Announcement on recommending candidates and candidate teams of the second National Innovation Award

In accordance with the relevant requirements of the Notice of Ministry of Human Resources and Social Security, China Association for Science and Technology, the Ministry of Science and Technology, and State-owned Assets Supervision and Administration Commission of the State Council on the Selection of the National Innovation Award (No. 27 [2020] of the Ministry of Human Resources and Social Security),  China Institute of Navigation (CIN) organized its members to recommend the National Innovation Award. On the basis of democratic recommendation of members, expert reviews and collective decision of the leading group, CIN organized the expert committee to evaluate the outstanding technological workers and innovation teams recommended by the members attentively, objectively and impartially, forming the priority order of recommendation. In line with the requirements and recommended quota in the notice by the four departments including the China Association for Science and Technology, the council of CIN has decided that the following individuals and teams are the candidates and candidate teams to be recommended by CIN to the superior departments, which were hereby publicized. The publicity period will be 5 days.

Ding Shuyou's major achievements and outstanding contributions

Ding Shuyou has been engaged in the research and application of intelligent control technology for dredgers. He has presided over the research and development of intelligent monitoring for modern large-scale dredgers, breaking the technological monopoly of European and American dredging powers, and helping China's dredging technology and equipment reach the international leading level. The achievements have been widely applied to modern large-scale dredgers independently designed and built in China, which has made important contributions to the construction of ports and waterways for water transport and the national defense construction of far-sea islands and reefs. He has successively won 1 national special award and 1 second award for scientific and technological progress, 1 second award for technological invention, and several provincial and ministerial awards for scientific and technological progress. He has mainly participated in the compilation of 5 international standards and 3 national standards, and won 5 national invention patents. The main achievements and outstanding contributions are as follows:

 Ding Shuyou presided over the research and development of unmanned dredging technology of cutter suction dredgers, which helped China’s intelligent control technology of cutter suction dredgers leap to the international leading level.

Dredger is an irreplaceable high-tech, high-difficulty military and civil dual-use major marine engineering equipment, which can be used for construction of far-sea islands and reefs, protection of marine rights, ports and waterways, land reclamation from the sea and so on. As for the automated monitoring system for the eyes and brain of a dredger, it’s the first international initiative of the automatic dredging system operated by an unmanned cutter-suction dredger, which solves the technical problem of autonomous dredging by cutter-suction dredger for underwater dredging and enhances the intelligence of brain.

Ding Shuyou pioneered three automatic control modes and four automatic control functions of cutter suction dredger’s intelligent automatic dredging, developed three data filtering algorithms of intelligent sensing measurement system, constructed mining and conveying mechanism model, and invented intelligent automatic dredging control method of cutter suction dredger.

He developed automatic control of lateral movement, reamer speed, bridge lifting, and steel pile vehicle, formed a model-based predictive controller and realized the unmanned control of dredging operation.

He developed the intelligent unmanned automatic dredging control software and complete set of system for cutter suction dredger and applied them to the self-developed super-large self-propelled cutter suction dredger "Tiankun" and other cutter suction dredgers of Tianjin Waterway Bureau. The real ship application proved that, comparing with manual dredging operation, the construction production efficiency was increased by more than 15%, which indicated that China's dredging equipment technology has made a major breakthrough and opened a new era of intelligent automation in China's dredging industry.

As the main research and development personnel, Ding Shuyou completed the achievement of "independent research and industrialization of large-scale marine cutter suction dredging equipment", and won National Special Award for Scientific and Technological Progress in 2019.  In the project, he presided over the development of comprehensive control and information system for large-scale marine cutter suction dredging equipment, built an integrated platform for multi-area and multi-system cooperative operation and integrated monitoring and management of dredging operations, developed the internationally-initiated 3D modeling and display of underwater dredging soil, real-time calculation of long-distance tide level, and big data intelligent analysis technology of independent dredging based on soil, achieved real-scene intelligent visual operation, precise dredging and automatic adjustment of power balance, solved the difficulty of intelligent and efficient dredging operation of dredging equipment under complex and changeable working conditions. In a word, he provided solutions of intelligent control technology for " the pillars of a great power " which contributes to China's construction of transportation and maritime power, and promoted the leapfrog development of China's dredging technology, equipment industry and application system.

