CIN Deputy Secretary General Gu Weiguo Attended the Exchange Conference on Innovation-driven Assistant Project Held by CAST

The Exchange Conference on Innovation-driven Assistant Project was held by CAST(China Association for Science and Technology) in Ningbo, Zhejiang Province, China, on April 13 to 14, 2017. The China Institute of Navigation (CIN) Deputy Secretary General Gu Weiguo attended this conference.

The primary goal of this conference was to stress that CAST shall implement the key points of the speech made by Secretary-general Xi Jinping in the three major conferences of China on Science and technology, summarizing the new approach on the Assistant Project, exchanging ideas and putting forward creative modes to make more achievements around the Strategy of Innovation-driven Development, and deepen the development of the Assistant Project in the future so as to build the Innovation-driven Assistant Project 2.0.

Others attending the conference included: Li Yuanchao, a member of the Political Bureau of the CPC Central Committee, Vice President of PRC ; Wan Gang, Chairman of the Chinese people’s Political Consultative Conference, Chairman of CAST, Minister of Ministry of Science and Technology of PRC ; the Secretary Shang Yong,  the leaders Xiang Changle and Song Jun of the CAST’s Party Leadership Group.

The Deputy Secretary General Gu Weiguo mainly recorded the key points of the speeches made by Li Yuanchao, Wan Gang, Shang Yong.

Li Yuanchao acknowledged the achievement CAST has made on Innovation-driven Assistant Project in 5 aspects:

  1. The platform for innovative applications had been built;
  2. The scientific and technological achievements had been put into practice;
  3. It contributed to the innovation and entrepreneurship of S&T talents.
  4. It effectively helped the government to make scientific policy;
  5. The new cooperation modes among the CAST, CIN, and other local corporations had been explored and the CIN-corporation joint venture and the community of synergetic innovation of the industrial cluster had been built.

Meanwhile, he put forward his expectations for the further implementation of the Innovation-driven Assistant Project in four aspects as follows:

  1. Focus the demand of the industrial transformation and upgrading, and provide the new impetus to develop economy;
  2. Break through the bottle neck of the application of scientific and technological achievements in order to realize their social value;
  3. Continue the contribution to the innovation and entrepreneurship of S&T talents who shall play the key role.
  4. Promote the innovations of the CAST’s sectors and work, and expand itssocial service function.

Wan Gang gave emphasis to the implementation of Innovation-driven Assistant Project in his speech in four aspects as follows:

  1. Adhere to the demand orientation and initiative supply, commencing at both ends;
  2. Set the focal projects as the example to promote the comprehensive innovation;
  3. Integrate all parties to realize the collaborative innovation, cooperation and mutual benefit;
  4. Improve the mechanism and ensure that every projects will be fully implemented.

Shang Yong pointed that we shall positively explore the following 3 effective approaches and 1 mode including:

  1. The approach which can promote the deeper integration among the science, technology and economy for the application of the scientific and technological achievements;
  2. The approach which can push forward the comprehensive innovation experiments for the regional economic development;
  3. The approach which can serve the new normal of the economic development for targeted poverty alleviation by science and technology;
  4. The mode which can deepen the open innovation for talents introduction.

The Deputy Secretary General Gu Weiguo expressed that he would carefully sort out what had been discussed about in this conference and present report which carried the unchanged message to the leader and the Secretariat of CIN, and carry out the relevant requirement in the Innovation-driven Assistant Project.
