Guidelines of the Ministry of Human Resources and Social Security and the Ministry of Transport on Deepening the Reform of the Professional Title System of Shipping Professional and Technical Personnel

Departments (Bureaus) of human resources and social security, and Departments (Bureaus or Commissions) of all provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps; the Changjiang River Administration of Navigation Affairs; Direct Maritime Safety Administration; the pilot agencies; the personnel departments of ministries, commission and institutions under the state council; and personnel departments of central enterprises:

In order to further implement the guidelines on deepening the reform of the professional title system issued by General Offices of the CPC Central Committee and the State Council, improve the professional title system of shipping professional and technical personnel, to complete the evaluation standard to giving full play to their enthusiasm and creativity, and to strengthen qualified shipping professional and technical personnel development,  the following guidelines are proposed for deepening the reform of the professional title system of shipping professional and technical personnel.

I. General Requirements

1. Guiding ideology

We should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, implement the guiding principles of the Party’s 19th National Congress and the second, third, and fourth plenary sessions of its 19th Central Committee in full and continue to implement the innovation-driven development strategy and the strategy of strengthening the nation through human resource development. With focusing on achieving goals, solving problems, efforts should be made to follow the growth law of shipping professional and technical personnel, grasp the professional characteristics of crews, complete the evaluation standard, innovate the evaluation methods and establish a professional title system in line with the characteristics of shipping professional and technical personnel to provide  strong talent support for speeding up the construction of a transportation power, a marine power and a seaborne power.

2. Fundamental Principles

(1) Insist on serving the development and international standards. Shipping professional and technical personnel should be guided to firmly establish the purpose of service and commit themselves to serving the shipping and the development of transportation whole-heartedly. To meet the requirements of international conventions and standards, the corresponding relationship between qualifications of crews and professional titles of shipping professional and technical personnel shall be established to promote international exchanges and cooperation among seafarers.

(2) Adhere to hierarchical classification and scientific evaluation. According to the ship class and the characteristics of the navigation area, evaluation standards are formulated in layers and categories and the evaluation mechanism is innovated to continuously improve the professionalism, pertinence and scientific nature of the evaluation of shipping professional and technical personnel.

(3) Persist in combining with practice and paying attention to performance. Combining with the actual work on board, the character, ability and performance orientation of the title evaluation should be highlighted. The evaluation focuses on professional ethics, professional behavior, emergency response capability and practical experience, guiding shipping professional and technical personnel to focus on professional behavior, emergency response level, service quality and work performance.

II. Main Contents

Through measures such as improving the system, perfecting evaluation standards, innovating evaluation mechanisms, and reforming management and service methods, a professional title system should be formed that is oriented to character, ability and performance, covering various types of shipping professional and technical personnel.

1. Improve the institutional system

(1) The definition of professional categories. To adapt to the development of ship electrical and electronic technology, the ship electronic specialty is established with the amalgamation of original electrical machinery and radio specialty. The adjusted professional titles of shipping professional and technical personnel are divided into four professional categories: ship navigation, marine engine, ship electronics and ship pilotage.

(2) The addition of high professional titles. The titles of professional and technical personnel on board are divided into junior, intermediate and senior levels, with junior titles divided into member and assistant levels, and senior titles divided into deputy and full senior levels. The titles of member, assistant, intermediate, deputy senior and full senior are in the following order: pilot (engineer, electrotechnical officer onboard, pilot), assistant pilot (assistant engineer, assistant electrotechnical officer onboard, assistant pilot), intermediate pilot (intermediate engineer, intermediate electrotechnical officer onboard, intermediate pilot), senior captain (senior chief engineer, senior electrotechnical officer onboard, senior pilot) and full senior captain (full senior chief engineer, full senior electrotechnical officer onboard, full senior pilot).

(3) The realization of the effective connection between the professional title system and the crew professional qualification system. Shipping professional and technical personnel can obtain crew qualifications corresponding to junior and intermediate titles. According to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and the Regulation of the People's Republic of China on Seamen, the corresponding relationship between the junior and intermediate titles and the professional qualification of seafarers should be adjusted dynamically in accordance with the future development direction of shipping professional and technical personnel service. The correspondence is formulated and published by the Ministry of Transport and submitted to the Ministry of Human Resources and Social Security for the record.