Dredging monitoring system can be the dredger’s "eyes" and "brain". Its "eyes" should not only " observe " the underwater positions and postures, but also " observe " what soil to excavate. According to the dredged soil " observed " by “eyes”, “brain” adopted the corresponding technological parameters to carry out efficient dredging operation. Aiming at this technical gap in the world, Ding Shuyou has developed the following technologies: 

  1. The technology of 3D dredging soil modeling and display, enables the dredger to "observe" the soil condition in the current excavation and the predicted excavation ahead. ② The intelligent analysis technology of self- dredging big data based on dredging soil, established the analysis model of construction craft parameters for dredging soil. The computer performs real-time automatic optimization analysis through big data online in the background to obtain the construction craft parameters corresponding to the dredging soil, and provide them to the navigator or automatic control system to realize high-efficiency dredging operation.③Using GNSS RTK / PPK water level measurement technology and differential water level calculation technology, he pioneered the long-distance tide level real-time calculation method in the world, and developed the long-distance excavation precision control technology, which solved the technical problem that the water level control method of traditional coastal tide gauge stations can not meet the requirements of offshore long-distance construction excavation precision control.

Ding Shuyou has participated in the compilation of five ISO international standards for dredgers which are exclusive in the world. As the chief editor, he edited one ISO international standard of Dredging Monitoring System of Cutter Suction Dredgers, and coedited four ISO international standards of Terminology of Dredgers, Classification of Dredgers, Dredging Monitoring System of Trailing Suction Dredgers and Dredging Monitoring System of Grab Dredgers. The five international standards were promulgated and implemented in January 2019 and January 2020 respectively, which marked that China's dredging equipment technology has entered the ranks of dredging powers, and promoted Chinese dredging technology  abroad and shareChina's experience and wisdom with the world.

Yan Xinping's major achievements and outstanding contributions

Professor Yan Xinping is a technical expert in the field of waterway traffic engineering in China. He has been engaged in teaching and scientific research in the field of waterway traffic engineering for a long time. He has made pioneering engineering application achievements in wear diagnosis of marine power equipment, navigation risk control and intelligent driving. He was elected as academician of Chinese Academy of Engineering in 2019. In the past three years, he has obtained 8 invention patents authorized by China, published 3 monographs and 16 high-level papers. He won the first prize of China Navigation Science and Technology Award as the first accomplisher, Excellent Paper Award of 100 Excellent Scientific and Technological Papers Selection Plan of China Association for science and technology, Annual Paper Award of COMPIT International Conference (the only paper awarded to Chinese authors in 18 sessions) and the Honorary Person of China Intelligent Transportation Association ( the year’s only).

 Yan Xinping has actively contributed scientific and technological wisdom to the Covid-19 prevention and control. After the outbreak of the epidemic, as a front-line technological researcher in the epidemic area, he led the team to actively put forward "Suggestions on Further Strengthening the Emergency Management of Mobile Cabin Hospitals " to the Chinese Academy of engineering and Wuhan City; and in the senior political suggestions to the Ministry of transport on turning the crisis into opportunity in the epidemic, suggestions he put forward, such as vigorously developing "non-contact safety intelligent detection technology for vehicles" , were approved by the leaders of the Ministry of transport.

Yan Xinping invented the key technologies for autonomous navigation of intelligent ships, and developed the ship-shore cooperative safety assistant navigation system. He established the "navigation brain system" technology system and virtual reality integration function test platform of intelligent ships to promote the active safety technology and the innovation of equipment for ship handling in China. More than 60% of navigation accidents were caused by improper handling, negligence on duty and insufficient capacity. Therefore, he presided over the research of technology and equipment for virtual ships and intelligent driving to control human accidents and enhance the technical level of ship handling safety.

As for the problem of active control of navigators due to accidents, he was the first to propose the technology system of "navigation brain system" of intelligent ship; he  invented the test method in loop integrating real environment and digital object, and developed the functional test platform of intelligent ships with virtual and real integration; he broke through the technology, such as the real-time synchronization of multi-source heterogeneous information on navigation environment and ship status, paradigm expression and intelligent fusion.

