Timeline and Organizational Structure of CIN

Section 1 Preparation period (1963-1979)

The foundation of CIN can be attributed to its synchronization with the historical trend of China’s economic and social, scientific and cultural development, and more importantly, the practical need for the shipping industry and the rapid development of shipping science technology. It went through ordeal of ‘Cultural Revolution’ in its preparation and matured over 6 CIN councils, which is the witness and epitome of China’s Shipping Cause, and a revelation of the vicissitude and the unyielding track of Chinese Science development.

Preparatory period

In 1962 Ding Mei, vice minister of Transport Proposed to set up CIN, seconded by some famous people in the shipping community, With the aim to Strengthen the experience exchange, improve academic level for the purpose of shipping safety and technological development. After several rounds of discussions with Li Qing, the director of Water Transport bureau and Zhou Qixin, the vice general engineer, he delegated Zhou Qixin to be responsible for the preparation. History will not forget the forefathers of CIN who have committed their whole life to Chinese shipping undertaking and unselfishly gave out their encouragement and support. They are Chen Jiazhen, Li Jingsen, Ma Jiajun, Qin Zhenru, Xia dingxin, Jin Yueshi, Zuo Wenyuan, Xu Ningsheng. In May 1963, the first self-made 10,000 tonnage vessel Yue Jin ran on the rock and sank during its virgin voyage to Japan. On hearing this, Premier Zhou Enlai personally consulted the shipping technology and ordered to set up shipping technology disciplinary panel. Nie Rongzhen, vice premier instructed to establish shipping subject panel under the National Science and Technology Commission and ordered Ministry of Transport to make shipping science development plan. In this context, Ministry of Transport issued the document of ‘China Shipping Association preparation committee” in June 22nd 1963, joined by the agreed document from Science Association of China. Then, CIN began its voyage.

Preparatory work

In November 1963 and June of 1964,CIN preparation conference and foundation conference was held in Peking and Wuxi respectively. The meeting discussed about the items for the preparation team. From February to October in 1964, the preparatory committee was established in Guangzhou and Shanghai. With the support of the bureau of national Marine and Seafarer’s federation, The foundation meeting was held in March 1965 with the witness from 57 representatives and 11 sitting-in members. In this conference, Ding Mei was elected as the director of the CIN, and Ma Guansan, Li Qing and Zhou Qixin as the deputy director. The Statutes of CIN was ratified and it was agreed to publish the academic journal of China Shipping. Meanwhile it was agreed that the four branch offices, namely Shanghai, Guangzhou, Dalian and Wu Han be set up.

The preparatory committee was forced to cease its activities and the process of resumption. At a time when CIN was ready to be established, the Cultural Revolution fell upon which forced CIN and its branch offices to discontinue its preparation work. In March 1979 after the Cultural Revolution, CIN headed by Zen Sheng, the minister of Transport heard the report on the preparatory committee and passed several results.

Section 2 The period of 1st council 1979.4-1886.10

It was 14 years later that CIN resumed its 1st national conference, which is regarded as a milestone in the history of CIN, for its solemnly pronounced to the world that CIN was officially founded. 270 deputies from 138 institutions such as ministry of transport, navy, National Marine Bureau, the ministry of petroleum, the general administration of geography and foreign trade attended the Guangzhou Conference in April. He Chongsheng, the vice minister of transport addressed the meeting focusing on the meaning and role of CIN and called for the members to work harder for the opening of the 2nd Science Association Conference. Through the democratic election, 28 standing director was elected to chair the standing council, with Zeng Sheng as the director and others as the deputy director. Publication called Navigation Knowledge was agreed to launch in the future. 

In 1985 the emblem of CIN was selected. As local CINs were set up in the row, CIN members reached 13948 and the basic mechanism and organization was in shape.

From 1979 to 1984 CIN hosted or joint-hosted as many as 500 academic seminars, reports and lectures, covering navigation, machine and electricity, pilot, fairway, pollution prevention, which is conducive to shipping safety, energy saving, metrological research, implementation of conventions and so on. 

In 1983 CIN compiled the China Navigation History in memory of the 580 anniversary of Zheng He’s voyage. 

Section 3  The period of  2nd council1986.10-1992.7

In October 16th 1986 CIN’s 2nd national conference was held in correspondence form and elected the new council wit Peng Dengqing as the director and Qian Yongchang as the vice director. 

In this period CIN was admitted to international navigational association.  On the 10th anniversary of CIN, China Navigation and family tree of Chinese vessels were released.

In 1990 the scientific nouns review committee on navigational subjects was established in August 1990 to promote the uniform application of navigational nouns. Also in this year, the Reward Fund, set up by CIN was put into operation to reward the excellent student in CIN-affiliated colleges and universities.    

Section 4  The period of  3rd council1992.7-1996.12

In July 1992 the 3rd CIN national conference was held in Peking and elected a council of 151 members, with Lin Zuyi as the director.

CIN conducted academic activities in service of the economic construction and production and erected the annual academic exchange and summer camp system. To improve the quality of papers and thesis, CIN formed the review expert panel.

In the aspects of international academic exchange, from1993 on, Sino-Korea navigational associations began the practice of bilateral academic exchange.

