Recently, according to Chongqing Port and Maritime Affairs Center, the transportation departments in Chengdu and Chongqing have reached an agreement on comprehensive cooperation in water-bone transport service of Chengdu-Chongqing dual-city economic zone. This means that the two cities will jointly build a Sichuan-Chongqing waterway, a shipping center on the upper reaches of the Yangtze River and devote to the development of the economic zone.

" The construction progress has been on since the Spring Festival. While all of the participating personnel are fighting against the COVID-19, we also have overcome numerous difficulties, such as the extreme shortage of personnel, materials, machinery and equipment and moved forward orderly and effectively. At present, the filling project of the first cofferdam body has been completed. Now we are focusing on the construction of flood discharge and sand flushing sluice, stilling basin, the third longitudinal cofferdam and the connecting dam section on the left bank”. Relying on the advantages of the Yangtze River, Chongqing government is making every effort to promote the construction of a variety of major water transportation projects such as the Lize navigation hub of the Jialing River, the marine electricity power terminal in Shuangjiang and Fujiang areas and the channel regulation of the Qujiang River. This will make immense contribution to the construction of the shipping center in the upper reaches of the Yangtze River.
" Due to the pandemic, it is difficult to carry out the preliminary plan of the project, especially the investigation of physical index in the reservoir, which has a great impact on the compilation of the feasibility study report, preliminary design and other reports. Although in this circumstance, we will actively coordinate with the departments of Sichuan and Chongqing to speed up the examination and approval of related reports, so as to ensure the commencement of the main hub project”. Bai Zhaopeng, the chairman of Shuangjiang Company of Chongqing Expressway Maritime Development Group Ltd., said.
Liu Dachuan, the chairman of Chongqing Expressway Maritime Development Group Ltd., says that the Lize shipping hub and the Shuangjiang marine electricity power terminal will not only promote the canalization of 55 kilometers of waterway , but also renovate the ecological environment of local waterway .. This means that 500-ton ships in Sichuan can easily sail through the waterway, transportation systems and industry along the Yangtze River can be much improved and the cost of logistics can be effectively reduced, which will make vital contributions to the construction of the shipping center on the upper reaches of the Yangtze River and Chengdu-Chongqing dual-city economic zone.
The shipping hub is one of the waterway transport projects sponsored by Sichuan and Chongqing . One of the leading officials from the Port and Maritime Affairs Center says that, Chongqing and Sichuan will take this advantage to get the support from central administration, jointly map out the blueprint and develop together.
Sichuan and Chongqing will speed up the waterway regulation in Yibin of the Yangtze River-Chongqing section, the Chaotianmen-Fuling section and Caojie of the Jialing River-Chaotianmen section to accelerate the construction of a major water transportation channel between Sichuan and Chongqing, build a shipping system of trunk-branch linkage and river-sea transportation, and enhance water transport interconnection network between the two cities. In addition, the two cities will push the high-grade waterway construction in Jialing, Qu, Fu, Jinsha and Tuo River, and then promote the application of trunk-branch ship types suitable for the Jialing River Basin.
In addition, the two cities will continually push the development of a new channel for the Three Gorges project, new type of ship suitable for Three Gorges ship lift and the capacity of the Yangtze river waterway.

