Governors and comrades:

I will talk about two opinions in the following two parts on the subject of "In-depth study and implementation of the spirit of the fifth plenary session of the 19th Central Committee of the Communist Party of China, and solid advancement of ‘Double First-class’ goal of the Institute."

In the first part, I will share my understanding and perception of studying the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party.

The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China has deliberated and adopted the Proposals for Formulating the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, Which means after the decisive victory of building a moderately prosperous society in all respects , the new journey of building a modern socialist strong country in an all-round way is about to begin. Through my preliminary study of the spirit of the plenary session, I am deeply encouraged and the following are my knowledge andand perception on it:

First, the new development achievements have laid a solid foundation for the new journey. The plenary session highly appraised the decisive achievements of the decisive victory in building a moderately prosperous society in an all-round way, and believed that during the 13th Five-Year Plan period, major breakthroughs have been made in comprehensively deepening reforms, great progress has been made in comprehensively governing the country according to law, and major results have been achieved in comprehensively strict governance of the party, national governance system and modernization of governance has accelerated, the party’s leadership and the advantages of the socialist system have been further demonstrated, and China’s economic strength, scientific and technological strength, and overall national strength have leapt to a new level. China's

practice has proved that with Comrade Xi Jinping as the core of the Party Central Committee and the whole party at the helm , and with the unity and struggle of the whole Party and people of all nationalities, we will surely overcome all kinds of hardships and dangers on the road ahead, and will further inspired to continue press ahead along the road of socialism with Chinese characteristics.

Second, the new development stage reveals the historical position of China. The idea of the new development stage indicates that China is about to successfully complete the historical task of building a a moderately prosperous society in all respects enter a new stage of basically realizing socialist modernization and building a modern socialist country, enter the critical period for the adherence and improvement of the socialist system with Chinese characteristics, and the advancement of modernization of the national governance system and governancecapacity, and China has entered a new journey of the second centenary goal, which is the great rejuvenation of the Chinese nation. The "14th Five-Year Plan" period is the initial period of the new developmentphase. We must make a good start to lay a solid foundation for the next 15 and even 30 years.

Third, the new development philosophy clarifies the mission requirements for promoting high-quality development. The philosophy adheres to problem orientated, responds to social concerns, and answers in depth the major questions of what kind of development and how to achieve development in China in the new era, enriches and develops the Marxist development concept, which marks a new height our party's understanding of economic and social development trends and development laws has reached. The plenary session emphasized the unswerving implementation of the new development philosophy and the promotion of high-quality development as the theme. This is an important magic key for China to make good use of the important strategic opportunities during the "14th Five-Year Plan" period to gain advantages and initiative in international competition. It is necessary to speed up the formation of mechanisms and environments that advocate innovation, focus on coordination, advocate green environment, strengthen openness, and promote sharing, and strive to manage our own affairs well, so as to fulfil the requirements of high-quality development in various fields of economy, society, culture and ecology.

Fourth, the grand blueprint of the new development goals is inspiring. The Proposals clearly set the short-term goal of "Six New Improvements" in the period of the “14th Five-year plan” and the long-term goal of "nine aspects" in 2035. considers theThe current actual situation and development potential of our country are taken into consideration in the short-term goal, which can be achieved through efforts. It is the basis for realizing the long-term goal of 2035. The long-term goal plans the magnificent scene of the country's basic realization of socialist modernization. Some important and affirmative expressions, such as "more

obvious substantive progress for the common prosperity of all the people" proposed in the long-term goal, and "solid promotion of common prosperity" highlighted in the part of improving people's quality of life, not only show a bright future, but also reflect the persistence for taking the people as the center, and the confidence in the development of socialism with Chinese characteristics.

Fifth, new development and changes provide strategic opportunities for creating a new situation. At present and in the future, China's development is still in an important period of strategic opportunities, but both opportunities and challenges have new changes. Although the international environment is becoming more and more complex, and the instability and uncertainty have increased significantly, China has turned to a stage of high-quality development, with obvious institutional advantages, improved governance efficiency, long-term economic growth trend, solid material foundation, rich human resources, broad market space, strong development resilience, stable general social situation, and many advantages and conditions for continued development. We should coordinate the overall situation of the great rejuvenation strategy of the Chinese nation and the profound changes unseen in a century in the world, deeply understand the new characteristics and new requirements brought about by the changes in China's major social contradictions, deeply understand the new contradictions and new challenges brought about by the complex international environment, enhance the awareness of opportunities and risks, base ourselves on the basic national conditions in the primary stage of socialism, establish the bottom line thinking, and maintain strategicdetermination. We shall do well in cultivating opportunities in crisis and opening up new situations in the changing situation.