(4) Shipping professional and technical personnel at all levels of titles correspond to the grades of professional and technical post of the institutions. Full senior corresponds to grade one to four with deputy senior corresponding to grade five to seven, intermediate corresponding to grade eight to ten, assistant corresponding to grade eleven to twelve and member corresponding to grade thirteen.

2. The improvement of evaluation standards

(1) The professional ethics of shipping professional and technical personnel are prominently evaluated. Professional ethics are always given top priority, and the prevention and handling of safety accidents and compliance with traffic safety and pollution prevention regulations in the daily work of crew members are important elements of the evaluation, guiding the shipping professional and technical personnel to consciously abide by laws and regulations, be diligent and conscientious, participate in management, strengthen their services, and continuously improve their professional ethic and competence. The integrity management evaluation mechanism should be established and punishment against defaulters should be reinforced. Academic fraud and qualification fraud shall be prohibited, and all professional titles obtained through violations of discipline and regulations shall be revoked.

(2) The fully reflection of professional characteristics and the mainly evaluation of performance levels and actual contributions. In view of the practical professional characteristics of the ship series and focusing on the needs of the long-term development of the crew, the safety record, work performance, practical experience and contribution are taken as the main contents of the evaluation. The weights of the evaluation indexes, such as technological innovation, patent, technology popularization and standard setting are increased, and the economic and social benefits are highlighted. The representative work system is implemented with emphasis on the quality of the results. On the basis of occupational classification and with an application-oriented approach, the evaluation of the practical operating ability and comprehensive quality of crew members is strengthened, objectively reflecting the suitability of professional and technical personnel on board.

(3) We should pay attention to the grassroots. For those who have been working at the grass-roots level for a long time, especially those professional and technical personnel who are engaged in urgent, difficult, dangerous and heavy tasks, we should appropriately relax the requirements of education and qualifications, and focus on their actual work performance.

(4) The national standards, regional standards and unit standards shall be combined. The Ministry of Human Resources and Social Security and the Ministry of Transport are responsible for formulating the Basic Standards for the Evaluation of Senior Professional titles of Shipping Professional and Technical personnel (attached). Each province (autonomous region and municipality) may formulate its own regional standards in accordance with the economic and social development of the region. The employer with the right of independent evaluation may formulate its own standards in light of its own actual situation. Regional standards and unit standards shall not be lower than national standards. The evaluation standards for junior and intermediate professional titles shall be implemented in accordance with the standards of crew qualification examination.

3. The innovation of the evaluation methods.

(1) The enrichment of evaluation methods. A variety of evaluation methods, such as examinations and expert appraisals, are adopted to establish evaluation methods adapted to the professional characteristics of shipping professionals and technical personnel at different levels. The junior and intermediate titles are awarded by examination, which is conducted in conjunction with the crew qualification examination. Deputy senior and full senior titles are evaluated by means of peer expert review, with emphasis on the professional ethics, competence and work performance of the shipping professional and technical personnel.

(2) Strengthen the construction of the evaluation committee. Improve the industry evaluation mechanism and selection mechanism of experts based on peer expert review. Strengthen the construction of the database of evaluation experts to actively absorb first-line professional experts with rich experience, and carry out dynamic management. Improve the working procedures and rules of the evaluation committee, clearly define the responsibilities of the staff and experts of the committee, and strengthen the organization and management of the review committee. An open system with open policies, open standards, open procedures and open results should be established to ensure the objectivity and impartiality of the evaluation of professional titles of shipping professional and technical personnel.

4. The improvement of management and service methods

(1) The authority of professional title evaluation should be reasonably delegated. According to the needs of the construction of shipping professional and technical personnel, and on the premise of ensuring the quality of evaluation, full senior professional titles are generally organized and evaluated by the Ministry of Transportation. We should give full play to the leading role of employers in the evaluation of professional titles, and gradually devolve the power of evaluation of deputy and full senior professional titles to large enterprises and institutions with conditions and willingness. The title review committees at all levels set up by each unit shall be approved and recorded in accordance with the procedures, and shall carry out title review work in a standardized manner.

(2) Smooth title  application channels. Social organizations such as qualified industry associations or societies and public personnel service agencies should be explored to provide title  application services for the crew members of private enterprises and society to ensure that the crew members of private enterprises and society participate in the  application and evaluation of titles in a fair and impartial manner.

