On March 23, 2017, China Institute of Navigation announced the establishment of Council Party committee and held its 1st session in Beijing.
In order to strengthen party's leadership in scientific and technological associations and promote sound and orderly development of institutes affiliated to Chinese Association for Science and Technology (CAST). CAST issued Recommendations on Strengthening the Party Building for Scientific and Technological Associations and Special Work Plan on Promoting "Two Full Coverage" of Party Building for Institutes in October 2016, which clearly require to set up Party committee for the Council and establish party branch for administrative organizations. In order to implement the requirements by CAST and intensively promote the party building, CIN officially applied to get CAST approval for establishing party organization after decisions being made at the 2nd session of the 8th Standing Council. The Party committee of mass organization under CAST gave an official reply on December 29, 2016, approving of CIN setting up a Party committee with Huang Youfang serving as party secretary, Cao Di, Yu Shicheng, Ding Nong, Ding Xiaogang, Su Xingang, Li Zhen and Wang Qun as members.
The first Party committee meeting of CIN was presided over by Secretary General Huang Youfang. At first, he read the Reply by the Party Committee of mass organization under CAST on the establishment and member list of the Party committee. Huang announced the formally establishment of the Party Commission. In the following agenda, Cao Di, Vice Chairman of the Standing Committee was elected as Deputy Secretary of the Party Committee. Work Rules for Party Committee of CIN (Trial) and Key Points of Party Building for CIN in 2017 were reviewed and adopted collectively. Matters on the changing of a vice chairman for the Party committee was reviewed, and suggestions were made. Plans on the agenda were successfully completed at the meeting.
The number of party members of the 8th CIN Council was 126. According to the details in Special Work Plan on Promoting "Two Full Coverage" of Party Building for Institutes，CIN will establish a "functional" Party committee, which plays a leading role in political, ideological and organizational construction of institute. The Party committee will not transfer Communist Party Membership credentials, nor repeatedly collect information of party members, or select party representatives to participate in superior Party Congress. Tenure of Party committee member is synchronized with that of the Council.