Sixth, the new development paradigm puts forward strategic tasks for deepening reform. General secretary Xi Jinping has emphasized in several speeches since this year that we should accelerate the formation of a new development paradigm with domestic circulation as the mainstay and domestic and international dual circulation complementing each other. It is put forward in the plenary session that we should build a new development paradigm, form a strong domestic market, smooth the domestic circulation, and promote the domestic and international dual circulation. This is a major decision made in the face of the profound changes unseen in a century in the world, to adapt to the changes in the environmental conditions at the stage of China's economic and social development, and it is also a strategic choice to implement the new development philosophy, improve the quality of China's economic development, and shape our country’s new strength in  international economic cooperation and competition. To build a new development paradigm, we must further deepen reform and expand opening-up, break down the institutional barriers that restrict high-quality development and life, strengthen the major reform and opening-up measures that are conducive to improving the efficiency of resource allocation and mobilizing the enthusiasm of the whole society, continuously enhance the driving force and vitality of development, and work hard on the implementation of "accelerating construction" and "smooth flow".

Seventh, the new development blueprint provides basic guidance for the work of the Institute. The Proposals adopted by the Fifth Plenary Session of the CPC Central Committee clearly states that we should "Adhere to the overall planning of land and ocean, develop maritime economy, and build a marine power"; we should "Accelerate the construction of a transportation power, improve the comprehensive transportation channels, comprehensive transportation hubs, and logistics network"; we should "Adhere to the core position of innovation in China's modernization construction, and take science and technology self-reliance as the strategic support for national development." "Deepen the reform of trade associations, chambers of commerce and intermediary institutions", "Improve the science and technology evaluation mechanism and optimize science and technology award projects"; carry forward the spirit of scientists and craftsmanship, advance science popularization work and create a social atmosphere of advocating innovation "; promote the construction of a socialist cultural power around the mission and task of holding the banner, gathering people's hearts, educating new people, promoting culture and displaying image; We must "promote the co-construction of ‘the belt and road’ high quality development, deepen pragmatic cooperation, promote the alignment of strategies, planning, and mechanism, and strengthen policies, plans, standards connectivity", etc. These arrangements are the theme requirements of the Institute's current and future work, the important content of improving the modernization level of governance system and governancecapacity, and the problem orientation and goal orientation of establishing "Double First-Class".

My second part focuses on making solid progress in achieving the goal of “Double First-class”created by the CIN.

The China Institute of Navigation has passed The Action Plan for the Establishment of "Double First-class" (2020-2024) at the Second Session of the Ninth Council in principle. We should take effective measures to implement the main tasks proposed in the action plan in combination with the general requirements of studying and implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, and focus on the following six aspects to achieve new results.

We should create a new situation through navigation scientific and technological services. First, we should improve the evaluation and reward system of navigation scientific and technological achievements. The Fifth Plenary Session of the CPC Central Committee stressed the need to improve the science and technology evaluation mechanism and optimize science and technology award projects. On the basis of summarizing and evaluating the existing methods, we should further establish and improve the classification evaluation system oriented by the quality, contribution and performance of scientific and technological innovation, and correctly evaluate the value of maritime scientific and technological innovation achievements in science, technology, economy, society and culture.

We should carry forward the academic spirit of seeking truth and pragmatism, and the academic thought of daring to innovate, strengthen the consciousness of making perfection, and put an end to the academic utilitarian orientation. We should expand the scope and field of scientific and technological achievements evaluation, carry out scientific and technological achievements evaluation services through information means, build a systematic, sound, efficient, scientific and operable scientific and technological achievements evaluation system, actively synergize international high-level scientific and technological achievements awards, and gradually enhance the international influence of maritime scientific and technological awards.

