Seminar on Maritime Information Highway Construction Held in Beijing

The seminar on the construction of the maritime information highway was jointly held by CIN and China Waterborne Transport Research Institute on January 16, 2018. A total number of 31 participants attended the seminar, including experts and scholars from CIN, China Waterborne Transport Research Institute, China Electronics Technology Group, China Satellite Navigation Office, Combating Bureau of Headquarter of Naval Staff, NAA, China Maritime Safety Administration of Ministry of Transport, Information Center of the State Oceanic Administration, Planning and Research Institution of Ministry of Transport, China Transport Telecommunications & Information Center(CTTIC), Fishery Law Enforcement Command of Dalian Maritime Surveillance of Liaoning Province, Dalian Landsea Maritech Co., Ltd, Dalian Maritime University, Shanghai Maritime University, Peking University, Chinese Society of Naval Architects and Marine Engineers (CSNAME), China Classification Society(CCS), China Sea Telecommunication Limited Corporation, The Ministry of Transport Beihai Maritime Security Center, and other departments, research institutions, shipping companies, Institutions of Higher Learning and related Societies.

This conference is a seminar organized against the background of today's sustained development of global marine economy, focusing on the development strategy of national maritime power to actively promote China's maritime information highway construction. The participating experts made full exchange and discussion around the adaptability of the existing maritime information network, the necessity and significance of the construction of the maritime information highway, the report on the basic structure of the maritime information highway drafted by Communication and Navigation Committee of CIN and other issues.

It was agreed on the meeting that maritime information highway construction is an important foundation of implementing ocean power strategy and promoting the Belt and Road Initiative. Due to the particularity of the marine environment, the current maritime information network and real-time data transmission capacity far lag behind that of the land, and it can't meet the requirements of development of intelligent shipping, smart ocean and the development of modern national defense construction. In a new era of high quality development of economy, speeding up the construction of marine information highway and constructing the comprehensive information network of land, sea, air, space and submarine "five-sphere integrated plan" are very necessary and have great and far-reaching strategic significance. The construction of maritime information highway should be a national infrastructure project, and oriented with multiple fields, multi-level services, multiple strategic needs and objectives, and jointly promote the construction of maritime information highway by comprehensive planning, integrating resources, and industry integration.
