Nautical Think Tanks in China established in Beijing

On August 25, CIN held the inaugural meeting of Nautical Think Tanks in China and the seminar on opportunities and challenges for the development of shipping industry in the post pandemic era in Beijing. He Jianzhong, president of CIN, Li Shenglin, Hong Shanxiang and Xu Zuyuan, previous leaders of the Ministry of Transport, Zhang Jianyun, Niu Xinqiang and Yan Xinping, academicians of the Chinese Academy of Engineering, and more than 80 representatives from CIN branches and local heads of CIN attended the meeting. Lin Runhua, vice minister of the academic department of the China Association for Science and Technology, and Sun Wenjian, deputy director of the Policy Research Office of the Ministry of Transport, delivered speeches congratulating the establishment of the Nautical Think Tanks in China. The meeting was presided over by Zhang Baochen, executive vice president of CIN.

He Jianzhong pointed out in his speech that the establishment of Nautical Think Tanks in China is an important measure to gather industry consensus, give full play to the wisdom and strength of industry experts, scholars and maritime science and technology workers, serve the national strategy, and speed up the construction of a transportation power, a shipping power and a marine power. it is  also the inevitable demand for the study of the new trend of industrial development and promoting the transformation, upgrading and high-quality development of the shipping industry in the post pandemic era. Furthermore, it is the meaning of the construction of “Double First Class” by CIN. Nautical Think Tanks in China should adhere to the problem-orientation, make accurate study and judgement about the industry development trend, and form a “problem bank”. Nautical Think Tanks in China should adhere to the construction mode of “small center, big periphery”, and form an “open source library” with distinctive characteristics, outstanding scientific and technologicalfeatures, and resource co-construction and sharing. Nautical Think Tanks in China should adhere to the principle of service-oriented, transform the reduced and analysed problems into research projects, and transform the achievements of research projects into the benefits of policy-making as well as benefits of science and technology, so as to form a “achievement library”.

He Jianzhong stressed that CIN should give full play to the guiding role of the advisory expert committee of Nautical Think Tanks in China and the supporting role of the professional committees and expert committees of CIN, establish the research mechanism of the academic think tank, create a platform for publishing the achievements of Nautical Think Tanks in China, and explore the funding channels and incentive mechanism of new think tanks. In terms of strategic planning, it is necessary to base on the fundamental, significant, forward-looking and strategic research in navigation, and put forward advisory suggestions for the formulation of the development strategic planning of the country, industry and related enterprises; in terms of public policy, it is necessary to put forward research programs and opinions on new infrastructure policy implementation, “double cycle” transformation and development, industry tax policy adjustment, navigation science and technology innovation support, etc.; in terms of governance system, it is necessary to carry out centralized research around the integration of modern information technology and traditional shipping elements, strengthen international cooperation, and promote the modernization of industry governance system and governance capacity; in terms of shipping talents, it is necessary to carry out systematic research on the construction of crew and the training methods and ways of young maritime science and technology talents; in terms of maritime culture, it is necessary to carry out research on various cultural carriers, carry forward the spirit of navigation in the new era, and constantly enrich its connotation.

Before the inaugural meeting, the first meeting of the management committee of Nautical Think Tanks in China deliberated and approved the “Regulations of Nautical Think Tanks in China” (hereinafter referred to as the Regulations) and the composition list of the advisory expert committee of Nautical Think Tanks in China. It is clearly stated in the Regulations that Nautical Think Tanks in China are the working mechanism and platform for CIN to gather well-known experts and talents of navigation, carry out public policy research and provide decision-making consultation based on its unit members, individual members, branches and local navigation institutes.

At the seminar on the opportunities and challenges of shipping industry development in the post pandemic era, Xu Zuyuan, former vice minister of Ministry of Transport, Fei Weijun, president of China Waterborne Transport Research Institute, Sun Yuqing, president of Dalian Maritime University, Huang Youfang, former president of Shanghai Maritime University, and Huang Xiaowen, deputy general manager of COSCO Shipping Group, delivered keynote speeches to examine the present situation and devise schemes for the development of shipping industry in the post pandemic era.