T build a platform of "Navigational Scientific Innovation" with deep integration of production, learning, research and application. The Fifth Plenary Session of the CPC Central Committee stressed the need to promote the in-depth integration of production, learning and research, and support enterprises to take the lead in establishing innovation consortia. We should give full play to the organization and channel advantages of the Institute, improve the alignment service mechanism for achievements transformation of maritime scientific and technological workers and the collaborative innovation mechanism of industry, learning and research. We should boost the collaborative innovation of enterprises in the field of navigation, carry out technological innovation and product upgrading, and serve the transformation of maritime scientific and technological achievements from "bookshelf" to "goods shelf" and thus into real productivity.

At the same time, we should encourage and support leading enterprises in various fields of navigation to take the lead in setting up a "Maritime Scientific innovation" consortium to carry out scientific and technological innovation and tackle key technical problems. The Institute will give priority to the evaluation and review of the achievements of the consortium. Third,we should build a brand of social public service. Focusing on the multi-level and diversified technical service needs in the field of navigation, we should enhance the system construction, improve the working mechanism, and innovate the service mode.

In view of the whole chain of technical services, we will continue to enrich the service functions and improve the service contents in the fields of group standard construction, technical evaluation service, information network platform service, technology transfer service, technical consulting service and technology development service in the field of navigation, and promote the formation of a number of inclusive and diversified service brands such as high-quality project implementation, optimization of organizational mechanism and high-end think tank consulting.

Fourth, we should focus on supporting and accelerating the cultivation of leading scientific and technological talents in the field of navigation. We should give full play to the advantages of gathering high-level academic experts, further strengthen the discovery and recommendation of young talents, take steady steps to carry out the "Youth Talent Promotion Project", realize the talent selection system oriented to the navigation field and complete innovation chain, and form the talent growth mode and talent evaluation standard with navigation characteristics.

We should improve the brand of academic activities to a new level. In the goal of "Double First-class", it is proposed to enhance the academic leading power, build a world-famous brand of academic activities, and create a world-class scientific and technological journal. We should promote it from three aspects: Firstly, build the China navigation day forum into a world-famous brand of academic activities. It is necessary to systematically improve, adjust and upgrade the organization mechanism, theme, scientific and technological value, activity form and participants of the forum with the world-famous brand of academic activities as our benchmark It will be promoted year by year, optimized continuously, and cultivated into a well-known brand, making it the most influential high-end maritime scientific and technological innovation forum in the field of navigation.

Secondly, a high-level China’s maritime academic annual conference needs to be organized. Efforts should be made to embody the characteristics of "Three Ones", that is, one deep academic exchange to reflect universality,

 and a cross domain, multi-level and multi-channel academic exchange platform should be built; one grand award and commendation to reflect authority, which is the annual highest honor award for scientific and technological innovation of China Institute of Navigation; one gathering achievement exhibition to reflect innovation as well  as an annual latest scientific and technological achievements exhibition. The annual academic conference will be built into an exchange and cooperation platform combining production, learning, research and application, and integrating academic exchange, theme discussion, award and commendation, and achievement display, so as to provide technical and talent support for the development of navigation science and discipline.

Thirdly, With the world's first-class scientific and technological journals as our benchmark,we should run Navigation of China and Marine Technology well. The Fifth Plenary Session emphasizes the need to build a high-end exchange platform for national scientific research papers and scientific and technological information. Tomorrow morning, the editorial board of the "Two Journals" will earnestly study and understand the spirit, deeply study and implement the measures, truly implement the principle of hosting and self-management of China Institute of Navigation in accordance with the requirements of "Adjusting project for Beijing, smoothing out, standardizing and upgrading, and striving for a better brand"; give full play to the resource advantages of member units, pool the strength of all parties in running journals; and strive to improve the quality of journals by benchmarking against the goal of world-class journals. Through joint efforts, the journals of the Institute will truly become a high-end exchange platform for promoting academic exchanges at home and abroad, effectively leading scientific and technological innovation and development in the field of navigation, scientific and technological information exchange and scientific and cultural communication.

New improvements should be made in the influence of maritime think tanks. In order to create an international authoritative think tank brand, we must make great efforts in the following four aspects: firstly, deepen the brand innovation mode of maritime think tanks. We should adhere to problem orientated, rely on the member units, conduct in-depth investigation and research, deeply analyze the new changes of opportunities and challenges faced by the industry development, accurately study and judge the development trend of the industry, timely sort out the major scientific research and major engineering and technical problems in the navigation field, and form a "Problem Bank"; we should adhere to the research mode of "Small center, Large periphery". China Institute of navigation is just a small research center, relying more on the internal and external resources of the Institute to form an "open source library" with distinctive characteristics, outstanding scientific and technological characteristics, and co-construction and sharing of resources. We must adhere to service orientation. The service attribute of the Institiute should be fully displayed, the problems analyzed and summarized should be transformed into research projects, and the achievements of project research should be transformed into policy science and technology benefits to build an "Achievement Library".