In 1995 CIN organized experts to compile English-Chinese Navigation, Shipping, vessel dictionary in the interests of seafarers and management staff.

Section 5  The period of 4th council1996.12-2000.11

The 4th national meeting of CIN was held on Dec. 10th 1996 in Peking with Lin Zuyi as the director, Qian Yongchang, Fang Jiade, Chen Zhongbiao, Li Zongqi, Zhuo Youzhan, Chen Dehong, Zhang Dehong, Li Kelin, He Linzhong, as the deputy director and Lin Yunai as the general secretary.  In this period, CIN successfully established 14 subject committee, 2 journal editing office, rectified and cleansed social institutions and undertook the transfer of governmental functions, set up China Shipping Science Award.

After years of development, CIN rolls out to communication and navigation, vessel ETO, inland ship operation, inland river port supervision, inland shipping development, container transport, water transport management, rescue and salvage, piloting, fairway mark with 2 journal editing offices. 

In this session, there are 72 academic exchanges, 2149 papers and proceedings 35 volumes. In 2000 CIN co-hosted the seminar on Transport strategy in the Western China in the 21 century.

In 1996 to 2000 CIN calibrated 6332 sets of compass.

Since 1990 CIN reviewed and granted navigation awards to 199 students in about 40 colleges and universities with a sum of 196.5 thousand RMB.

From year 2000 on, designated by the Ministry of Transportation CIN was in charge of post and title review.

The Newsletter of CIN changed from seasonal issue to bimonthly, including the activities of CIN and local offices, the latest movement of maritime community, which serves as a platform for interactive communication, learning from each other and mutual progress. CIN hosted Spring Festival Meeting annually to welcome all members back ‘home’, where leaders and other related institutions are informed of the newest situation of CIN.

Section 6 The period of 5th council2000.11-2004.11

The 5th national meeting of CIN was held on Nov. 25h 2000 in Peking with Lin Zuyi as the director. In this period, CIN conducted several international and straits exchange, decision making and consulting, Science Award Review, technology results appraisal and branch office rectification.

In this session, there are 92 academic exchanges, 2847 papers. In 2000 CIN co-hosted the seminar on Transport strategy in the Western China in the 21 century.

In 2002 CIN and the Municipal government of Quanzhou co-hosted Quanzhou and Sea Silk Road Seminar which boosted the bid for world heritage list and economic development.

In 2002 the enlarged session of the 5th council decided to honor the 600 anniversary of Zheng He’s Voyage themed with “love the motherland, good neighbor and scientific navigation. By the end of 2003 CIN

In 2002 the enlarged session of the 5th council decided to honor the 600 anniversary of Zheng He’s Voyage themed with “love the motherland, good neighbor and scientific navigation. By the end of 2003 CIN, CIN campaigned in Dalian Maritime University and other high schools and local governments to as many as 2000 people regarding the magnificent deeds of Zheng He’s voyage and its impact on the descendents, which officially sent the nationwide memorial activities on its way. In 2004 the knowledge lecture organized by the ministry of Transport was hosted by CIN.

Section 7  The period of 6th council2004.11-2010.6

The 6th national meeting of CIN was held on Nov. 26h 2004 in Peking with Hong Shanxiang as the director, Liu Gongchen as the standing deputy director, and Wang Zuwen, Wang Futian, Liu Xihan, Wu Ziheng, Song Jiahui, Zhang Hongsheng, Li Kelin, Li Kejun, Li Jianhua, Zhou Qifang, Tao Suyun, Yu Shicheng, Hu Hanxiang as the deputy director and Ding Baocheng as the general secretary.

In this session, there are 70 academic exchanges, 1796 papers and 40 volumes of conference proceedings.

In 2005 ship operations sub-committee hosted the Seafarers comprehensive quality and safety, safe sailing seminars and other forum to promote the technological development of navigation.

International exchange raged on. In 2005 CIN hosted the 4th Sino-Japan-South Korea academic exchange.

To better select the technological talents to satisfy the needs of China’s shipping cause and promote the technology, CIN participated in the revision of provisional regulation on duty qualification review at marine vessel level in 2007. In the following 3 years, 388 people are granted the certificates.

In 2005 in the context of latest development trend and the water transportation security the sub-committee of marine operation hosted the Seafarers’ comprehensive qualities and safety , shipping safety seminars and other meetings, which proposed new ideas on the macro decision making and the solution with great visibility.

The Youth academic exchange seminar hosted by sub-committee Ship pollution was the first academic exchange activities applied to the China’s Science Association, which systematically and deeply summarized the inland river ship pollution; dangerous goods risk control and response.

From 2005-2007 CIN hosted a variety of 17 training programs. For example, the continuous education program called oil spill emergence reaction and response technology, compass rectification worker, 1st level pilot training are the typical ones.

According to incomplete statistics, the total number of papers published in CIN-sponsored journals such as China shipping, Navigation Technology and China Salvage and rescue, Navigation measure technology and inland river maritime reached 2242.

In 2006, CIN launched the campaign called Love the blue territory and develop the navigation cause in memory of the 2nd maritime day. Carefully compiled post with illustrations as well as real objects display attracted a host of participants. Academic seminar and knowledge contest and maritime envelope were put out to honor this day.
