At this year's academic annual meeting, for the first time, we have released the Blue Book of the Report on the Development of Navigation Science and Technology by the China Institute of Navigation, and for the first time, we have collectively honored the outstanding teams and individuals of the China Navigation Science and Technology Award. Just now, the brief and profound speeches of the prize-winning delegates all highlighted a theme, that is, innovation. At the fifth Plenary Session of the 19th CPC Central Committee, it was pointed out that innovation plays a central role in China's overall modernization drive, and and that self-reliance in science and technology should be taken as the strategic pillar for national development. This annual meeting is also a concrete action to implement the spirit of the Fifth Plenary Session. Here, focusing on the theme of this meeting, I would like to share with you my views on this topic.

First, we need to carry forward the spirit of scientists and craftsmanship and enhance our sense of innovation.

General Secretary Xi Jinping pointed out in his symposium with scientists on September 11 that the spirit of scientists is a precious spiritual wealth accumulated by scientific and technological workers in long-term scientific practice. Navigational scientific and technological workers should conscientiously study and understand the spirit of General Secretary Xi Jinping's important speech, actively implement the "six spirits" put forward by the central committee of the communist of China(CPC) in the Opinions on Further Carrying Forward the Spirit of Scientists and Strengthening the Construction of Work Style and Study Style, fully demonstrate the innovative spirit of climbing bravely to the peak of science and being the first, and strive to create a good atmosphere for advocating innovation and learning the advanced.

The first is the patriotic spirit. Remain true to our original aspiration and keep our mission firmly in mind. We should uphold the supremacy of national interests and people's interests, inherit and carry forward the excellent qualities of the older generation of scientists who cherish the motherland and serve the people, consciously integrate our personal ideals into the long-term goals of the nation, focus on the maritime scientific research and work hard. We should not be affected by vanity gain or fame, and we should carry forward the patriotic spirit of cherishing the motherland and serving the people.

Second, we need to focus on the strategic goal of building China into a transportation and science and technology power, focus on the frontier of maritime science and technology, focus on the main economic battlefield, and meet the major needs of the country. We need to make continuous progress in the breadth and depth of maritime science and technology, strive to solve major innovation problems in the maritime field, and promote the spirit of unity and cooperation by pooling wisdom to tackle key problems.

Third, we must have the courage to innovate, to propose new theories, open up new fields, and explore new paths. We should make great efforts to be original and unique, adhere to independent innovation and self-reliance, and strive to solve the bottlenecks, so as to realize the autonomy and control of core technologies. We should produce more high-quality original achievements and carry forward the innovative spirit of climbing bravely to the peak and being the first.

Fourth we should take models as the guide, vigorously publicize the vivid deeds of Maritime Science and technology workers who have the courage to explore and devote themselves to science, implement the principle of respecting labor, knowledge, talents and creation. We should cultivate, introduce and make good use of talents in an all-round way, create more world-class leading scientific and technological talents and innovation teams, and cultivate a reserve force of young scientific and technological talents with international competitiveness, carry forward the educational spirit of being willing to be a ladder for others and rewarding and promoting latecomers.

Second, we need to focus on the implementation of major national strategies and enhance our sense of responsibility. According to the Recommendations of the Fifth Plenary Session of the CPC Central Committee, we need to promote infrastructure development in a coordinated way, build a complete, efficient, practical, intelligent, green, safe and reliable modern infrastructure system, speed up the building of a transportation power, and improve comprehensive transport corridors, transport hubs and logistics networks. We should further study and comprehend, enhance the sense of responsibility so as to offer suggestions for the formulation of the 14th five-year Plan for comprehensive transportation system.

First, we need to actively promote the integration of multiple regulations into one in comprehensive transportation. In the Outline for Building a country with strong transportation network, it is clearly stated that it’s necessary to formulate transportation development strategies, plans and policies in a coordinated way, speed up the construction of a modern comprehensive transportation system, strengthen planning coordination, and realize "the integration of multiple regulations into one. Although water transport plays a very important role in comprehensive transport, there are still some shortcomings and deficiencies in comprehensive transport planning. We should conduct in-depth studies on fundamental, important and forward-looking strategic issues in the field of navigation and actively put forward opinions and suggestions for the formulation of plans. For example, from the perspective of building a safe, convenient, efficient, green and economical modern intelligent transportation system, we should focus on the integration of system construction, standard integration, coordination and open development. To meet the goal of "leading the world", we should focus on the research and development of key cutting-edge technologies, aim at the world's cutting-edge technologies such as new generation information technology, artificial intelligence, intelligent manufacturing, new materials and new energy, and strengthen the research and tackle forward-looking and disruptive technological problems that may lead to changes in the transportation industry, especially in the shipping industry.

