He Jianzhong is member of the 13th CPPCC National Committee and president of the China Institute of Navigation.
He successively served as Deputy Secretary of Party Committee and general manager of China Yangtze Shipping Group and Shanghai Changjiang Shipping Co., Ltd, Secretary of the Party Committee and deputy director of the Maritime Safety Administration of the Ministry of Transport from 2001 to 2005; as deputy mayor of the People's government of Dalian Municipality from 2005 to 2007; as director of the Department of Structural Reform Laws and Regulations under the Ministry of Transport from 2007 to 2011; as director and Party Leadership Group Member of the Department of Policies, Laws and Regulations under the Ministry of Transport from October 2011 to April 2013; as Party Leadership Group Member and vice Minister of the Ministry of Transport from April 2013 to May 2019, and as the president of the China Institute of Navigation from November 2019.