(3) Strengthen the information construction of professional title management. With the implementation of reform requirements to streamline administration and delegate power, improve regulation, and upgrade services, combined with the professional characteristics of crews, a crew member with a certificate of competency can be regarded as having a primary or intermediate title in the ship series, and the corresponding professional and technical qualification certificates shall be issued. The Ministry of Transport is responsible for producing and organizing the issuance of such certificates, and electronic certificates will be gradually implemented. We will strengthen the information management of the professional titles evaluation of shipping professional and technical personnel, promote the digitization of professional and technical files of professional titles, and gradually realize online application, acceptance, result inquiry and certificate inspection of professional titles. 

III. Organization and implementation

1. Unity of thinking and the strengthening of leadership. The reform of the shipping professional and technical personnel title system is an important part of the reform of the title system in series, with a strong policy and wide scope, so all localities should attach great importance to it, strengthen leadership and clarify work responsibilities to ensure that the reform of the shipping professional and technical personnel title system advances smoothly. Human resources and social security departments at all levels, together with transportation and other relevant departments, shall be responsible for policy formulation, organization and implementation, supervision and inspection of the reform of the national shipping professional and technical personnel title system. All relevant departments must work closely together, strengthen publicity and do a good job in relevant work.

 

2. Careful organization and prudent implementation. All localities and relevant units should implement the reform measures in conjunction with the actual situation, and the evaluation of the professional and technical titles should be carried out in strict accordance with the provisions of this guideline, and the evaluation standards should not be lowered arbitrarily, and the scope of evaluation should not be expanded without authorization. The shipping professional and technical qualification certificate that has been obtained before the issuance of this guidance shall directly correspond to the new one, and the certificate will not be renewed in principle.

3. We should strengthen supervision to ensure fairness. The reform of the shipping professional and technical personnel title system involves the immediate interests of the majority of crew members. All evaluation institutions should strictly standardize the evaluation procedures. We should perfect the supervision mechanism for the evaluation and appointments, conscientiously implement the system of avoidance, publicity and random checks for the evaluation of titles, establish a review and complaint mechanism to give full play to the supervisory role of the discipline inspection and supervision departments and the general crew. The integrity commitment and disciplinary mechanism for breach of trust should be improved to ensure the fairness and standardization of the title evaluation process and the openness and transparency of the evaluation and appointment process.

This guidance applies to professional and technical personnel working on the following types of ships.

(1) Navigation and ship electronic professional and technical personnel of 100 gross tons and above sea-going vessels, inland vessel and non-self-propelled engineering vessel of class I, II and III.

(2) Sea harbor (inland river) pilot

(3) Marine engine professional and technical personnel of sea-going vessels with main propulsion power plant of 220kw and above, inland vessel with main propulsion power unit of 75kW and above and non-self-propelled engineering vessel of class I, II and III.

The evaluation of the professional titles of professional and technical personnel working on fishery vessels shall be carried out with reference to these guidelines, and the specific measures shall be formulated separately.

Annex 1

Basic standard for evaluation of senior professional titles of ship professional and technical personnel.

I. Compliance with the Constitution and laws of the People's Republic of China.

II. Both integrity and ability, and dedication to work with good professional ethics.

III. Physical conditions and psychological quality of meeting the post requirements.

IV. The obtainment of corresponding valid professional qualification certificate of crew (pilot)

V. In addition to the above-mentioned basic conditions, the ship professional and technical personnel shall respectively meet the following requirements for the application of senior professional titles:

Senior captain

1. Requirements for service period

After serving as the captain of the corresponding ship for 12 months or more in the past 5 years, and obtaining the intermediate title of ship navigation, one of the following conditions shall be met:

(1) Served as the captain of the unlimited navigation area for 24 months.

(2) Served as the captain of the coastal navigation area for 30 months.

(3) Served as the captain of non-self-propelled engineering vessel or marine non-transport ships for 36 months.

(4) Served as the captain of inland vessel of 3000 gross tons and above or inland towboat of 1500 kilowatts and above for 24 months.

(5) Served as the captain of inland vessel of 1000 to 3000 gross tons or inland towboat of 500 to 1500 kilowatts for 30 months.