Second, we need to actively promote digital transformation and development in the navigation sector. The Ministry of Transport has put forward the Outline of Digital Transportation Planning and Development, which we will use as a guide to promote the in-depth integration and development of new technologies such as big data, Internet, artificial intelligence, blockchain and supercomputing with the traditional shipping industry. We should take digital knowledge and information as the key production factors to promote the transformation of full-link digital intelligence and the change of operation mode of shipping industry; we should take modern information network as an important carrier to build a big data service platform and deepen the integrated development mode of "shipping, port, industry and city". Based on the effective use of information and communication technology, we should optimize the industrial structure, improve the efficiency of transportation chains and supply chains, and promote the process of global trade facilitation; we should promote the establishment of a collaborative development mechanism of cross industry, cross field and cross department digital transportation standards, give full play to the role of member enterprises in standard research, strive to carry out the standard formulation of the association, and actively participate in the coordination, exchange and cooperation of the formulation and revision of international standards. The digital transformation of traditional enterprises is much more difficult than that of Internet enterprises. Therefore, we must have the courage to innovate and upgrade in the aspects of competition mechanism, reform path, incentive guarantee, business model, business and technology integration, technology management system, etc.

Third, we need to actively promote new infrastructure projects to support the integrated development of the "four networks". The smart infrastructure composed of information network, artificial intelligence and other innovative technologies should be the infrastructure of transportation infrastructure, which should be the key content of the "new infrastructure". With this support, the integrated development of transportation infrastructure network, transportation service network, energy network and information network (the "four networks") should be vigorously promoted. With smart transportation as the goal and driven by scientific and technological innovation, we need to overcome the difficulties and obstacles in the integration of the "four networks" and gradually form an open, sharing, mutually reinforcing and virtuous cycle. We need to implement the new concept of green and ecological development, incorporate the application of new and clean energy into the smart and green transportation and energy systems, strengthen the vulnerabilities in the industrial foundation for integrated development, open the threshold of mutual connection, reduce the cost of safe application, improve the efficiency and efficiency of use, and improve the institutional system for integrated development.

Fourth, we need to actively promote the modernization of transportation governance system and governance capacity. Centering on the important goal of modernization of transportation governance system and governance capacity, we should strive to build a well-organized, scientific, standardized, and effective transportation system, and improve a modern transportation governance model which is interdisciplinary, networked, and whole-process. We should build an intelligent transportation system with perfect, advanced and intelligent traffic management to realize the modernization of transportation governance capacity; we should take the goal of becoming a maritime power and a shipping power as our own responsibility, be good at raising major scientific and engineering problems in the field of navigation, give full play to the spirit of daring to gnaw at hard bones, organize to tackle key problems, improve the ability of scientific and technological innovation and the governance system , and give play to the supporting role of science and technology, so as to speed up the construction of a transportation power and a maritime power.

Third, we should promote the construction of the "navigation science and innovation" platform and enhance the sense of service.

The 21st century is a century of oceans. In the process of realizing the great rejuvenation of the Chinese nation and undergoing major changes unseen in a century, great advances in navigation science and technology will surely be ushered in. We should not only be good at analyzing the new changes in the important period of strategic opportunities, but also seize the great opportunities brought by modern information technologies such as artificial intelligence, big data and cloud computing to the development of shipping industry. We should promote the development of smart shipping and intelligent shipping by speeding up the construction of " navigation science and innovation " platform. From China Institute of Navigation's point of view, we should mainly provide services in four aspects.

First, we need to promote the establishment of the "navigation science and innovation" platform that integrates production, learning, research and application. We should give full play to advantages of the China Institute of Navigation, rely on the scientific research resources of member units and professional committees, the expert resources of the China Institute of Navigation, and the academic strength of the local Institutes of navigation and relevant units. Through the organization of academic exchanges, think tank discussions, special forums and other forms of academic activities, we will promote maritime science and technology innovation, so as to build the "navigation science and innovation" platform into a platform for learning, applicating and innovating.

Second, we need to actively promote collaborative innovation. At present, the navigation technology has 6 national key laboratories and engineering research center, such as traffic safety emergency information technology, port hydraulic construction technology, dredging equipment, shipping technology and safety, inland waterway regulation, national water transport safety project construction, and has 23 key laboratories and R&D centers of water transportation industry.  In the future, there are two channels to promote services: to apply for key research projects in the Association for science and technology every year, and to report major scientific problems and major engineering and technical problems in the field of navigation to the Association for science and technology every year. In these two aspects, the China Institute of Navigation can gather relevant research centers or laboratories to tackle key problems collectively to form innovative vitality and agglomeration effect.

Third, we need to vigorously promote young talents. We should make good use of scholarships, encourage aspiring young people to love navigation, love the ocean, and study hard; we should carry out the evaluation of "Youth Science and technology award of the China Institute of Navigation " and vigorously cultivate and select outstanding young scientific and technological talents; we should recommend the backup candidates of "Youth education project", and actively recommend outstanding young Maritime Science and technology leaders to the Association for science and technology.

Fourth, we need to actively study supporting policies. In accordance with the requirements of the fifth Plenary Session of the 19th CPC Central Committee, we should carry out in-depth research and put forward effective policy opinions and suggestions from the aspects of perfecting the system and mechanism of scientific and technological innovation, stimulating the innovation vitality of talents, improving the mechanism of scientific and technological evaluation, optimizing the scientific and technological reward projects, establishing the mechanism of scientific and technological alliance, and deepening the reform of the China Institute of Navigation itself.