To co-construct a shipping center on the upper reaches of the Yangtze River, Chongqing and Sichuan have to integrate port resources in their areas and make resource allocation more efficient.
According to the staff at Chongqing Port and Maritime Affairs Center,, Chongqing will speed up the construction of the "1+3+9" port group including one model port- Guoyuan hub port ; three railway-highway-waterway hub ports -JiangjinKuihuang port, FulingLongtou port and WanzhouXintian , and nine specialized key ports, namely ZhuchengCuntan port, YongchuanZhuhuang port, YubeiLuofeng port, Changshou Hu Jiaping port, FengduShuitianping port, ZhongxianXinsheng port, FengjieLuomen port, Hechuan Weicheng port and Wulong Baima port.
Sichuan constitutes a blueprint of building a port group named "Double-cores, six-wings and multi-points". "Double-cores" means to develop Luzhou port and Yibin port, two major inland ports, into core hubs linked with outside of Sichuan province. "Six-wings" means to put Leshan port, Guangan port, Nanchong port, Guangyuan port, Liangshan port and Dazhou port into drive forces to support the development of Chengdu economic zone, south Sichuan economic zone, northeast Sichuan economic zone and Panxi economic zone. In the meantime, the "Six wings" are the regional hubs of the "Double-cores". "Multi-points" means to further develop the service functions of ports along the route, namely Zigong port, Suining port, Meishan port, Panzhihua port, Chengdu port, Neijiang port, Mianyang port, Ziyang port, Ya'an port and Bazhong port and promote the development of local economy by depending on the extensibility of the channel network.
The geographically close cities and counties in Sichuan and Chongqing have already taken actions and took great efforts in cooperation.
On April 14, the first meeting and the signing ceremony of the strategic cooperation were held in Guang'an city, Sichuan province. The main theme of the meeting is to jointly build a leading demonstration zone for the integrated development of transportation in Chengdu-Chongqing dual-city economic zone. Guang' an city has signed a strategic cooperation agreement with seven districts and counties in Chongqing, namely Hechuan district, Yubei district, Changshou district, Qianjiang district, Fuling district, Dianjiang county and Zhong county. The main goal of the agreement is to build a demonstration zone for the integrated development of transportation in Chengdu-Chongqing dual-city economic zone, promote the cooperative development of Guang'an port and Cuntan bonded zones of Chongqing port, strengthen the labor division and cooperation between the core ports and Guang'an port, Hechuan port, Changshou port, Longtou port and Xinsheng port and build a shipping center on the upper reaches of the Yangtze river.
Meanwhile, Sichuan and Chongqing are also promoting the construction of multi-modal carriage hub centers.
Sichuan will focus on accelerating the construction of the transfer center for main and tributary waterway freight in Yibin (Jinsha River, Minjiang River and Yangtze River) and Huzhou He River (Chishui River and Yangtze River), accelerating the development of the distribution center for riverworthy cargo in Guangyuan port of Jialing River, and pushing the construction of the diversion system and facilities for waterway cargo in Jinsha River power station. In the meantime, with Guoyuan port area as its core and western modern logistics industry park, Chongqing aviation logistics park and Chongqing highway logistics base as its support, Chongqing will focus on the construction of "1+3" international multi-modal logistics hub system.

On April 24, Chongqing Bureau of Transportation and Sichuan Department of Transportation signed the Memorandum of Cooperation on the Integrated Development of Transportation Services in Chengdu-Chongqing Dual-city Economic Zone (hereinafter referred to as the Memorandum), which means that the integration of Chengdu-Chongqing has made vital progress. According to the Memorandum, the two cities will make more innovation in aquatic tourism and accelerate the development of modern shipping services.
With the new background of the construction of Chengdu-Chongqing dual-city economic zone, the Transportation, Port and Navigation Departments in the two cities are planning to push the innovative development of aquatic tourism circle to move forward together in building Chengdu-Chongqing tourism.
It is reported that Sichuan government will explore a new path for aquatic tourism, which means to develop a "Double axes, five lines, four hubs and six cores" aquatic tourism circle in Sichuan. "Double axes" is to build Min River and Jialing River into prosperous resort for slow-pace travelers. "Five lines" means to regulate five rivers into sightseeing and leisure channels, namely Jinsha River, Yangtze River, Qu River, Tuo River and Fu River. "Four hubs" means to develop Chengdu port, Leshan port, Nanchong port and Guangyuan port into tourist distribution center. "Six cores" means to develop six main tourist ports, namely Liangshan port, Panzhihua port, Dazhou port, Neijiang port, Guang'an port and Ya'an port.
To speed up the development of international tourism in the Three Gorges of the Yangtze River, Chongqing will build a modern cruise mother port and accelerate the upgrading of tourist port at such resorts as Fuling Baiheliang, Fengdu Ming Mount, Yuyang Zhangfei temple, Fengjie Baidicheng and Wushan Shennvfeng. Besides, Chongqing will push the development of night tourism on Jialing River and Yangtze River and promote the development of distinctive aquatic tourism routes in the main city and other districts.
At present, the two cities have joined hands to develop cultural aquatic tourism and made great progress. With the development of water tourism in Chengdu and Chongqing , it is expected that the industry cluster of dual-city economic zone in Chengdu and Chongqing will be founded and the international influence of Bashu culture will be updated.