(6) Served as the captain of inland vessel of 600 to 1000 gross tons or inland towboat of 441 to 500 kilowatts for 36 months.

2. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) A good understanding of relevant laws, rules and regulations, and an accurate knowledge of the technical standards, norms and corresponding management requirements of the profession.

(3) Understand the current technological situation and development trend at home and abroad, and be familiar with relevant new knowledge and new theories.

3. Competency requirements

(1) Proficient in ship operation technology with rich practical experience in ship navigation, be able to solve theoretical and technical problems within the scope of the profession.

(2) Be familiar with the basic theory and professional knowledge of ship navigation, have a high professional and technical level, and conduct technical exchanges at international and domestic academic conferences (national).

(3) Be able to follow the frontier level of the development of ship navigation professional technology and explore new research fields, and has outstanding achievements in training and improving the technical and management level of shipping professional and technical personnel, and can guide intermediate professional and technical personnel of ship navigation to carry out business learning and technical work.

4. Performance requirements

Since obtaining the intermediate professional title of ship navigation, one of the following achievements has been achieved:

(1) Outstanding professional competence and significant economic benefits in the work of ship professional and technical posts, or in ship repair, technical innovation and technical transformation.

(2) In the event of loss of control of the ship, distress and other critical situations, or in the event of serious damage to facilities, a remarkable achievement was made by the adoption of decisive and effective measures to prevent major losses of human life or national property.

(3) 28 years of professional and technical work in the shipping industry, a total of 216 months on board, a good safety record, a certain degree of influence and recognition by experts in the industry.

(4) Participating in the completion of relevant projects at the national, provincial or ministerial level that are considered influential by peer experts, and the results of the projects have been adopted.

(5) Participating as a main drafter in the formulation of national standards and industry standards.

(6) Making written proposals that are fully adopted in the revision of conventions, rules and documents of international organizations or maritime related as a leader.

(7) The innovation of ship safety management, with no less than 5 vessels under management in the past 3 years, no general or above liability accidents, PSC/FSC inspection involved in the project in charge without ISM defects or detention

(8) Experience in major national events or emergency tasks with commendations or awards at the provincial, ministerial or above level. The title of Model Worker or Advanced Worker at the provincial, ministerial or above level, or the recognition or honorary award of technical experts in the industry at the provincial, ministerial or above level acquired in the professional and technical work in the shipping industry.

5. Assessment requirements

No crew members have scored illegal points in the past 3 years since the date ofapplication, and all the examinations have been qualified or above in the past 5 years without general or above major liability accidents.

(6) Education and qualification requirements

The engagement in the professional and technical work of ship navigation for at least 5 years after obtaining the intermediate professional title, with technical secondary school degree or above.

Full senior captain

1. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) Unique insights on ship navigation technology with a high reputation among peer experts in this region and department.

(3) A good understanding of relevant international conventions and national laws, rules and regulations, and an accurate knowledge of the technical standards, procedures and norms of the profession.

(4) The ability to accurately grasp and timely track the current technological situation and development trend at home and abroad.

2. Competency requirements

(1) Abundant practical experience and a high level of professional technical ability. The ability to complete the tasks in a variety of complex situations and help guide and solve theoretical and technical problems within the scope of the ship navigation.

(2) Persist in working in the front line of production and safety management, have strong guiding ability in training and improving the business technology and safety management level of ship professional and technical personnel, and have the ability to inspect and supervise the work and study of senior captains.

3. Performance requirements

Since obtaining the professional title of senior captain, one of the following achievements has been achieved:

(1) Presided over and mainly undertook more than three ship technical transformation, equipment improvement or planning and design work, and achieved significant economic or social benefits.

(2) Solved major key technical problems or filled the gaps in a certain technical field of domestic counterparts in the scientific research practice of ship production.

(3) Presided over the formulation of the technical development plan with advanced level at home and abroad for the profession or industry, and wrote the demonstration report or technical scheme of national engineering and scientific research projects.

(4) Presided over the drafting and formulation of national standards, industry standards, regulations (norms), planning with formal publication and implementation.

(5) 33 years of professional and technical work in the shipping industry, a total of 240 months on board, a good safety record, the unique insights on technology and theory of the profession, a certain degree of influence and recognition by experts in the industry.