Furthermore, he constructed the intelligent navigation control model of Underactuated Ships combining motion mechanism modeling and optimization search algorithm, and developed a ship safety auxiliary navigation system with the functions of perception enhancement, situation assessment and navigation decision-making, which was certified by China Classification Society; "Greatly improve the decision-making ability of navigators at night and in agglomerate fog, so that ferries can return safely in case of sudden dense fog (visibility less than 500 m)".

The major findings were applied in Nanjing Banqiao ferry and Zhuhai Wanshan unmanned ships test site. The international maritime Journal of Lufthansa Publishing House reported the application of "navigation brain system" in Yangtze River Ferry. The only Annual Paper Award at the International Conference on COMPIT in 2019 was the only paper awarded to Chinese authors since 18 sessions; his paper "Conceptual Design of " Navigation Brain " of Cargo Ships for Intelligent Navigation, published in Navigation of China, Vol. 40, issue 4, 2017, was awarded the Excellent Paper in the Third Excellent Scientific and Technological Paper Selection Plan of China Association for Science and Technology.

Yan Xinping broke through the key technologies for new energy ships, developed key equipment and systems such as multi-energy power system comprehensive test platform, energy efficiency management of new energy ships, management of large-capacity energy storage batteries, and marine photovoltaic grid-connected inverter, so as to form a complete set of technical system for the utilization of new energy on ships, laying a theoretical and technical foundation for the popularization and application of new energy on ships.

The waterway transport can support the development of national economy, while the air and water pollution caused by ships have reached a level that can not be ignored and need to be addressed urgently. The application of new energy on ships is the most innovative and representative green ship technology.

As for the performance evaluation and safety guarantee problems of new energy’s marine system, Yan Xinping established the evaluation method of energy saving and emission reduction for new-energy ships, overcame the key technology of safety and fire protection of marine lithium-ion battery, and developed the long-distance monitoring system of marine new energy security, which can effectively improve the safety and reliability of marine new energy technology application.

As for the problems of energy storage and energy efficiency control of new energy’s marine system, he invented the intelligent control method of energy balance, charge and discharge management of marine lithium-ion battery, and developed the battery management System (BMS )with large capacity for marine energy storage; he proposed the method of improving marine power energy efficiency based on navigation environment elements, and developed the energy efficiency management system of new energy ships; the first developed marine photovoltaic high-power controller and off-connected grid integrated inverter were the only products that have obtained the approval certificate of China Classification Society. The achievements have been applied in China's ocean and inland river transport ships, cruise ships, etc., and the world's largest shipboard photovoltaic off-connected grid system has been applied in COSCO's ship "COSCO take-off"; the core devices, such as marine photovoltaic controller and photovoltaic inverter, were exported to Indonesia, the Philippines and other countries. The achievement won the first prize of science and technology of CIN in 2018.

Zhang Huaqing's major achievements and outstanding contributions

Ⅰ.Fundamental research and cutting-edge exploration

Zhang Huaqing has mainly engaged in the fundmental research of channel system regulation technology, bedload transport rate under the joint action of wave and current, sedimentation mechanism of coastal deepwater channel, port structure and others, and has achieved important technological achievements. In 2018, he presided over the national key R & D project "intelligent monitoring and early warning and information service of inland waterway facilities".

He was responsible for the establishment of National Engineering Laboratory "port hydraulic construction technology" to support the basic theory and key technology research of water transport engineering. He developed software package for numerical simulation of water and sediment in rivers, estuaries and coasts with independent intellectual property rights in China. In 2018, China Association for Science and Technology listed the "suspension-tunnel-related technology" as one of the 60 major scientific and engineering problems in the future.

In June of 2018, as the leading expert of his company, he carried out a series of special researches on subsea suspension tunnel. For the first time in the world, his team carried out the hydroelastic integral physical model tests of anchor cable suspension tunnel. currently, they have obtained many original achievements. The achievements of the project can provide technical support for the construction of national major cross-sea passage projects, and greatly enhance the technological innovation ability and core competitiveness in the international frontier in the field of far-reaching sea  transport engineering technology.

Ⅱ.Tackling key problems in major equipment and  engineering

In recent years, Zhang Huaqing has engaged in large-scale national projects, such as the Hong Kong-Zhuhai-Macao Bridge project, Yangtze River golden waterway, the construction of island-reef and the construction of silk road port.