Secondly, clarify the key choice of projects of think tank research. We should conscientiously implement the requirements of the Fifth Plenary Session of the CPC Central Committee, develop marine economy, build a marine power, and speed up the construction of a transportation power. Closely focus on the national long-term strategy, regional development strategy and the construction of a new development paradigm, facing the major development directions of strategic planning, public policy, modernization of governance system and governancecapacity, talent training and promotion of maritime culture in the field of navigation, we should continue to strengthen strategic, basic, significant and forward-looking research and judgment, and put forward specialized advisory opinions and policy proposals.

Thirdly, a platform should be built for exchange and cooperation among think tanks. Relying on the resources of maritime think tanks, influential think tank forums should be held to discuss major issues of maritime development. We should take active steps to promote think tank experts to participate in government decision-making related discussion and research, and provide advice and reference for policy introduction, evaluation and demonstration. Deepen exchanges and cooperation with international think tanks. We should actively cooperate with international organizations in the field of navigation, study and explore the joint construction of think tank alliance, and create an authoritative think tank brand with international influence. Fourthly, we should improve the supporting facilities for the construction of think tanks. We should give full play to the guiding role of the advisory expert committee of the maritime think tank, the backbone role of the expert committee of the Institute and the special researchers of the think tank, the communication role of various carriers such as "suggestions of China Maritime think tank", and the incentive role of multi-channel funding such as China Maritime think tank fund.

New breakthroughs need to be made in the international cooperation alliance. It is stressed in the Proposal of the Fifth Plenary Session, that we should promote the high-quality development of the joint constructin of the "Belt and road", deepens practical cooperation, and promotes the alignment of strategy, planning and mechanism, and strengthens the connection and communication of policies, rules and standards. We should deeply understand and earnestly implement it in accelerating the internationalization of the Institute. Firstly, we should actively participate in the governance of international organizations, focusing on the relevant work of the International Association of Institutes of Navigation(IAIN). Next year,China Institute of Navigation will take over the presidency of the IAIN until 2024, and will undertake the World Congress of IAIN in 2024.

At present, the Institute is actively selecting suitable candidates to compete for the Secretary General of the IAIN (from 2021 to 2027). We should make full use of this opportunity to further strengthen exchanges and cooperation with international organization. We should organize international seminars through the IAIN platform to give full support to“Belt and Road”construction and national strategy. In order to play a more effective leading role in the formulation of international conventions and standards, we should put forward motions and proposals to relevant international organizations on the issues of ship greenhouse gas emission reduction, safeguarding the legitimate rights and interests of seafarers, and safe navigation supervision of international channels, which are of common concerns both inside and outside the industry in China.

Secondly, we should take “Belt and Road” international alliance of port and shipping technology as the starting point to deepen the international cooperation mechanism. United with APEC Port Services Network (APSN), relying on the ten major overseas ports invested and operated by COSCO Shipping Group, China Merchants Group and China Communications Construction Company as member units of the Institute, jointly promote the establishment of the "Belt and Road" international alliance of port and shipping technology.

 

 

We should study and discuss new ideas, new approaches, and new technologies to promote the “Belt and Road” regional port and shipping cooperation and development. We should jointly promote cooperation with ASEAN universities and research institutes, prepare for the establishment of a China-ASEAN port construction technology senior talent training center, transfer China's port and shipping scientific and technological achievements to ASEAN, cultivate port engineering technology talents in dependent countries, promote China's port engineering technology standard system, and drive China's technology, standards, equipment, etc. "go globally" to provide strong scientific and technological support for promoting the interconnection and mutual communication of the "Belt and Road".