(6) Obtained more than one national invention patent or more than three national utility model patents related to the profession as the first completer, and achieved remarkable social and economic benefits after implementation.

(7) In the event of loss of control of the ship, distress and other critical situations, or in the event of serious damage to facilities, remarkable achievements were made by the adoption of decisive and effective measures to prevent major losses of human life or national property on many occasions.

(8) Leading the completion of relevant projects at the national, provincial or ministerial level that were considered influential by peer experts, and the results of the projects were adopted

(9) As a coordinator of meetings, working groups, drafting groups or correspondence groups, and expert groups in the revision of conventions, rules and documents of international organizations or maritime related.

4. Assessment requirements

Work experience of three months or more in the corresponding position on the corresponding ship in the past five years. No crew members have scored illegal points in the past 5 years since the date of application, and all the examinations have been qualified or above in the past 5 years with at least 1 year of excellence during the period as a senior captain. No general or above major liability accidents.

(5) Education and qualification requirements

The engagement in the professional and technical work of ship navigation for at least 5 years after obtaining the professional title of senior captain, with college degree or above.

Senior chief engineer

1. Requirements for service period

After serving as chief engineer of the corresponding ship for 12 months or more in the past 5 years, and obtaining the intermediate title of marine engine, one of the following conditions shall be met:

(1) Served as the chief engineer of the unlimited navigation area for 24 months.

(2) Served as the chief engineer of the coastal navigation area for 30 months.

(3) Served as the chief engineer of non-self-propelled engineering vessel or marine non-transport ships for 36 months.

(4) Served as the chief engineer of inland vessel of 500 kilowatts and above for 30 months.

(5) Served as the chief engineer of inland vessel of 441 to 500 kilowatts for 36 months.

2. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) A good understanding of relevant laws, rules and regulations, and an accurate knowledge of the technical standards, norms and corresponding management requirements of the profession.

(3) Master the knowledge of ship resource management in this profession and apply it skillfully in work.

(4) Keep well-informed about the current technological situation and development trend at home and abroad, and be familiar with relevant new knowledge and new theories.

3. Competency requirements

(1) Proficient in marine engine management technology with rich practical experience, be able to solve theoretical and technical problems within the scope of the profession.

(2) Be familiar with the basic theory and professional knowledge, have a high professional and technical level, and conduct technical exchanges at international and domestic academic conferences (national).

(3) Be able to follow the frontier level of the development of marine engine technology and explore new research fields, and has outstanding achievements in training and improving the technical and management level of shipping professional and technical personnel, and can guide intermediate professional and technical personnel of marine engine to carry out business learning and technical work.

4. Performance requirements

Since obtaining the intermediate title of marine engine, one of the following achievements has been achieved:

(1) Outstanding professional competence and significant economic benefits in the work of shipping professional and technical posts, or in ship repair, technical innovation and technical transformation.

(2) In the event of loss of control of the ship, distress and other critical situations, or in the event of serious damage to facilities, a remarkable achievement was made by the adoption of decisive and effective measures to prevent major losses of human life or national property.

(3) 28 years of professional and technical work in the shipping industry, a total of 216 months on board, a good safety record, a certain degree of influence and recognition by experts in the industry.

(4) Participating in the completion of relevant projects at the national, provincial or ministerial level that are considered influential by peer experts, and the results of the projects have been adopted.

(5) Participating as a main drafter in the formulation of national standards and industry standards.

(6) Making written proposals that are fully adopted in the revision of conventions, rules and documents of international organizations or maritime related as a leader.

(7) Experience in major national events or emergency tasks with commendations or awards at the provincial, ministerial or above level. The title of Model Worker or Advanced Worker at the provincial, ministerial or above level, or the recognition or honorary award of technical experts in the industry at the provincial, ministerial or above level acquired in the professional and technical work in the shipping industry.

(8) Managed no less than 4 vessels, with a 100% PSC inspection pass rate in the past 5 years. Presided over and mainly supervised the construction of two or more vessels in ship repair and supervision, making use of new technologies and achieving remarkable economic or social benefits.

5. Assessment requirements

No crew members have scored illegal points in the past 3 years since the date of application, and all the examinations have been qualified or above in the past 5 years without general or above major liability accidents.