Technical support for the major project of Hong Kong-Zhuhai-Macao Bridge

Based on the analysis of seabed evolution and the relatively small impact of the project on Lingdingyang’s water and sediment environment, geomorphology and channels, and the local scour of piers and artificial islands, Zhang Huaqing guided the team to determine the location of the bridge site, the length of the tunnel, the shape and size of the artificial island, and the reasonable span of navigable and non-navigable holes of the bridge through multi-means innovative research and the comparison and optimization test of multiple schemes;

Under the guidance of the model test, the East-West artificial island was adjusted from the original strip shape to the oval shape and finally optimized to the goose-egg type, and the width of the upstream surface was shortened from the initial 1000m to 625m. He studied the dynamic characteristics of water and sediment comprehensively and systematically , such as Lingdingyang’s runoff, tidal current, sediment and salinity, the evolution mechanism of shoal and trough, and the response to estuary regulation and development activities. He revealed the important characteristics of "micro variability, stability and plasticity" of Lingdingyang in the Pearl River estuary, and drew an important conclusion that the basic pattern of "three beaches and two troughs" can be stable for a long time. In the construction, he provided accurate sediment back silting prediction for the placement of foundation trench and immersed tubes, and provided technical support and guarantee for the successful completion of Hong Kong-Zhuhai-Macao Bridge.

Technical support for the Project of The Yangtze River Estuary’s Deepwater Channel Regulation

The Yangtze River Estuary is the largest estuary in China, showing a pattern of three-stage bifurcations and four outlets entering the sea. Due to the dual effects of tide and runoff, the characteristics of sediment movement are complex. And the problem of mouth bar at the mouth of the Yangtze River hinders the full play of the role of the "golden channel" of the Yangtze River.

For the further implementation of the third-stage regulation project, Zhang Huaqing led his institute  in the research on the causes of siltation, developing a special mathematical model for the Yangtze River Estuary, reproducing the macro movement process and law of sediment in the Yangtze River Estuary, and revealing the mechanism of the lateral transport of high concentration sediment near the bottom of the north channel in the channel siltation. Moreover, he quantitatively analyzed the influence of upstream runoff, open sea tide level and tidal range, channel excavation depth and near bottom concentration muddy water on the channel siltation. And he calculated and analyzed the channel silting reduction effect of South guide dike heightening engineering measures. His researches provided technical support for the research on causes of siltation of deep-water channel in the Yangtze Estuary and the implementation of South guide dike heightening project. At present, the South guide dike processing project has been implemented. From the actual silting amount, the South guide dike project improved the sediment environment in the north channel and reduced the amount of sediment back silting, which is consistent with the results of the model research .

Zhang Huaqing’s  feasibility research of channel regulation project in the lower reaches of the Yangtze River in Wuyu reach guided the feasibility research of waterway depth improvement in Wuyu reach. Furthermore, he put forward the channel regulation technical scheme, and demonstrated the feasibility of the scheme by combining with the mathematical model and physical model test,. Currently, this project has been implemented.

Technical support for the construction of islands and reefs

In the construction of islands and reefs, Zhang Huaqing  studied the wave-structure-foundation coupling problem under special terrain in depth. His research revealed the law of wave breaking and evolution when the wave reaches the reef edge and the law of wave action distribution on the new type of bank revetment structure. He established the formula for calculating the length of the broken belt, and put forward the amplification factor of wave height at cylinder joint  and  the formula of wave force on the new structure.

Based on X-CT testing technology, the project revealed the law of calcareous sand’s three-dimensional internal pore distribution, established a sub-plastic constitutive model considering strain rate effect; he illustrated the bearing characteristics and failure mechanism of calcareous sand foundation by using continuous-discontinuous medium simulation method, and put forward the calculation method of bearing capacity of calcareous sand foundation. He developed the open-hole type wide-toe cylinder revetment structure suitable for far-reaching islands and reefs, and proposed the calculation method of the stability design and simplified calculation formula, which solved the major key technologies in the engineering design of island-reef revetment structure.

Technical support for the construction of ports with harsh hydrology along"21st century Maritime Silk Road"

Supported by the science and technology projects of China and the Ministry of Transport, through the research and practice of more than 20 key node ports along the Maritime Silk Road, Zhang Huaqing overcame a series of difficulties in port construction under the harsh hydrological conditions of the Maritime Silk Road. His main innovative achievements included the hydrodynamic design parameters of key nodes along the Silk Road and the calculation method of bearing capacity of soft soil foundation under cyclic load, which scientifically demonstrated the feasibility of port construction under harsh hydrological conditions and complex geology.