Thirdly, rely on the platform of Asia Navigation Conference (ANC) to form a regional development force. ANC is an academic exchange activity of Maritime Science and technology in Asia, which is jointly sponsored by China, Japan and South Korea Institute of Navigation and organized by turns. So far, it has been successfully held 18 sessions. Next year, China will take the turn, when ASEAN and other countries will be invited to participate. The conference will focus on the latest trend of scientific and technological development in the navigation industry, and carry out research exchange activities in navigation safety, energy conservation and emission reduction, communication and navigation, etc. It is necessary to strengthen the planning and organization, carry out practical cooperation, and make the annual conference of ANC the most influential academic forum in navigation field in Asia, so as to play a greater role in regional cooperation and exchanges.

The construction of maritime culture needs to step onto a new stage. We should focus on the mission of holding the banner, gathering the hearts of the people, cultivating new talents, promoting our culture and displaying our image, and strive to carry forward maritime culture in promoting the construction of a socialist cultural power. Firstly, we should strengthen maritime education for young people and carry forward maritime culture. We should strengthen the top-level design, and unite related units to work out the guidance for further strengthening the navigation education of young people. We should strengthen the cooperation, continue to promote the important navigation knowledge into textbooks, classrooms, and campuses; set up the "Navigation Education Public Welfare Special Fund", unite with Tao Xingzhi Education Foundation and other units, fully mobilize all kinds of high-quality resources, and create a widely influential navigation education brand. We should strengthen carrier construction, dig deep into the profound connotation of maritime culture, and strengthen publicity and promotion by organizing visits and practices, popular science exhibitions, characteristic activities, as well as making music cartoons, new media audio-visual products and other colorful forms.

Secondly, establish a number of popular navigation education bases with extensive influence. In combination with navigation facilities such as docks, ships and museums, we should promote the large-scale development of the national navigation science popularization education base, further optimize the application and audit process, standardize the management and assessment, and select the base with good demonstration effect and social influence, and actively select it to enter the "China science popularization co-construction base".

Thirdly, carry out the spirit of navigation in the new era. It is necessary to organically combine learning and publicizing the spirit of scientists and craftsmanship  with carrying forward the spirit of navigation. By compiling a series of cultural books on navigation and contemporary marine knowledge, we should publicize the era model of practicing the spirit of navigation, strive to cultivate young maritime science and technology talents, enhance the national   marine consciousness, and update the concept of maritime power of the Chinese people.

We should explore the effective use of financial media and other means to innovate the way of science popularization, build a diversified, accurate and inclusive push channel of maritime cultural knowledge, and create a good atmosphere for the prosperity and development of maritime culture.

 

Ⅵ.   The efficiency of the Institute’s governance needs to be improved.

Firstly, we should strengthen the party's overall leadership over the Institute, implement in depth “party building strengthening the institute project”, and promote the integrated development of Party building and business. At present, we should concentrate on studying, publicizing, implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, earnestly enhancing the “four consciousness” (to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment), strengthening “the four confidences” (in the path, theory, system and culture of socialism with Chinese characteristics), ensuring “the two upholds”(the core of the general secretary Xi Jinping's Party Central Committee and the core position of the whole party, and the authority and centralized leadership of the Party Central Committee), and solidly promote the high-quality development of navigation science and technology.

Secondly, we should deepen the reform, and continue to further promote the reform of membership structure, administrative organs, personnel appointment, governance structure and management mode. We should explore and promote professionalization, gradually establish a full-time staff team with high political quality, strong professional ability and solid work style through social open recruitment.At the same time ,we should clarify the responsibilities and obligations of part-time staff, mobilize and stimulate the enthusiasm and initiative of part-time staff to fulfill their duties, and truly make the Institute stronger and better.

Thirdly, we should continuously improve the ability and level of modern governance. It is necessary to focus on the "Double First-class" goal and task of China Institute of Navigation, through deepening reform, improving the system and management system of the Institute, strengthening its "Four Services" function, and enhancing its "Five Abilities", so as to truly build the Institute into a science and technology association with innovation leading, industry dependence, social trust and member satisfaction. Fourthly, establish and improve the working system with extensive contacts and serving the grassroots. We should improve the normal docking mechanism with government departments, and promote the Institute to undertake the transfer of government functions. We should contact with local maritime institutes and other related institutions to achieve win-win cooperation and coordinated development. We should strengthen the organization construction and management of the Secretariat and branches of the institute, improve the functions, enhance the sense of service, and strictly abide by the code of conduct, so as to ensure that science and technology services produce achievements, member service produces talents, industriy service produces standards, and system service produces efficiency.