6. Education and qualification requirements

The engagement in the professional and technical work of marine engine for at least 5 years after obtaining the intermediate professional title, with technical secondary school degree or above.

Full senior chief engineer

1. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) Unique insights on the profession and a high reputation among peer experts in this region and department.

(3) A good understanding of relevant international conventions and national laws, rules and regulations, and an accurate knowledge of the technical standards, procedures and norms of the profession.

(4) Master the knowledge of ship resource management in this profession and apply it skillfully in work.

(5) The ability to accurately grasp and timely track the current technological situation and development trend at home and abroad.

2. Competency requirements

(1) Abundant practical experience and a high level of professional technical ability. The ability to complete the tasks in a variety of complex situations and help guide and solve theoretical and technical problems within the scope of the profession.

(2) Persist in working in the front line of production and safety management, have strong guiding ability in training and improving the business technology and safety management level of shipping professional and technical personnel, and have the ability to inspect and supervise the work and study of senior chief engineer.

3. Performance requirements

Since obtaining the professional title of senior chief engineer, one of the following achievements has been achieved:

(1) Presided over and mainly undertook more than three ship technical transformation, equipment improvement or planning and design work, and achieved significant economic or social benefits.

(2) Solved major key technical problems or filled the gaps in a certain technical field of domestic counterparts in the scientific research practice of ship production.

(6) Obtained more than one national invention patent or more than three national utility model patents related to the profession as the first completer, and achieved remarkable social and economic benefits after implementation.

(7) In the event of loss of control of the ship, distress and other critical situations, or in the event of serious damage to facilities, remarkable achievements were made by the adoption of decisive and effective measures to prevent major losses of human life or national property on many occasions.

(8) Leading the completion of relevant projects at the national, provincial or ministerial level that were considered influential by peer experts, and the results of the projects were adopted.

(9) As a coordinator of meetings, working groups, drafting groups or correspondence groups, and expert groups in the revision of conventions, rules and documents of international organizations or maritime related.

4. Assessment requirements

Work experience of three months or more in the corresponding position on the corresponding ship in the past five years. No crew members have scored illegal points in the past 5 years since the date of declaration, and all the examinations have been qualified or above in the past 5 years with at least 1 year of excellence during the period as a senior chief engineer. No general or above major liability accidents.

(5) Education and qualification requirements

The engagement in the professional and technical work of marine engine for at least 5 years after obtaining the professional title of senior chief engineer, with college degree or above.

Senior electrotechnical officer onboard

1. Requirements for service period

(1) Served as first class radio electronic operator for 24 months.

(2) Served as ship electrical and electronic officer for 72 months.

2. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) A good understanding of relevant laws, rules and regulations, and an accurate knowledge of the technical standards, norms and corresponding management requirements of the profession.

(3) Master the knowledge of ship resource management in this profession and apply it skillfully in work.

(4) Understand the current technological situation and development trend at home and abroad, and be familiar with relevant new knowledge and new theories.

3. Competency requirements

(1) Proficient in ship operation technology with rich practical experience in ship electronics, be able to solve theoretical and technical problems within the scope of the profession.

(2) Be familiar with the basic theory and professional knowledge, have a high professional and technical level, and conduct technical exchanges at international and domestic academic conferences (national).

(3) Be able to follow the frontier level of professional technology development and explore new research fields, and has outstanding achievements in training and improving the technical and management level of ship professional and technical personnel, and can guide intermediate professional and technical personnel of ship electronic to carry out business learning and technical work.

4. Performance requirements

Since obtaining the intermediate title of ship electronics, one of the following achievements has been achieved:

(1) Outstanding professional competence and significant economic benefits in the work of shipping professional and technical posts, or in ship repair, technical innovation and technical transformation.

(2) In the event of loss of control of the ship, distress and other critical situations, or in the event of serious damage to facilities, a remarkable achievement was made by the adoption of decisive and effective measures to prevent major losses of human life or national property.

(3) 28 years of professional and technical work in the ship electronics, a total of 216 months on board, a good safety record, a certain degree of influence and recognition by experts in the industry.

(4) Participating in the completion of relevant projects at the national, provincial or ministerial level that were considered influential by peer experts, and the results of the projects were adopted.

(5) Participating as a main drafter in the formulation of national standards and industry standards.