He revealed the dynamic response law of medium and long-term waves to the water body in the harbor basin and ship mooring, which ensured the safe operation of ports along the Silk Road under harsh hydrological conditions. He established the new structure design technology and method of port engineering along the Silk Road, and overcame the difficulties of building large-scale deep-water port under harsh hydrological conditions and soft soil foundation.

Ⅲ.Achievement transformation and Marketability

Zhang Huaqing was responsible for a number of domestic and foreign projects of ports and waterways, inland river regulation, nuclear power plant water intake and drainage, island-reef engineering construction, etc. In the past three years, he has had technological innovations and breakthroughs in the research of offshore nuclear power plant water intake and drainage, and won the second prize of National Science and Technology Progress Award. His 11 scientific and technological achievements have been appraised by experts and reached the international leading and advanced level, such as static and dynamic nondestructive diagnosis and performance improvement of wharf structural diseases, theory and practice of shoal ecological control in the Middle and lower reaches of the Yangtze River. He won 10 science and technology awards at the provincial and ministerial level or from the National Association of Industry, including 1 special award for China Marine science and technology (3/15), 3 first awards (15, 1, 2/1/15/15),1 second award (2/10); 5 first awards for science and techhnology from China Water Transport and Construction Industry Association (1/15,1/15,2/15, 2/15). He obtained 6 patents for invention and 14 patents of utility model, and he wrote 2 books. 

Jia Dashan's major achievements and outstanding contributions

Jia Dashan has been engaged in the consulting fields of water transport industry, enterprise development strategy, competitiveness research, market analysis and prediction for a long time. Since 2000, he has successively won four first awards and six second awards at the provincial and ministerial level. His "Research on the Development Strategy of Water Transport in the 21st Century" was awarded the first prize of Excellent Water Transport Engineering Consulting Achievements of the Ministry of Transport in 2002, and he won the second prize of National Excellent Engineering Consultation. His "Strategic Research on the Transformation of Highway and Waterway Transport from Traditional Industry to Modern Service Industry" was awarded the first prize of China Highway Society for Science and Technology in 2008. "Research on China's Maritime Development Strategy" was awarded the first prize of China Maritime Association for Science and Technology in 2014. "Research on Promoting China's port Transformation and Upgrading Policy" was awarded the first prize of China Port Association for science and Technology Progress in 2014. “Research on the Regulatory Reform and Opening up of China's International Maritime Market” was awarded the second prize of China Institute of Navigation for Science and Technology in 2019.

Jia Dashan successively won the "Top 100 Excellent Young People of Central Government Organs", " Science and Technology Talents of Traffic Youth " and "the Fourth Science and Technology Innovation Award of China Outstanding Youth ", "Scientific and Technological Workers Who Have Made Special Contributions to the Development of Transportation", "National Excellent Scientific and

Technological Workers" and "National Outstanding Professional and Technical Talents" and he has also been awarded the special allowance of the State Council. He was among the first level candidates of "the New Century’s Ten Thousand Talents Project" of the Ministry of Transport, and the national level candidates of the "the New Century’s Million Talents Project". His relevant research supported the opinions of the State Council on promoting the healthy development of the maritime industry, the release of several documents on the development of the industry by the Ministry of Transport and the decision-making of enterprises.

In the past three years, (1)Jia Dashan has established and improved the model of " DESSPOR " industry strategy analysis. There were many strategic research models at macro national level and enterprise level, but few on industrial level. Combined with relevant strategic models, he constructed the model of " DESSPOR " industrial development strategy analysis, provided analysis methods, and supported the research on maritime power strategy and inland river advantage strategy;

(2)Research on the development mode of maritime transport. The development mode of maritime power is not unchangeable over the time and applicable everywhere. Jia Dashan summarized and analyzed the development mode of maritime power in Portugal, Spain, the Netherlands, the United Kingdom, the United States, Japan and the European Union, so as to base on China's national conditions and social system advantages,  to form a historical opportunity and a mode of integrated ecological development with Chinese characteristics for the development of a maritime power, by means of a command of the technological change and the new maritime ecology. The mode would be further interpreted from three aspects of maritime transport, port and the construction of international shipping center.

