Zhang Baochen is the executive vice president of the Ninth Council of the China Institute of Navigation.
Zhang Baochen was born in Fuxin, Liaoning Province in 1960, graduated with a bachelor's degree in Navigation Technology, and a master's degree in Traffic Information Engineering and Control. He is a professor level senior engineer enjoying special allowance of State Council , and an expert in national science and technology forecasting, strategic international science and technology innovation cooperation, offshore oil emergency and management, academic committee director of the China Waterborne Transport Research Institute, and the chairman of the Advisory Committee of Experts on the Intelligent Shipping Technology Innovation and Comprehensive Experimental Base. In November 2019, he was elected as the executive vice president of the Ninth Council of the China Institute of Navigation
He has long been engaged in management, practice and scientific research in waterway safety, maritime investigation, maritime search and rescue and oil spill emergency, intelligent shipping, and so on. He successively held the posts of Director of the Security Commission Office of the Ministry of Communications, Director of the Shandong Maritime Safety Administration, Director of the Tianjin Maritime Safety Administration, and Director of China Waterborne Transport Research Institute.
He has presided over 3 national key R&D projects such as “Key Technology of Ship Intelligent Navigation and Control Based on Ship-Shore Cooperation” and many scientific research projects of the Ministry of Transport such as “Research on Prevention and Control of Mega Safety Risks in Port and Maritime Transport Based on Typical Cases”. He was awarded one special prize, four first prizes and many other prizes of China Institute of Navigation Science and Technology Award. The leadership of the Olympic sailing race maritime traffic safety and emergency protection work was commended by the Party Central Committee and the State Council. He has several books and dozens of papers published.