(6) Making written proposals that are fully adopted in the revision of conventions, rules and documents of international organizations or maritime related as a leader.

(7) Experience in major national events or emergency tasks with commendations or awards at the provincial, ministerial or above level. The title of Model Worker or Advanced Worker at the provincial, ministerial or above level, or the recognition or honorary award of technical experts in the industry at the provincial, ministerial or above level acquired in the professional and technical work in the shipping industry.

5. Assessment requirements

No crew members have scored illegal points in the past 3 years since the date of application, and all the examinations have been qualified or above in the past 5 years without general or above major liability accidents.

6. Education and qualification requirements

The engagement in the professional and technical work of ship electronics for at least 5 years after obtaining the intermediate professional title, with technical secondary school degree or above.

Full senior electrotechnical officer onboard

1. Professional knowledge requirements.

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) Unique insights on the profession and a high reputation among peer experts in this region and department.

(3) A good understanding of relevant international conventions and national laws, rules and regulations, and an accurate knowledge of the technical standards, procedures and norms of the profession.

(4) Master the knowledge of ship resource management in this profession and apply it skillfully in work.

(5) The ability to accurately grasp and timely track the current technological situation and development trend at home and abroad.

2. Competency requirements

(1) Abundant practical experience and a high level of professional technical ability. The ability to complete the tasks in a variety of complex situations, and help guide and solve theoretical and technical problems within the scope of the ship electronics.

(2) Persist in working in the front line of production and safety management, have strong guiding ability in training and improving the business technology and safety management level of shipping professional and technical personnel, and have the ability to inspect and supervise the work and study of senior electrotechnical officer onboard.

3. Performance requirements

Since obtaining the professional title of senior electrotechnical officer, one of the following achievements has been achieved:

(1) Presided over and mainly undertook more than three ship technical transformation, equipment improvement or planning and design work, and achieved significant economic or social benefits.

(2) Solved major key technical problems or filled the gaps in a certain technical field of domestic counterparts in the scientific research practice of ship production.

(3) Presided over the formulation of the technical development plan with advanced level at home and abroad for the profession or industry, and wrote the demonstration report or technical scheme of national engineering and scientific research projects.

(4) Presided over the drafting and formulation of national standards, industry standards, regulations (norms), planning with formal publication and implementation.

(5) 33 years of shipping professional and technical work, a total of 240 months on board, a good safety record, the unique insights on technology and theory of ship electronics, a certain degree of influence and recognition by experts in the industry.

(6) Obtained more than one national invention patent or more than three national utility model patents related to the profession as the first completer, and achieved remarkable social and economic benefits after implementation.

(7) In the event of loss of control of the ship, distress and other critical situations, or in the event of serious damage to facilities, remarkable achievements were made by the adoption of decisive and effective measures to prevent major losses of human life or national property on many occasions.

(8) Leading the completion of relevant projects at the national, provincial or ministerial level that were considered influential by peer experts, and the results of the projects were adopted.

(9) As a coordinator of meetings, working groups, drafting groups or correspondence groups, and expert groups in the revision of conventions, rules and documents of international organizations or maritime related.

(10) No less than 5 ships have been managed in the past 5 years, no liability accidents have occurred, and no defects have been found in the PSC inspection related projects. The measures of reducing cost and increasing efficiency, saving energy and reducing consumption, and improving technology are adopted to achieve great economic benefits.

4. Assessment requirements

Work experience of three months or more in the corresponding position on the corresponding ship in the past five years. No crew members have scored illegal points in the past 5 years since the date of application, and all the examinations have been qualified or above in the past 5 years with at least 1 year of excellence during the period as a senior electrotechnical officer onboard. No general or above major liability accidents.

(5) Education and qualification requirements

The engagement in the professional and technical work of ship electronics for at least 5 years after obtaining the professional title of senior electrotechnical officer, with college degree or above.

Senior pilot

1. Requirements for service period

Served as a first-class pilot in sea harbor or inland waterway for at least 24 months. Have not less than 240 pilots (or 12 months) experience in pilotage or pilotage safety business management in the last 5 years.

2. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) A good understanding of relevant laws, rules, regulations and international conventions, and an accurate knowledge of the technical standards, norms and corresponding management requirements of the profession.