(3) The evaluation of world-class ports. China possesses 7 of the top 10 ports in the world in terms of cargo throughput and container throughput. In view of the new situation of development and the trend of marching towards world-class, Jia Dashan put forward the connotation and evaluation index of world-class ports.

Application results of research and consultation in recent 3 years. Jia Dashan’s  personal long-term research results supported to some degree the introduction of strategic policies by the State Council and the industry, which played an important role in the development of the industry. For example, he supported the Ministry of Transport in issuing the Notice on Printing and Distributing the Development Strategy of Highway and Waterway Transport, and the State Council in issuing several opinions on Promoting the Healthy Development of the Maritime Industry. In view of the new situation of development, the research supported the” Measures of Special Financial Subsidies of the Central Government for the Obsolescence Renewal of Old Transport Ships and Single Hulled Tankers” issued by the Ministry of Finance, the Ministry of Transport, the National Development and Reform Commission and the Ministry of Industry and Information Technology.

Jia Dashan has been responsible for a number of researches on Shanghai International Shipping Center for a long time. He was jointly responsible for the research on Shanghai International Shipping Center in 2030, which provided support for the "Regulations of Shanghai Municipality on Promoting the Construction of Shanghai International Shipping Center ". The industry documents supported by strategic policy research in the past three years included: Opinions on Promoting the High-quality Development of Yangtze River Shipping and Opinions on Promoting the Construction of Modern Professional Salvage System issued by the Ministry of Transport in 2019, the Guiding Opinions on Building a World-class Port issued by the Ministry of Transport and the Development and Reform Commission and other 7 Ministries or Commissions, the Guiding Opinions on vigorously promoting the High-quality Development of Maritime Industry issued by Ministry of Transport, Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Finance, and other 3 ministries or commissions.

Monographs and papers in recent 3 years: He has published several monographs, including China's water transport development Strategy, Strategy of Maritime Power, Strategies for the Advantages of Inland Waters, and Development Mode of Maritime Power. Among them, as the first author, his Development Mode of Maritime Power was published by People's Transport Publishing House in 2018. He has published more than 170 papers, over 20 in recent three years, of which the representative papers are: “Seize the Development Opportunities in the New Period to Accelerate the Construction of Inland Waterway Infrastructure” in 2019, and “Vigorously Promote the Standardization of Inland Ships to Promote the High-quality Development of Inland Ships " in 2019 , " the Understanding of the Development of World-class Ports "in 2019, and “Review and Prospect of the Annual Development of Coastal Ports from 2017 to 2020”. These papers comprehensively introduce the development of various fields of maritime transport.

Li Ying's major achievements and outstanding contributions

Aiming at the major needs of technology and equipment for the construction of oil storage and transportation safety supervision system, Li Ying, with the continuous support of National Science and Technology Support Plan and National Marine Public Welfare Project, built a set of technology and equipment system of " accurate detection in wide areas-- active fine identification-- atomic accurate traceability" for the first time at home and abroad. She made major breakthroughs in the technical problems, such as insufficient sensor resolution, difficult trace oil detection, low accuracy of pollution tracing and so on. Thus, the safety of oil storage and transportation was ensured in our country. The core equipment of the regulatory system realized its independent innovation localization, function completion, spectrum refinement and accurate traceability. Her main innovations are as follows 

1. Li Ying revealed the mechanism of interaction between fluorescence spectrum and molecular structure of petroleum hydrocarbon (conjugated π bond number), and established the active fluorescence fine recognition technology of micro oil. She invented the correction of water Raman laser fluorescence spectrum and multi-layer mirror segmentation method of diffraction grating spectrometer. Furthermore, she solved the technical problems, such as integrated detection of active fluorescence and high-sensitivity grating spectrometer, accurate acquisition of fluorescence signal and so on. Moreover, she developed the fine identification equipment of micro oil active fluorescence, so that the minimum detection concentration can be reduced to 0.5 Mg / L, leading China's leapfrog development of oil spill detection technology of active fluorescence.

