On December 12, 2017, the 4th Conference of the 8th Council of China Institute of Navigation was held in Changsha, Hunan Province. Huang Youfang, Chairman of CIN, Cao Di, Vice Chairman of the Standing Committee, Ding Xiaogang, Ding Nong and Su Xingang, Vice Chairmen of CIN, Guo Jieping, Chief Supervisor, Wang Qun, General Secretary of CIN, Pan Xinxiang and Ding Pingsheng, representatives from Vice Chairman’s unit, members form the Board of Supervisor of CIN and other relevant representatives participated in the conference. The conference was presided over by Cao Di . Xu Jian, Chairman of Hunan Institute of Navigation, the co-sponsor of the conference, attended the conference and delivered a speech.
Huang Youfang pointed out at the conference that the studying and implementation of the spirit of the 19th CPC National Congress should be taken as a major political task at present and for a period to come. Using the 19th Congress’ principles as guidance, CIN should take overall consideration to comprehensively deploy work. We should emancipate and change our mind, strengthen “Four Consciousness” and uphold “Four Confidence”. We should integrate the development of CIN into national strategy, keep the right direction and orientation and plan the blueprint for future development. We should enhance our consciousness of reflection and actions, and actively explore new responsibilities that we must undertake in the new era..
Huang Youfang highlighted that CIN will put more emphasis on the following expects in the future operation:（1）to actively response for national strategy,（2）to participate in the establishment of international maritime rule,（3）to enhance the development of brunch institution, （4）to promote the ability of membership service, （5）to boost the professional process of the Secretary office，and （6）to strengthen communication and cooperation with brother institutes of CIN and seek common development.
Huang Youfang demanded that CIN should strengthen its responsibility and commitment, be brave to explore and creative so as to improve the service ability of CIN, and to make due contribution to creating a new age for China’s navigation.
At the meeting, Cao Di communicated the speech by officials of China Association for Science and Technology on symposium of the implementation of the spirit of the 19th CPC National Congress for technologists. Wang Qun made Report on the Review Results of 2017 CIN’s Science and Technology Rewards and the Establishment of Party Organization of CIN. Cao Di made a report on the completion of the work of 2017 of CIN and the major task of 2018 CIN. Guo Jieping made a report on the annual work of 2017 of board of supervisor of CIN. At the meeting, we examine the following reports and issues: the report on the year of 2017 CIN’s financial situation from January to November and the income and expenditure of CIN in the whole year of 2017, adjustment of vice chairman, director of standing committee and director of CIN as well as change and adjustment of key leaders from CIN’s brunch, revision of the attachment of Implementations on Scientific Results (Review) of CIN and nomination of project “ Fast Island-construction Technology Using Deep-inserted Steel Cylinder in Open Seas” to apply for 2018 National Invention Awards.(from Yin Yanjie)
