2020 International Seminar on Arctic Sustainable Development and Navigation Safety

On October 29, 2020 International Seminar on Arctic Sustainable Development and Navigation Safety, sponsored by China Institute of Navigation(CIN), the People’s Government of Dalian Municipality and Dalian Maritime University(DMU), was held at DMU. He Jianzhong, president of CIN, Wen xueqiong, deputy mayor of Dalian, Zheng Shaonan, secretary of the Party Committee of DMU, and Sun Yuqing, president of DMU attended the seminar.

On behalf of CIN, He Jianzhong extended warm welcome to all guests and expressed heartfelt thanks to the People’s Government of Dalian Municipality and all walks of life for their long-term concern and support for the development of China’s shipping industry. According to president He, to promote the sustainable development of Arctic shipping, we must uphold the concept of green development, strengthen the intrinsic safety of shipping, help the construction of the Belt and Road, and adapt to the needs of the new development pattern. In addition, promoting the sustainable development of Arctic shipping is a long-term process. Therefore, we should pay attention to the relationship between the current and the long-term, and focus more on systematic strategic planning; we should pay attention to the relationship between development and safety, and focus more on the basic engineering construction of navigation safety; we should pay attention to the relationship between the government and the market, and focus more on the decisive role played by the market in the allocation of resources; we should pay attention to the relationship between domestic and international, and focus more on the mutual promotion of domestic and international duel circulation, so as to achieve higher quality and higher level of opening up.

    At the opening ceremony, He Jianzhong, Wen Xueqiong and Zheng Shaonan jointly inaugurated the “Northeast Asia Arctic Shipping Research Alliance”. The alliance, initiated by DMU and other 26 units at home and abroad, is committed to creating a new platform for collaborative innovation and exchange and cooperation. It will promote the development of scientific research and personnel training under the vision of “Arctic Destiny Community” to a new height.

    The seminar consisted of three sections: keynote report, shipping sub-forum and technical sub-forum, which were conducted in the form of “online plus offline”. More than one hundred experts and scholars from domestic universities, research institutes and enterprises in shipping industry as well as those from UK, Russia, Norway, South Korea and other countries, started academic exchanges and discussions on Arctic shipping routes and regional cooperation, Arctic shipping routes and economic revitalization, Arctic navigation safety, Arctic navigation technology and equipment. The experts and scholars discussed cooperation and development, and actively proposed suggestions for China’s participation in the sustainable development of the Arctic.