2. Li Ying revealed the quantitative characterization relationship between the composition of petroleum hydrocarbon and spectral response of the sensor, and overcame the detection technology of oil spill in wide areas with wide spectral range and high resolution. She constructed the world's first oil spectrum database of ocean transportation and realized the sea-air synchronous calibration. She broke through the bottleneck of full spectrum multi-mode channel parameter matching optimization and the technology of area array detector swing scanning imaging. She developed a wide range of high-resolution oil spill detection equipment from ultraviolet to long wave infrared, with 1348 spectral channels and 73 ° field of view. Thus, millimeter imaging, nanoscale spectral resolution and sub-pixel information extraction have been realized in China, and the wide-area detection accuracy has been improved by an order of magnitude.

3. Li Ying discovered the stable isotope mass fractionation law of petroleum hydrocarbons, interpreted the stable isotope 13C / 12C atomic ratio composition characteristics of petroleum hydrocarbon compounds, and constructed 19 quantitative indicators for the accurate traceability of typical oil species in marine transportation. She proposed a new technology for accurate traceability of petroleum carbon stable isotope, and established an analysis system of oil pollution stable carbon isotope traceability, which led to the technological leap from molecular qualitative to atomic quantitative.

4. Li Ying helped form a  set of key technology and equipment system of "accurate detection, fine identification and accurate traceability" to support the construction of China's oil storage and transportation safety and supervision system, which caused the full coverage of functions -- a large range of oil pollution detection determined, visible and fine identification, accurate traceability, innovated the technology and equipment of oil storage and transportation safety supervision, supported the comprehensive capacity-building from daily supervision to emergency response, and satisfied the major needs of China's construction of oil storage and transportation safety supervision system.

Li Ying was granted 11 patents for invention, published 52 SCI retrieval papers and compiled 2 national industry standards. Her advanced core technologies, such as wide spectrum high-resolution oil spill detection, micro oil active fluorescence fine identification and stable carbon isotope traceability, were in the international leading level.

 Her results were widely used in the Ministry of Transport, the State Oceanic Administration, PetroChina, CGN and other institutions, as well as Sangjilun, Penglai 19-3, Dalian 7.16 and other oil spill accidents, providing technical support for maritime, marine, port shipping, petroleum and petrochemical industries. She has won more than 10 provincial and ministerial awards, such as the first prize of Liaoning Province for scientific and technological progress Science and Technology Progress, the first prize for scientific and technological progress of China Maritime Association, and the first prize of Dalian Technological Invention Award. She built the first national innovation team in key areas of "maritime traffic safety and spatial information technology" in the field of transportation, so as to bring China's oil storage and transportation safety supervision system, international performance capacity and discourse power to a new level.

Major achievements and contributions of Liangang innovation team, Qingdao port

Liangang innovation team has 32 core members, including 1 doctor, 2 researcher-level senior engineers and 13 senior professionals. As the core member of national enterprise technology center at Qingdao port and post-doctoral workstation, the team has taken automated, intelligent and unmanned wharfs as the research direction, and taken the construction of "international first-class fully automated container wharfs" as the goal, broke the bottleneck of long construction period, high cost and low efficiency of international automated wharfs, and constructed the world's first "hydrogen + 5 G " intelligent ecological wharfs, which provided the world's ports with a  Chinese approach of low-cost, short-term, high-efficiency, all-intelligent, safer and zero-emission automated wharfs. The main technological innovations are as follows:

1.The overall layout design of automated container wharfs was completed.

The team proposed the multi-objective optimization algorithm and evaluation model, and independently planned and designed the overall layout plan of the fully-automated container wharfs to ensure that every movement of the container can be effective and value-added, and that the operation efficiency of Qingdao port automated container wharfs can be the first in the world. The team has obtained 4 patents (see Annex 22-25), and published 1 paper (see Annex 44).

2.The dual-live data center of automated wharfs with high performance, large capacity, safety and reliability was first established.

Adhering to the concept of "full-duplex construction and non-stop service", the team constructed the data center of " nonlocal duplex mode", which provided a collaborative platform for unified command of hundreds of robots on site. The team has published 1 paper (see Annex 45).

3.The intelligent production control system was first established based on information physical system.

The team proposed a deep learning model and algorithm based on Petri net and intelligent scheduling of container wharfs to solve the problem of strict division of labor and organic cooperation among multiple departments and equipment, and broke the technology monopoly of foreign countries. The team has obtained 4 patents (see Annex 4-6, 19) and won the first prize for Science and Technology Progress Award of China Port Association (see Annex 30).