(3) Master the knowledge of ship resource management in this profession and apply it skillfully in work.

(4) Understand the current technological situation and development trend at home and abroad, and be familiar with relevant new knowledge and new theories.

3. Competency requirements

(1) Proficient in ship pilotage operation with rich practical experience, be able to solve theoretical and technical problems within the scope of the profession.

(2) Be familiar with the basic theory and professional knowledge, have a high professional and technical level, and conduct technical exchanges at international and domestic academic conferences (national).

(3) Be able to follow the frontier level of professional technology development and explore new research fields, and has outstanding achievements in training and improving the technical and management level of pilot, and can guide intermediate professional and technical personnel of ship pilotage to carry out business learning and technical work.

4. Performance requirements

Since obtaining the intermediate title of ship pilotage, one of the following achievements has been achieved:

(1) Outstanding contributions to the construction of the port, experience in emergency, difficult, dangerous and heavy pilotage tasks, and experience in the solution of pilotage problems with remarkable achievements.

(2) 28 years of shipping professional and technical work, a good safety record, a certain degree of influence and recognition by experts in the industry.

(3) Participating in the completion of relevant projects at the national, provincial or ministerial level that were considered influential by peer experts, and the results of the projects were adopted.

(4) Participating as a main drafter in the formulation of national standards and industry standards.

(5) Making written proposals that are fully adopted in the revision of conventions, rules and documents of international organizations or maritime related as a leader.

(6) Experience in major national events or emergency tasks with commendations or awards at the provincial, ministerial or above level. The title of Model Worker or Advanced Worker at the provincial, ministerial or above level, or the recognition or honorary award of technical experts in the industry at the provincial, ministerial or above level acquired in the professional and technical work in the shipping industry.

5. Assessment requirements

No crew members have scored illegal points in the past 3 years since the date of application, and all the examinations have been qualified or above in the past 5 years. No major or above water traffic accident with corresponding or major responsibilities.

6. Education and qualification requirements

The engagement in the professional and technical work of ship pilotage for at least 5 years after obtaining the intermediate professional title, with technical secondary school degree or above.

Full senior pilot

1. Professional knowledge requirements

(1) Systematic and solid basic knowledge of the professional theory, the theoretical knowledge of relevant professional fields with in-depth research and a high level of professional theory.

(2) Unique insights on the profession and a high reputation among peer experts in this region and department with being an academic leader in the field of ship pilotage or a leader in the development of pilotage technology.

(3) A good understanding of relevant international conventions and national laws, rules and regulations, and an accurate knowledge of the technical standards, procedures and norms of the profession.

(4) The ability to accurately grasp and timely track the current technological situation and development trend at home and abroad.

2. Competency requirements

(1) Abundant practical pilotage experience and a high level of professional technical ability. The ability to complete the tasks in a variety of complex situations, help guide and solve theoretical and technical problems within the scope of the profession.

(2) Persist in working in the front line of production and safety management, have strong guiding ability in training and improving the business technology and safety management level of pilot personnel, and have the ability to inspect and supervise the work and study of senior pilot.

3. Performance requirements

Since obtaining the professional title of senior pilot, one of the following achievements has been achieved:

(1) Presided over and mainly undertook more than three ship technical transformation, equipment improvement or planning and design work, and achieved significant economic or social benefits.

(2) Solved major key technical problems or filled the gaps in a certain technical field of domestic counterparts in the scientific research practice of ship pilotage.

(6) Obtained more than one national invention patent or more than three national utility model patents related to the profession as the first completer, and achieved remarkable social and economic benefits after implementation.

(12) Outstanding contributions to the management of pilotage safety, experience in the safety consultation and evaluation of port construction and key projects above and underwater. Or presided over the formulation of special ship guidance schemes for many times, solved major technical problems, achieved significant social benefits and approved by peer experts.

4. Assessment requirements

Pilotage experience of not less than 60 times (or 3 months) in the last 5 years. No crew members have scored illegal points in the past 5 years since the date of declaration, and all the examinations have been qualified or above in the past 5 years with at least 1 year of excellence during the period as a senior pilot, and no general or above major liability accidents.

5. Education and qualification requirements.

The engagement in the professional and technical work of ship pilotage for at least 5 years after obtaining the professional title of senior pilot, with college degree or above.
