China Transport Logistics Development Index Promotes Healthy Development of the Industry

On the morning of May 30, the Scientific Research Institute of the Ministry of Transport and the China Economic Information Service jointly issued the "2018 China Transport Logistics Development Index (TLDI) Report".

From the four aspects of transportation service, infrastructure, technical equipment and market environment, the "Report" evaluates the development achievements of China's transport logistics as well as the contribution of transportation in promoting the development of logistics industry in the form of quantitative index, which objectively reflects the basic position and main role of transportation in the development of logistics industry.    

The "Report" shows that the TLDI in 2017 was 108.97 points, which increased by 8.97% compared with 2016, showing a rapid growth trend. Among them, the sub-index of transport services, infrastructure, technical equipment and the market environment were 106.18, 109.88, 112.59 and 109.31 respectively, which grew by 6.18%, 9.88%, 12.59% and 9.31% respectively Compared with 2016.

The "Report" points out that transportation promotes the healthy development of logistics industry, which is mainly reflected in the following aspects: the quality of transportation service has been steadily improved; the growth rate of infrastructure construction is slowing down; Transformed steadily from the scale increment into the quality upgrading; the level of technical equipment is continuously improved; the integrity system is gradually perfected, and the role of the market in the allocation of resources is accelerated.

In terms of transport service capabilities, the "Report" pointed out that in 2017, service capacity increased by 5.57% compared with 2016, the growth rate was steadily slowing down and close to that of GDP. The freight turnover of railways, highways, waterways, and aviation has improved to varying degrees. Data show that in 2017, the railway completed a cargo turnover of 2,696.22 billion ton kilometers, a year-on-year increase of 13.3%, and the highways completed a cargo turnover of 6677.152 billion million tons, an increase of 9.3% year-on-year.

In terms of service costs, the "Report" shows that in 2017, China's transportation costs accounted for 8% of GDP, a decrease of 0.1% compared with the previous year.

In terms of international accessibility, the "Report" clearly stated that the level of international accessibility in China increased by 9.01% in 2017 compared with 2016. With the implementation of the Belt and Road Initiative, the growth of International accessibility will be more obvious.

Statistics show that by the end of 2017, the international scheduled flights of China's airlines had operated in 158 cities among 60 countries. In 2017, the number of China-Europe CR Express trains saw rapid growth, with 3,673 lines operating throughout the year, an increase of 116% year-on-year, exceeding the sum of the past six years. The China-Europe CR Express operated in 38 domestic cities connecting 36 cities in 13 European countries, an increase of 23 cities in 5 countries compared with 2016. Its operating efficiency has been continuously improved, and the overall operating time has gradually shortened from the initial period of more than 20 days to 12-14 days and with continuously reduced operating cost the overall transportation cost of the train has decreased by approximately 40% compared with the initial period of the operation.

Shi Baolin, the director of  China Academy of Transportation Sciences, MOT stated at the press conference that transportation, as a basic, pioneering, strategic, and service industry for economic and social development, China Academy of Transportation Sciences is the main force promoting the healthy development of the logistics industry. The release of the TLDI has enriched the evaluation system for transportation and logistics in China, and is conducive to the society's greater understanding of transport and modern logistics. It has dynamically monitored and quantified the effectiveness of the transportation industry and provided technical support for guiding the healthy development of the industry and scientific decision-making by government departments.