4.The twist lock technology and system of container’s automated disassembly and assembly of robots were first established

The team successfully broke through the precise detection of container’s lock hole and lock control technology, realized the twist lock of container’s automated disassembly and assembly of robots for the first time, completely achieved the man-machine separation to ensure the intrinsic safety. The team has obtained 2 patents (see Annex 7 and 8), published 1 paper (see Annex 46), and won the technical invention award of China Port Association (see Annex 26).

5.The automated wind protection technology and system of large machinery "anchoring by one key " was first established.

The system can complete the fast and automated anchoring of any or all large machinery in 2 minutes, effectively solving the worldwide problem of wind protection for large port equipment. The team has obtained 4 patents (see Annex 1, 3, 9, 10), published 1 paper (see Annex 47), and won the first prize for Science and Technology of China Institute of Navigation (see Annex 27).

6.The automated bridge crane of unequal-length backreach was first established.

The backreach of the bridge crane was reduced by 12 meters, so that the dead weight of the equipment was reduced by more than 50 tons, and the wheel pressure of the land side wheel was reduced by 6 tons. Thus, the cost of wharf construction, equipment manufacturing and equipment operation and maintenance were effectively reduced. The team has obtained 1 patent (see Annex 21), and published 1 paper (see Annex 48).

7.The cycle-charging technology and system of AGV distributed shallow-charging and shallow-discharging was first established.

The team invented the AGV lithium titanate battery power system with small capacity, long lifespan and high power and distributed shallow-charging and shallow-discharging cycle-charging mode. The weight of the battery was reduced from 13 tons to 2 tons, and the cycle life was extended from 2 years to 10 years. It has been the lightest AGV with unlimited service life. The team has obtained 8 patents (see Annex 2, 11-17), published 1 paper (see Annex 49), and won the first prize for science and technology of China Institute of Navigation (see Annex 28).

8.The design of heavy-haul high-speed rail system for automated wharfs was completed.

The team adopted the heavy track fixing method of five-stage damping and buffering, and put forward the construction method of high-speed rail crane, which solved the problems of uneven settlement of track foundation, track ‘s maintenance free, and damping and buffering of track crane. The team has published 1 paper (see Annex 50).

9.The fully-automated receiving and sending box system for trucks in landside interactive area was first established.

The team developed the technology of scanning and identifying all types of trucks and trailers and anti-lifting technology of truck to realize high-precision and fully-automated loading and unloading operation on the landside of the yard. The team has obtained 1 patent (see Annex 20).

10.The intelligent supervision system for automated container wharfs was first established.

By using EDI, Internet of things, big data, automatic control and other technologies, the team constructed an intelligent supervision system including the full-automated advanced machine inspection system at the sea side and the integrated management system of intelligent elevator mouth machines, which further reduced the logistics cost and realized the unmanned, favorable, efficient and intelligent supervision of the automated container wharfs. The team has obtained 1 patent (see Annex 18), and won the first prize for Science and Technology of China Institute of Navigation (see Annex 29).

The team’s technical achievements have been applied in automated container wharfs at Qingdao port and exported to countries along One Belt and One Road, such as ABU Dhabi port, Vado Port in Italy, etc., fundamentally subverting the operation mode and management mode of artificial wharfs. With no people at the site of the wharf, the number of operators has reduced by 80%, which set a world record with the average operating efficiency of 36.2 natural boxes/hour and the highest operating efficiency of 44.6 natural boxes/hour, exceeding 50% of similar wharfs in the world and surpassing artificial wharfs for the first time.

The team was awarded the "Top Ten Scientific and Technological progress of Intelligent Manufacturing in China" in 2017, won the global "Outstanding Achievement Award for the Construction of Fully-automated  Container Wharfs " and "Award for Best Efficiency of Automated Wharfs ", won 17 municipal and above-level science and technology awards such as Qingdao Science and Technology Progress Award (see Annex 31-43); the team has applied for 108 years of patents, obtained 48 authorized patents ,applied for 5 international PCT patents, and obtained 1 authorized patent from Japan;  the team has obtained 4 software copyrights, published 68 papers and developed 2 group standards.
