pooled their wisdom to help the high-quality development of the industry. The selection and presentation of “Science and Technology Award of China Institute of Navigation” have carried forward the spirit of Chinese scientists in the new era.China Navigation Day Forum and the Annual Academic Conference and Science and Technology Achievement Exhibition of China Institute of Navigation have created a new ecology of integration among government, industry, university, research and application.A national institute of navigation cooperation mechanism has been established to open up a new space for collaborative cooperation. The youth nautical education has been promoted in schools and new ideas for cultivating a talent reserve for the maritime power strategy has also been explored.
The Fifth Plenary Session of the 19th CPC Central Committee has arranged a new blueprint for the country's future development, emphasized the need to grasp the new development stage, to implement the new development philosophy and to build a new development paradigm. We should adhere to the main line of deepening supply-side structural reform and the strategic base point of expanding domestic demand, and give full play to the key role of science and technology in promoting supply and creation and leading demand, taking reform and innovation as the fundamental driving force. What’s more, we should take up the responsibility of the times in the new development stage, adhere to the “Four Orientations” be oriented to the world's frontier of science and technology, the main battlefield of the economy, the major needs of the country, and the life and health of the people), fulfill the mission of innovation with the new development philosophy, take the initiative to serve the building of the new development paradigm, so that we will be able to celebrate the centenary of the founding of the Party with excellent achievements.
As a saying goes: There will come the day when the roc finally goes up with the wind and flies up to the highest sky. Standing at a new historical starting point, we hope that our members, nautical and technological workers and maritime enthusiasts will firmly establish the “Four Awareness”(Political awareness, awareness of overall situation, core awareness, and awareness of alignment), firmly establish the "Four confidences”(Confidence in the road, theory, system and culture of socialism with Chinese characteristics) and achieve the “Two Upholds” (Resolutely uphold the core position of General Secretary Xi Jinping in the Party Central Committee and the core of the whole Party, and resolutely uphold the authority and centralized leadership of the Party’s Central Committee).
