After several rounds of discussions with Li Qing, the director of Water Transport bureau and Zhou Qixin, the vice general engineer, he delegated Zhou Qixin to be responsible for the preparation. History will not forget the forefathers of CIN who have committed their whole life to Chinese shipping undertaking and unselfishly gave out their encouragement and support. On hearing this, Premier Zhou Enlai personally consulted the shipping technology and ordered to set up shipping technology disciplinary panel. Nie Rongzhen, vice premier instructed to establish shipping subject panel under the National Science and Technology Commission and ordered Ministry of Transport to make shipping science development plan.
